About this file

This document is a Request for Information (RFI) Questions and Answers for Solicitation W911SG25BA014 for B1006 Roof Repairs at Fort Bliss, Texas. The RFI addresses eight key technical clarifications from potential bidders, including warranty specifications, drawing submission requirements, bid due date confirmation, TPO membrane thickness options, expansion joint treatments, gutter system specifications, roof deck slope modifications, and the inclusion of roof anchors. Responses from the government indicate flexibility on some technical details, such as allowing 80 mil TPO instead of 72 mil, requiring TPO expansion joints, specifying 24-gauge gutters, and mandating the inclusion of roof anchors.

The solicitation is set aside for HUBZone-owned small businesses, with a contract value estimated between $100,000 and $250,000. The project involves roof replacement for Building 1006, which currently experiences roof leaks. The contract will be a firm-fixed-price with a 90-day performance period after notice to proceed. The bid opening is scheduled for August 5, 2025, with a site visit tentatively planned for July 11, 2025. Interested contractors must be registered in the System for Award Management (SAM) and will obtain solicitation documents through the Contract Opportunities page on SAM.gov.

1. In Part 1.1.1. of the SOW there are several warranties listed (contractor 1 year, 30 year, and two 20 year warranties, please specify what portion of work or material each warranty is to apply to. For a period of one 1-year from completion date. Any defective material and labor will be done at no cost to the government. Manufacture warranty is for 30 year with 120 mph manufacture warranties.

2. Page 33 of the solicitation indicates:

h. TAB H: DIGITALLY SIGNED DRAWINGS. Bidders shall submit a copy of signed drawings, file name: 100_ Bldg. 1006 - Replace Gutter and Roof. Please note drawings shall be digitally signed. Failure to provide digitally signed drawings shall render your bid as nonresponsive.

Are we to sign the drawings provided? Correct, Contractor is to sign the provided drawings in acknowledgement

3. Please confirm the correct due date. Page 1 of the solicitation indicates 8/1/2025 and page 32 indicates 8/5/2025. Correct date is August 5 2025, which is the day of the Bid

4. The plans and SOW states 72 mil TPO but the only 72 mil TPO available will need to be special order and currently has a lead time of 9 months so we are proposing to change the SOW or allow us to bid 80 mil TPO which is relatively a little cheaper with a lead time of 4 weeks right now, your thoughts? UFC specifies a minimum of 72 mil but 80 mil is allowed.

5. The building currently has 2 expansion joints, can we just wrap them with TPO or do you want a TPO expansion joint. Building 1007 which is new has the expansion wrapped.

Keep in mind that you currently have R-22 but you are asking for R-30 which will change the profile of the expansion, any request? Yes, TPO expansion joints are required.

Must match existing. Use R-30 as specified.

6. New gutter system is requested but no details as far as sizes or gauge. 30 year warranty requires 24 gauge just want to confirm. The new gutter must match existing.

7. Roof deck doesn't have any slope so we will need to add taper to create your requested slope, just making sure that is your intent? Include taper insulation.

8. Currently the plans or SOW do not request for roof anchors, do we quote any?

Please include roof anchors.
