The project involves widening an existing 18-foot roadway to 24 feet, which requires complete removal and replacement of existing asphalt and base course, processing new subgrade, applying tack coat, installing new SP-IV asphalt, and adding thermoplastic pavement markings and traffic signs. The procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB), with an estimated contract value between $500,000 and $1,000,000, and a modified period of performance of 120 calendar days.

The bid due date has been extended to June 16th, 2025, at 11 am MST. Contractors will need to coordinate base access, complete online safety training, and undergo background checks through the visitor center. RFI QUESTIONS AND ANSWERS

Repair Rebuild Route 219
1. On sheet 3 of the drawing documents, it refers us to SOW 5.5. There is no SOW package, and there is no 5.5 within any of the other documents. Could the government please provide the SOW that corresponds to this project?
RESPONSE: SOW is included within the solicitation package and drawings will be updated to reflect the correct SOW number.
2. Would the Government permit the use of asphalt millings (Reclaimed Asphalt Pavement) generated during demolition to be reused on-site as base course material, in full or in part? Additionally, please confirm whether this alternative method should be reflected in our pricing, or if the Government intends for new aggregate base course to be used as specified in the current solicitation and drawings.
RESPONSE: No, plans call for remove and replace.
3. Can the contractor reclaim the existing asphalt into the existing BC and create a modified base course? In leu of removing the existing asphalt and disposing of it off site. We feel this would save the government some money.
RESPONSE: No, plans call for remove and replace.
4. Sheet 2 general notes 12, sheet 4 roadway construction note 5, and sheet 4 detail D3 all call for tack coat. Tack coat is used for in between multiple lifts of asphalt and not on BC. Prime oil is used on BC prior to paving. Please clarify if the contractor is to spray prime oil per section 408 NMDOT Specs on BC prior to HMA.
RESPONSE: Contractor is to spay tack coat per NMDOT 407/per p lan.
5. In the photo’s attachment, Photos on pgs. 20 & 21 the culvert area is currently washing out. With the road being widened there would be concern for the road to give way or be undercut by erosion. Does the government have any concerns in these areas? This would possibly affect the warranty of the contractors work in this area as well due to erosion/undercutting. Please advise the contractor on this area of concern.
RESPONSE: The government does not have concerns in these areas, culverts are not to be reworked.
6. With the road already being so narrow (currently 18’) and the adjacent area being concerned of archeological sites. The contractor is restrained to the existing asphalt pavement for traffic control use. If the contractor closes half of the width at a time to keep the road open. After traffic control devices are in place this will only allow approximately 7’ to 8’ wide travel lanes for traffic to travel on. This will not work. We propose building a 3’ shoulder from the edge of pavement with millings in order to properly put traffic on the first travel lane. This would provide sufficient lane width of approximately 10’ to 11’. Is this how the government would like to proceed with this constraint issue?
RESPONSE: The contractor is allowed to use millings to build up the shoulder for traffic control purposes at no additional cost to the government.
7. Sheet 3 general note 3 states contractors are to pothole all utilities. The government also stated the adjacent shoulders are considered archeological sites and must not be disturbed. This counter dictates what the contractor is to do. Is there a certain distance from edge of existing asphalt the contractor can perform potholing?
RESPONSE: Construction limits are 50’ from centerline on each side of roadway. Sheet 2 General note 18.
8. Is the contractor expecting to see utilities shallower than 20”? With subgrade being 8” plus 6” BC, and 3” asphalt this would be 17” from the existing surface.
RESPONSE: No but pot holing is still required and any damage done to utility lines shall be corrected by the contractor at no additional cost to the Government.
9. On the west side of the project where the road turns south, how far is the contractor to pave up toward the shed/gate on the west, can the contractor get parameters or a sketch of this area? During the site visit it was mentioned that the contractor was to pave just short of the shed. That asphalt is in bad shape and would cause concern for transitions.
RESPONSE: Refer to Addendum 1.
10. Can the government please extend the bid date and allow more time for questions after Q&A is answered? Some answers may require further clarification.
RESPONSE: Bid due date will be extended to 11 am on June 16th, 2025. Solicitation will be amended and uploaded to SAMs.
11. Will the government consider adding more time to the period of performance for this project based on the extra work suggested in question 6?
RESPONSE: 30 days will be added to the POP for addendum 1.
12. Please provide a copy of the Site Visit Attendance Sheet.
RESPONSE: Site Visit Attendance Sheet has been uploaded to SAMs.
13. If the bid and/or bid bond must be mailed, will the government consider extending the bid due time to no earlier than 11 a.m.? This request is made because 1030 a.m. is the earliest guaranteed time for overnight delivery, and anything before then risks not being guaranteed and potentially arriving after the current bid due time. Extending the bid’s due time would ensure that all bids are received on time and that the process is fair for all parties involved RESPONSE: Bid due date has been extended to June 16th, 2025, at 11am MST.

19. How long is the turnaround time for background check results?
RESPONSE: No exact time, turnaround time is dependent upon security forces.
20. How many hours should the prime contractor and subcontractors’ budget for on-site badging, safety training, orientation, etc.?
RESPONSE: This is not done on site, training is on line, the duration is determined by the contractor.
21. The period of performance (POP) on this project is given to be less than 90 days. However, we estimate the project will take 180 days, including preconstruction activities. Since we estimate the time to construct this job plus preconstruction activities to be longer than the stated POP, we request that the POP be extended by 90 days.
