Our team has the following questions for clarification. Thank youin advance for your assistance.

1. The response times in your PWS seems to be a little outside of the normal industry-standard as well as the federal norms for appliance maintenance and repair. Typically we see a response within 3 days after receipt and a total of 15 days to complete the repair based on the availability of parts and/or labor. Is the government willing to update the performance standards to match closer to industry standards? Response: The response times are what DPW requires to assure that the machines are available and operating for the soldiers. Since the contractor is on site every day this response time should not be hard to manage.

2. Regarding the venting system for the dryers, when was the last time the complete system was cleaned? And do you have any as-built (drawings) on each building showing the length and type of vents? Response: All the vents for the dryers from the point that they enter the wall is the responsibility of Pride (base maintenance contractor) to maintain. If the contractor needs one repaired or cleaned a Demand Maintenance Order can be turned in to Pride. All vents are being cleaned and secured during the current installation of the government units.

3. Will the government reimburse the contractor for shipping costs related to warranty parts? Response: warranty parts should be obtained from the local manufacturer representative. If shipping is required and shipping costs are not included in the warranty the contractor can request reimbursement on a case by case basis.

4. Can the government provide a copy of the parts only warranty? Response: Yes the government will provide all warranty documents for the units to the contractor.

5. If a part is deemed not to be warranty will the contractor be responsible for the part or will the government provide a reimbursement for the cost at the contractor's cost? Response: if the repair is determined to be outside of the warranty or not due to lack of preventive maintenance, the government will pay for the part under the parts CLIN of the contract.

6. Will the government provide a site visit so that the contractor can ascertain the current condition of the venting system and the typical team involved in cleaning the systems? Response: See response to question 2 above. For the site visit, MICC will reply.

7. What is the current system used for access on and off Fort Bliss to contractors? I.e. rapid gate or some other access program and what is the cost to the contractor for yearly access to its employees? Response: Refer to PWS section 1.11 Security and Force Protection and Sections 1.12 and 1.13 for all access requirements. The Chaffee Gate Access Control Point has a contractor’s registration office. Rapid Gate is not currently used.

8. What is the price threshold for appliance is deemed to be economically unrepairable? Response: Instances requiring full replacement will be addressed on a case by case basis. The determination will be done by the government

9. The solicitation amendment issued on 3/13/2019 does not include the52.212-1 Instructions to Offerors that were included in the original solicitation on pages 19 through 22. Will the Government Issue a new instructions requirement, or do we to go by section 52.212-1 in the original solicitation? Response go by section 52.212-1 in the original solicitation.
