The material shall be manufactured from Power Line Sentry or approved equal that would meet the following requirements: IEEE & ASTM Tested and rated up to 72 KV, UV Resistant, Fire and Flame Resistant (Material shall not support combustion and is self-extinguishing), easy to install and reused for Maintenance, and the material shall not flame drip causing secondary fires.
GROUND WIRE:
Ground wire covers shall cover a distance of 10 feet of molding from the top of the pole insulator down. If the contractor meets the 60 inches of separation between the molding and an energized part is acceptable. Plastic covers for the ground wire is acceptable.

1) Details - The work consists of installing protective equipment on existing power poles located at WSMR, as shown in the attached documents and map. Upon project completion, each pole must be made “avian-friendly” (AF) for eagles, in accordance with
APLIC (2006) guidance, as described in the Section 3.1 of the WSMR APP. The attached documents, particularly Chapter 8 of the WSMR
APP, provide guidance on how to properly retrofit distribution poles. It is the contractor's responsibility to study these documents in order to properly implement retrofitting measures. All materials must properly fit pole components and be installed IAW the manufacturer's instructions and best practices described in documents provided.
2) Field Adaptation of Retrofitting Recommendations - Retrofitting recommendations reflect the perspective available to surveyors from ground level, sometimes at a significant distance. As such, recommendations may reflect some uncertainty associated with existing clearances, pole grounding, and other factors. The contractor is tasked with adjusting recommendations, as needed, to ensure poles meet
AF standards. Carrying extra retrofitting materials will ensure that crews are equipped to make any required adjustments to the retrofitting recommendations.
3) Product Selection - Retrofitting products must be chosen carefully to ensure proper fit and coverage, to facilitate easy installation, and to maximize service life. Products must fit securely to prevent displacement or dirt and sand from becoming trapped beneath them. Product selection is challenging for systems that, like WSMR, have different-sized equipment from a wide variety of manufacturers like Hubble and
Allen Brown and Bavari (ABB). The contractor is responsible for selecting products compatible with the WSMR system, and well-suited to the service environment.
4) Avian-Friendly Standard - The AF standard is required. Partial retrofitting, or retrofitting that fails to meet the AF standard may result in preventable eagle electrocutions. Common errors that prevent a pole from meeting the AF standard include, but are not limited to:
· Covers that do not fit securely
· Covers that are installed incorrectly (e.g., bushing covers too low)
· Covers that provide inadequate coverage and leave elements of the equipment exposed (e.g., cutout covers that do not protect the locking horns)
· Covers that do not provide complete coverage because they are improperly sized, inappropriate to the use, or mis-installed
· Covers that impede the proper functioning of pole-mounted equipment (e.g., bushing covers without knock-outs, where needed to accommodate gapped arresters)
· Products having openings or extraneous ports that may harbor insects and consequently be probed by birds
· Insulation gaps between products (e.g. gaps between bushing covers and stinger wire insulation).
· Conductor covers and deadend covers that do not provide 36” of downline coverage in each direction from the crossarm
· Conductor cover extensions that are incorrectly connected and become detached
· Groundwires not properly routed or covered to shield them from contact
· Grounded guys and guying hardware in proximity to unprotected energized wires
· Insulation gaps for jumper clamps and other attachments that are not covered with fusing tape
· Inadequately insulated jumpers
· Bare wire protruding from split seam hose, which should be taped to prevent gapping at tight bends
5) Quality Assurance - Contractor shall provide updates of the retrofitted poles to the government. If any deficiencies are found by the government from there inspections on the poles that the contractor retrofitted the necessary raptor protection called out for, contractor shall be notified of the problem and must correct the deficiencies within 24 hours. Both contractor and government shall have field reviews of the corrected poles that were found to have deficiencies based on the AF Standard #6, WSMR Avian Protection Plan, Illustrations of
Retrofitting Errors on Power Poles: Product Design Errors, Mitigation Plan Errors, and
Application Errors, and Suggested Practices for Avian Protection On Power Lines that were found by the government. Copies of these documents can be provided to the contractor as a reference.
Contractors need to take high resolution photos (at least 1 MB), with enough photos of each pole to adequately show work completed. Photos need to be submitted weekly so the government can provide information on improper retrofits. Work on poles will not stop while government reviews photos.
6) Project Phases - The project will consist of two distinct phase: Retrofitting, and Remediation.
(Continued on Sheet 5.)

Retrofitting - 58 poles will be retrofitted during the main Retrofitting phase of the project.
Partially Energized and De-Energized Poles- Some of the 58 selected poles may be partially energized or de-energized.
Field reviews - Field review of poles unsuccessfully retrofitted during the Remedial
Retrofitting phase may occur in order to meet AF standards.
Contractor shall follow the specifications as listed in Part 14-Specifications of the
SOW by index number.
1) Suggested Practices for Avian Protection On Power Lines (.pdf) - prepared by the
Avian Power Line Interaction Committee. This report provides support information concerning the issues, regulations, and suggested practices for avian safety.
2) WSMR Avian Protection Plan (.pdf) - provides information addressing the WSMR plan to reduce the injury and loss of birds to powerline electrocution. The report includes a methods to be used to provide protection.
3) Product Catolog from Power Line Sentry (.pdf) - a provisional list of potentially recommended materials to use for retrofitting poles. The order in which manufacturers are presented in the table is not in order of preference. The contractor, in cooperation with the COR, shall develop a finalized list of approved materials at the beginning of the project.
4) Maps of the locations of the 58 poles on WSMR. UTM locations of poles.
5) Illustrations of Retrofitting Errors on Power Poles: Product Design Errors, Mitigation
Plan Errors, and Application Errors (.pdf) - Dwyer and Harness report describing common retrofitting errors.

6) Any injured or dead birds discovered, the contractor shall report to the immediately and no later than 24 hours. The Garrison holds federal permits that require reporting injured/dead birds to the U.S. Fish and Wildlife Service within 24 hours. If a nest is found on a power pole, it may be removed by the contractor and work may proceed if there are
NO eggs or nestlings present. If a nest has eggs, nestlings, or an adult bird is seen at or on the nest, the WSMR Garrison Environmental Division (575-678-2225) will be contacted immediately. If the WSMR Department of Public Works is not able to remove the nest for work to proceed, then a pole requiring equal or less materials and labor will be substituted for the pole with the active nest.
Contact WSMR Garrison Environmental at (575) 678-2225 as soon as possible (Trish Cutler's direct line is 678-2029). Please leave carcass in place until Environmental are able to collect it. Regarding active nests (with eggs or nestlings), Environmental may decide to relocate the nest under its federal permit (in which case DPW linemen would assist) or to leave in place if DPW thinks electrocution risk or pole fire isn't eminent.
Inactive nests without eggs or nestlings can be deconstructed and removed.
Please let Garrison Environmental know if you find an inactive nest because there is a need to install a nest-discourager on pole.
