Nbr Question Response 1 Is this a new opportunity? If Not who is the incumbent. No; D.V. Maintenance 2 What is the previous contract number? W911SG-13-D-3001 3 How many employees are currently on the contract? Due to proprietary nature of the information being requested, number of employees will not be provided.

4 For new bushes, shrubs and trees, what is the desired size to be newly planted?

Requesting new trees to be 2-21/2” caliper, new bushes and shrubs do not apply 5 How will purchase of the newly planted bushes, shrubs, trees and/or grass seed be funded?

There is a CLIN for purchase/installation for new grass and trees 6 Will there be any type of Contractor Yard provided on Post? Yes B0920 is the laydown/yard area.

7 Are the CLINs to be bid with the Landscaping Handbook as a reference or will the items in the handbook be handled as IDIQ type items?

To be bid using the Handbook as a reference.

8 Will there be space on post for storage of mulch, stone and gravel? Yes, the contractor laydown/yard area (B0920) is sufficient for storage.

9 Is the intent to award the CLINs as FFP or IDIQ with quantities to be invoiced and numbers annotated to be maximum numbers performed?

The contract will be issued as an IDIQ.

10 Is there a performance variance of quantity of services throughout the year or is the intent to maintain standard?

Awarded task orders against the base IDIQ contract will dictate quantity to be ordered for service.

11 Is there a predetermined schedule of services? No predetermined schedule 12 Is the Schedule of Services to be determined throughout the performance of the contract?

13 Is the Schedule of Services routine throughout life of the contract/year? See response to question #11 14 Will coordination be available to assist in the movement of equipment such as Large Tractors/ Batwing or Shredder Decks throughout the installation and its outlying areas of operation?

Coordination of oversized equipment requiring additional assistance shall be coordinated with the Fort Bliss

Department of Emergency Services (MP’s) 15 Will maintenance facilities be available for the maintenance and repairs of equipment?

The current lay down area at B0920 Sapper has a sufficient area to set up for repairs 16 Is it the intent for the Contractor to provide an administrative and maintenance space off post for the performance of this contract?

No, B0920 Sapper has sufficient space for contractor provided office and maintenance space 17 Does the Project Manager have to be local to the Fort Bliss Area if a Site

Manager is present for daily operations?

As long as the Site Manager has the authority to make decisions, the PM does not have to be local.

18 Will range areas be inspected and cleared before cutting cycles for absence of UXO and ammunition or doneage?

Range areas are not part of contract, just the admin and semi-improved areas at the ranges.

19 In the event of damage to equipment due to UXO, ammunition or doneage will it be possible to invoice for damages and/or repairs?

20 What size are the trash bins and what are the frequency that they are to be serviced?

The trash/recycle bins are a 32 gal/combo unit to be serviced once a week

21 Will there be a place on post to dispose of the bulk contents discarded from the trash bins?

The trash/recycle bags will be placed in the nearest brown(trash) and blue (recycle) respectively

22 The Landscaping handbook states that mulch should be from sources on post, will there be an area to store this mulch?

The mulch may be stored at B0920, contractor lay down area

23 The Landscaping handbook states that mulch should be from sources on post, will it be allowed for cost to treat mulch while in storage for insects and arachnids?

There is not a requirement or contract CLIN for the treatment of mulch in storage.

24 Gravel and stone used to border living quarters and buildings, is there a specific type, size? Or is the intent for uniformity?

The intent is to match existing for uniformity and will be approved by COR prior to work

25 Are damaged concrete wheel stops the responsibility of the contractor to maintain? If so are Contractor fabricated concrete wheel stops permissible?

Concrete wheel stops is under contract via another contractor

26 Is it expected for the provision of gator bags with newly planted trees? No 27 Will a fueling point be available for use in the performance of this contract? Numerous gas stations are through-out Garrison and fuel is contractor responsibility 28 Will a water point be available for use in the performance of this contract? There are water points available and will pointed out at time of award 29 Is there a preferred materials listing for Xerascape areas within this contract. Preferred materials for xeriscape/landscaping provided in handbook and shall be approved by COR prior to work 30 Are blanket digging permits available to be issued or is it required to apply for individual dig permits per task?

Individual digging permits must be acquired per task

31 For the mutt mitt sets, is it the Contractors responsibility to maintain and replace the dispensers as well?

Contractor responsibility is to replace plastic bags only

32 Is there designated areas requiring de-icing and snow removal? No, Snow and Ice removal is not part of this contract.

33 In attachment C2, Section 2.8.4, it states cut sheets be included with proposal, then it states due to COR within 15 days of award and updated every 6 months. Which requirement is the standard?

Within 15 days of award. Amendment will be processed to correct this error.

34 For the service of semi improved surfaces, is the contractor required to fill potholes and maintain level surface?

Contractor not required to fill potholes or keep level

35 In the performance of maintaining irrigation systems is the contractor responsible for main lines or just lateral lines after the RPZ or Main Pressure Vacuum Breaker?

Contractor responsible for all irrigation lines after the Back Flow Preventer, main lines are responsibility of another contractor 36 Is the contractor responsible for the maintenance and replacement of Double

Check Assemblies on Irrigation Systems?

No

37 Is there a uniformed irrigation Control system in use on the installation or is it varied?

There are varied systems through-out the Garrison. As-builts and or plans for systems are available at the DPW map room.

38 Are the rain monitors on the irrigation systems to be tested and maintained by the contractor?

The rain monitors are not currently in use, systems are currently on timers

39 Is there or will there be an additional CLIN or tasking in the event of Downed Trees in event of Natural Disaster or Storm conditions?

There is a CLIN for tree removal and will be utilized for all events requiring removal

40 Is Anti-shock treatment and/ or Vitamin Injection a recoverable cost to be added into the bid of CLINs for newly planted items?

Said items are not a recoverable cost.

41 In the event of the required disposal of natural Christmas Trees as stated, will there be a disposal area available on the installation?

Christmas tree disposal will not be required on this contract.

42 In the event of the required disposal of natural Christmas Trees will this be a route to be performed or will there be centralized locations for collection?

43 As part of our integrated environmental sustainment and protection plan is there a location on post in which the contractor can dispose of discarded mower blades and other metal parts?

Contractor responsible for proper disposable of discarded items at a certified Land Fill.

44 Will the contractor be able to utilize the on post postal facilities to include PO Box?

The contractor will require to make arrangements with US post Office to receive mail.

45 The solicitation maps identify over 1,200 acres of improved grounds/desert landscape/non-turf grounds, during the site visit we confirmed that total.

CLIN XX1AE Weed Control quantity 100 acres monthly, CLINXX11AA 1 ½” Padre Canyon Rock monthly quantity is 15,000 square feet, CLINXX11AB 1 ½” Desert Tan Rock monthly quantity is 15,000 square feet. The total amount acres of monthly Improved grounds/desert landscape/non-turf maintenance represented by the CLINS is only 100.75 acres. Which 100.75 improved grounds/desert landscape/non-turf grounds acres of the over 1,200 improved grounds/desert landscape/non-turf grounds acres are identified on the solicitation maps is to be maintained?

The 100 acres specified is the estimated amount of herbicide the Government is anticipating to be utilized on a monthly basis based on current conditions of rock and/or grass areas.

The application will require spot spraying and shall equate to an estimated 100 acres per month. The rock installation is based on a yearly requirement and quantities will vary depending on Government requirement but not to exceed 180,000 SF during any given Period of Performance. The

Government is requesting for 500 acres of landscape area/non-turf grounds be serviced per PWS section 2.2.12.2.

This is the estimated acreage calculated to maintain said areas during a Monthly period of Performance.

46 Will the Government change the CLINS to reflect the actual acreage? N/A 47 During the site visit we noticed several areas with broken sprinklers. At the start of the new contract will the sprinkler systems be fully operational? If the systems are not operational at the start will the Government pay for the repairs to the systems to make them fully operational?

The broken sprinklers are being addressed and repaired as required on current contract. The Government’s intent is to have as many broken sprinklers and/or systems fully operational prior to the new award. If areas are discovered after award not to be at standard, contractor will identify those areas to the Government as soon as possible so it can be addressed timely.

48 During the site visit we noticed several areas where there is breakthrough of weeds in desert landscape areas. Will the grounds be in contract standards at the start of the contract? If the grounds are not within contract standards at the start will the Government allow clean-up costs?

The areas with weed breakthrough will be addressed. The Government’s intent is to have areas brought up to standard prior to the new award. If areas are discovered after award not to be at standard, contractor will identify those areas to the Government as soon as possible so it can be addressed timely.

49 What is the Governments definition of Rosetta? The DPW/Environmental definition of Rosetta are the cacti type plants and Palm trees.
