NOTICE OF PRE-PROPOSAL CONFERENCE
1. A pre-proposal conference/site visit will be held at MICC-Ft Bliss, Fort Bliss, Texas, at 8:00a.m. Mountain Daylight Time (MDT) on 26 July 2018. Location of the site visit will be Bldg 111 Pershing Road. The purpose of the conference/site visit is to allow Offerors to see the site and to allow Offerors to make notes of questions for submission to the Contracting Officer at a later date. Prospective Offerors are highly encouraged to attend. Remarks and explanations at the conference shall not change the terms of the RFP. Any change to the RFP terms will be conveyed through an amendment to the RFP.
2. Offerors are limited to two (2) attendees due to limited space. Offerors must notify Jose F Diaz, Contract Specialist, by electronic mail (jose.f.diaz1.civ@mail.mil) not later than 12:00p.m. Pacific Daylight Time (PDT) on 24 July 2018, if attending the pre-proposal conference. Notification shall include full name, company, email address and phone number. If no response is received, the conference may be cancelled. No other pre-proposal conference will be scheduled. Attendance is at the expense of the Offerors. The Government cannot guarantee access to Fort Bliss at any other time.
3. To gain access to Ft. Bliss, if Offerors do not have a contractor badge, they must obtain a visitor’s pass from the Visitor’s Center immediately outside the Ft. Bliss Chaffee Gate. The Visitor’s Center service window, state that you need a one (1) day pass to attend a meeting at the Mission Installation Contracting Command. For a one (1) day pass, no prior arrangements are necessary. Allow a sufficient amount of time to process through the Visitor’s Center prior to the scheduled time for the site visit due to heavy visitor access requests. To obtain the vehicle pass the driver of the vehicle must present a valid driver’s license with picture, proof of current vehicle insurance, and valid vehicle registration. All passengers in the vehicle must also enter the Visitor’s Center and present a photo ID. Each passenger’s name will be entered on the vehicle pass in addition to the driver’s name. At the main gate entrance guard personnel will check the vehicle pass along with the photo IDs of the driver and all passengers.
4. Comments and/or questions are prohibited to be asked during the conference/site visit. Offerors are to submit all comments and/or questions in writing to be answered at a later date. This will ensure all Offerors have the same opportunity to receive a correct and accurate answer. This also removes any risk of an incorrect answer being provided verbally without first verifying its accuracy. All comments and/or questions must be submitted via a SINGLE email per Offeror, preferably in a Microsoft Word document attached to the e-mail. Submit to the point of contact in paragraph 2 above no later than 12:00p.m. PDT on 1 August 2018.
5. A record of the conference shall be made and published to www.FBO.gov for all prospective offerors. The record should include sign-in roster and any questions (on a non-attribution basis) and answers.
