About this file
This is a Questions and Answers document for Solicitation W911SF26RA005, a Blanket Purchase Agreement (BPA) for fire extinguisher maintenance and inspection services at Fort Moore (formerly Fort Benning), Georgia.
The contract is not brand new; the previous contract number is W911SF26C0014, awarded to Crimson Solutions LLC. The Government contemplates awarding two firm fixed-price BPAs to the lowest price technically acceptable (LPTA) responsible offerors, with a five-year ordering period. The two contractors will rotate monthly to receive BPA calls based on monthly requirements. Each BPA call will have a maximum completion window of 10 calendar days after placement. Pricing must include the cost of annual inspections, refill, disposal, and hydrostatic testing for each fire extinguisher type listed in Attachment 1 of the Performance Work Statement, with individual unit costs required for each service and size/type combination using the provided Proposal Pricing Template. Approximately 2,050 fire extinguishers are estimated for annual servicing out of 6,148 total on post. Historical data indicates that 6-year or 12-year hydrostatic testing comprises less than 10 percent of the workload, with most effort focused on standard annual maintenance and inspections. Contractor personnel must comply with NFPA-10, AR 420-10, and MCoE Regulation 420-90 requirements. Technical proposals are limited to 21 pages (excluding table of contents), with both original and redacted versions of Volume I required. All submissions must be electronic, and site visits are not necessary.

Questions and Answers Solicitation W911SF26RA005
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
This is not a brand-new contract. The current/previous contract number is W911SF26C0014, awarded to Crimson Solutions LLC and the option year is not awarded. This requirement is for a Blanker Purchase Agreement which differs from the previous contract type.
2. Is it possible to make a site visit?
A site visit will not be necessary.
3. Part 4 of your technical scope states a redacted copy. Please explain why this is as we have never prepared a redacted copy. and there is an original too
A redacted copy is required to allow for a fair and streamlined evaluation process
4. With regards to pricing, are you asking for detailed pricing and a whole pricing at the end of the PWS with the total?
The PWS has been updated to reflect the following:
Pricing must include cost of annual inspections, refill, disposal, and hydrostatic testing for each type of fire extinguisher listed in the table under “ATTACHMENT 1 SALIENT CHARACTERISTICS” of the PWS. Pricing needs to be provided for each service for each type of extinguisher. A template has been provided in the attachment “PROPOSAL PRICING TEMPLATE” to be used to submit required pricing with Volume II.
5. There is not a detailed Salient with a breakdown that needs to be performed. You can't accurately give a quote without those details. For example, 287 extinguishers that are 5# need to have 6-year maintenance. Can you please provide clarification?
The PWS has been updated to reflect the following:
Pricing must include cost of annual inspections, refill, disposal, and hydrostatic testing for each type of fire extinguisher listed in the table under “ATTACHMENT 1 SALIENT CHARACTERISTICS” of the PWS. A template has been provided in the attachment “PROPOSAL PRICING
6. Can you please clarify the Volume 1 and Volume 2 requests?
As stated in the combined synopsis solicitation:
Offeror’s proposal shall consist of two (2) parts: Volume I –Technical Proposal and Volume II – Pricing.
Volumes I and II must comply with the following:
a. A page is defined as one face of a sheet of paper containing information. Foldouts, 11” x 17”, pages will be counted as two pages.
b. Typeface must be in 12 pt font in Times New Roman or Arial. 10 pt font is allowed for tables and graphics. Standard margins.
c. There is a 21-page limitation. The table of contents does not count against the 21-page limitation.
d. A redacted copy of Volume I - Technical Submission must be submitted along with the original version.
e. All submissions must be submitted electronically. Will not accept offers submitted via fax or physical mail.
7. The Monthly vs. Quarterly Rotation Contradiction: The Combined Synopsis states on Page 1 that "The two contractors will rotate monthly throughout the life of the BPA". However, the very next sentence states, "If a contractor fails to comply with the Performance Work Statement, the contractor will forfeit their quarter of receiving BPA calls".
a. Question: Please clarify the exact performance rotation schedule. Are the two awarded contractors rotating on a monthly or a quarterly basis? If the rotation is monthly, please define what constitutes the forfeiture of a "quarter" (e.g., does a single infraction result in a 3-month suspension from the rotation?).
The performance rotation schedule will be monthly. The verbiage has been updated in the PWS.
8. BPA Call Equity and Distribution: The solicitation notes that the Government contemplates awarding two (2) firm fixed-price BPAs to the lowest price technically acceptable (LPTA) responsible offerors.
a. Question: Will individual BPA Calls/Task Orders be issued with guaranteed equal distribution across the alternating months, or does the Government reserve the right to place a higher volume of calls with one contractor over the other based on fluctuating mission requirements during their respective active periods?
BPA calls will be issued based on each month’s requirements, alternating between the two contractors.
9. Period of Performance (PoP) Alignment: The synopsis states under Period of Performance Information that "Periods of Performance will be determined with each BPA Call", but CLIN 0001 establishes a "Five (5) Year Ordering Period".
a. Question: Will each individual BPA Call carry its own rigid turnaround completion window (e.g., 10 business days per request), or will a single BPA Call act as an open-ended funding mechanism for an entire fiscal quarter or year of performance?
Each BPA call will have a maximum completion window of 10 Calendar days after placement.
a. Is there a current or recent incumbent performing this requirement, and if so, what is the incumbent name, contract number and / or award amount?
i. If there's an Incumbent, has there been any significant "Change in Scope" or increase in the numbers between the incumbent's award solicitation and this 2026 solicitation?
The current/previous contract number is W911SF26C0014, awarded to Crimson Solutions LLC.
ii. Does the government have an IGCE range it can share, or provide historical pricing from prior similar work at this location?
IGCE information will not be provided. The incumbent contract number has been provided above; however this requirement is for a Blanket Purchase Agreement, which differs from the previous contract type.
10. Is the contractor required to submit a comprehensive per-unit, per-service pricing matrix for all 13+ line items detailed in Attachment 1, or will the Government provide a separate Excel Pricing Spreadsheet attachment? If no spreadsheet is provided, should offerors insert an expanded CLIN table directly into Volume II detailing individual unit costs for an inspection, a recharge, a repair, a hydrostatic test, and a disposal for each size/type combination?
A template has been provided in the attachment “PROPOSAL PRICING
11. Since the exact volume of components requiring physical replacement is unknown, how should offerors account for these material/parts costs in a Firm- Fixed-Price (FFP) environment? Will the Government establish a dedicated, non-priced reimbursable material/parts CLIN (e.g., a pre-funded plug total for parts), or must all parts be fully burdened/factored into the per-unit service rates?
Cost will be firm fixed pricing for what is required for each fire extinguisher.
12. Can the Government provide historical data or a projected percentage of the
2,050 annual units that will actively require 6-year or 12-year hydrostatic testing versus standard annual maintenance?
Historically the required 6-year or 12-year hydrostatic testing is less than 10%, most the effort is for standard annual maintenance and inspections.
13. Type 1 (CO2) "Army Parts Only" and Condemnation Clauses: PWS Paragraph 1.3 states that “Type 1 fire extinguishers (Co2) can be inspected and refilled/recharged but cannot be serviced with non-Army parts so if parts are needed, they will be disposed of by the contractor.”.
a. Question A: Will the Government or the Contracting Officer's Representative (COR) provide these "Army parts" to the contractor upon request to preserve the equipment, or does this clause mandate that any Type 1 CO2 extinguisher requiring a hardware replacement must automatically be condemned, fully discharged, and processed for disposal by the contractor?
If the CO2 extinguisher cannot be refilled or repaired, then it will be deemed unserviceable and disposed of by the contractor per PWS.
b. Question B: If a Type 1 extinguisher must be immediately disposed of due to this parts restriction, will the contractor be compensated under a standard "Disposal Unit Rate," or will the inspection/handling fee cover it?
This is covered by the contract funding.
14. The PWS requires the contractor to safely discharge unrepairable Type 1 units and dispose of both Type 1 and Type 2 units per regulation.
a. Question: Does the contractor retain ownership of the scrap metals/cylinders following standard condemnation and disposal, or must the contractor return the decommissioned cylinder shells to the Government for proper DLA Property Disposal Office (DLA Disposition Services) documentation?
Once the extinguisher of any type is deemed unserviceable the contractor will take possession and dispose of extinguisher. It will not be returned to the Government.
15. The PWS mandates servicing for detailed parts like valve stems and gauges, along with “or as deemed necessary, all other fire extinguisher components.”.
a. Question: Does "all other components" include high-cost internal parts, large wheeled unit hoses, or carriage assemblies?
NO, they will not be part of the process.
b. If an extinguisher requires a repair that exceeds the replacement value of a brand-new unit, is there a mechanism to condemn the unit rather than forced repair under the firm-fixed-price structure?
If an extinguisher requires a repair that exceeds the replacement value of a brand-new unit, it will be deemed unserviceable and disposed of by the contractor.
16. The Turnaround Time vs. Pickup Cadence Discrepancy: There is a direct logistical conflict regarding how often the contractor must service the installation:
a. CLIN 0001 Description: "All services shall be provided within 10 business days of receipt of request.".
b. Combined Synopsis Page 4 / PWS 1.3: The contractor must be able to gain access onto Fort Benning "to pick up and/or deliver the various types of fire extinguishers one (1) time a month or (1) time per quarter as required.".
c. Question: Please clarify the true operating cadence. Is the contractor expected to execute an on-call model where they must pick up and return units within 10 business days of any individual request, or will there be a fixed monthly/quarterly pickup window where all accrued units are handled at once?
BPA calls will be issued based on needs each month; the verbiage is updated in the PWS. Each BPA call will have a maximum completion window of 10 Calendar days after placement.
17. Advance Notification of Batch Quantities: The PWS notes that services will not be for all extinguishers at one time but at numerous intervals.
a. Question: Will the COR provide the contractor with an exact inventory list (quantities, sizes, and types) at least 48 to 72 hours prior to the scheduled pickup at Fuel Point Building 5422 (Harmony Church), so that the contractor can allocate appropriate vehicle transport space and replacement inventory?
The COR can provide estimated quantity of fire extinguishers, but an exact inventory of sizes and types is not possible, only an estimate.
18. On-Site Facilities for Rapid Turnaround: PWS Paragraph 1.5.6 clarifies that the contractor will strictly collect and drop off items at Building 5422 and will never pull units from buildings or vehicles.
a. Question: Is the contractor permitted to stage a mobile service vehicle/trailer at the Fuel Point Building 5422 location to conduct inspections, testing, and refills on-site, or must all equipment be entirely removed from the installation and serviced off-site at the contractor's commercial facility?
The contractor is permitted to stage a mobile service vehicle/trailer at the Fuel Point, building 5422, location to conduct inspections, testing, and refills on-site with guidance from the COR. Any extinguishers that are not able not be serviced at building 5422 by the contractor will be taken off post for servicing or disposal as required.
19. Applicability of European Command (USAREUR) Regulations: PWS Section 6 (Applicable Publications) lists European-specific templates, specifically:
a. 6.1.4: Installation Access Control (AE Reg 190-16)
b. 6.1.6: Contractor Identification (AE Reg 27-715)
c. Additionally, the list of acronyms in Part 2 includes USAREUR (United
States Army Europe).
d. Question: Given that the place of performance is strictly Fort Benning (Fort
Moore), Georgia, USA, please confirm that these Army Europe (AE) regulations were included in error. Please provide the correct domestic, local installation access guidelines and regulations that will govern base entry for contractor logistics personnel.
This is not applicable. For overseas only.
20. Staff Certification Standards: PWS Section 1.3 states that the contractor must furnish "licensed personnel".
a. Question: Will the Government clarify the exact licensing criteria required for evaluating technical acceptability? Does the Government require National Association of Fire Equipment Distributors (NAFED) certification, ICC certification, state-specific Georgia Fire Marshal permits, or is proof of compliance with NFPA-10 training standards sufficient?
Employees performing the work required in this PWS must be compliant with all requirements under NFPA-10, AR 420-10 and MCoE Regulation 420-90 as stated in 1.10 a. of the PWS.
21. Page Limit Scope and Boundary: The Combined Synopsis dictates a “21-page limitation” and notes that the table of contents does not count against this cap.
a. Question: Does the 21-page limitation apply strictly to Volume I (Technical Proposal), or is it a single omnibus ceiling that must encompass both Volume I and Volume II (Pricing)?
The 21-Page limitation does NOT include the table of contents as stated in the PWS. All other parts of the proposal including Volume I and Volume II are included in the 21-Page limitation.
22. Offerors are instructed that a “redacted copy of Volume I - Technical Submission must be submitted along with the original version.”.
a. Question: Please clarify what specific information the Government wishes to be redacted in this copy. Is the intention to remove company names, CAGE codes, UEI numbers, and proprietary personnel names to facilitate a blind evaluation by the Technical Evaluation Team?
Information to be redacted is as follows: Company Names, UEI, CAGE codes, company addresses (both physical and mailing), email addresses, phone numbers, names of employees and personnel, company logos, any information identifying the company or its personnel.
23. Clarification of Evaluation Factors: The synopsis states that factors to be considered are Price and Technical Acceptability based on "Clauses & Provisions" under FAR 52.212-2.
a. Question: Are there discrete technical sub-factors (e.g., Past Performance narrative, Technical Capability, and Quality Control Plan outline) that will be graded on a Pass/Fail basis, or will technical acceptability be evaluated solely on the offeror’s signed intent to comply with the PWS clauses?
Technical Acceptability is based on the contractor’s demonstrated ability to meet the requirements listed in the PWS.
24. PWS Section 1.10 cuts off abruptly regarding the availability of the Contract Manager. Can the Government please clarify the specific hours the Contract Manager or Alternate Contract Manager is required to be available?
The Contract Manager or Alternate Contract Manager shall be available between 0800-1600 Monday through Friday, except U.S. Holidays identified in paragraph 1.5.3.1. PWS has been updated to reflect.
25. PWS Section 1.3 estimates 2,050 fire extinguishers per year, while Attachment 1 lists a total quantity of 6,148. Can the Government clarify if the 6,148 represents the total installation inventory from which the 2,050 annual services are drawn, or does the 6,148 represent a different workload expectation?
The 2,050 is the estimated annual requirement as part of the overall 6,148 on post.
26. Would you also like pricing for replacement extinguishers for each size and type?
No, not required.
