About this file
This document is a Questions and Answers (Q&A) file for a federal contract solicitation regarding CCTV and security system maintenance and support services at a hospital facility.
The solicitation involves managing and maintaining a Lenel OnGuard-based access control and CCTV network across a main hospital and multiple outlying clinics. Key service requirements include: one full-time on-site technician (40 hours per week, 2,080 hours annually); annual planned maintenance verification of all devices; maintenance of existing wiring and cabling; lifecycle equipment replacement; and provision of an annual Lenel Software Support Agreement (SSA). The facility currently uses Lenel's network video recorders and does not provide a comprehensive equipment lifecycle inventory to contractors. The contractor will inherit cameras requiring immediate integration troubleshooting and must be capable of utilizing both boom lifts and scissor lifts for camera maintenance and installation. The contract includes three CLINs with firm fixed price structures: CLIN 0001 for base technician services and maintenance, CLIN 0002 for the annual Lenel SSA, and provisions for separate purchase orders funding major hardware installations (servers, security doors, detection devices, cabling), emergency lift rentals, and new project installations outside the base scope. The original proposal deadline of June 22, 2026, at 12:00 PM EST has been extended by at least one week due to the Juneteenth federal holiday. Critical clarifications confirm that planned maintenance occurs annually, IDS (Integrated Delivery System) is a valid requirement, the facility uses Lenel's network infrastructure, and the Government does not possess current software license or equipment lifecycle documentation that contractors can access prior to bid submission.

SF 1449 Block 8 and Page 2 (Instructions to Offerors)
Q1. The deadline to submit questions is Wednesday, June 17, 2026, at 12:00 PM EST, and the current proposal due date is Monday, June 22, 2026, at 12:00 PM EST. Given the upcoming federal observance of the Juneteenth holiday on Friday, June 19, offerors will likely have one business day or less to incorporate the Government's Q&A responses into technical approaches and pricing structures. To ensure the Government receives the most accurate, competitive, and fully compliant bids, will the Government consider extending the solicitation due date by at least one week?
A1. Yes.
SF1449 and PWS
Q2. The provided SF 1449 and the Performance Work Statement (PWS) in the solicitation package both contain "DRAFT" markings. Can the Government confirm if this is the final, official solicitation, or if a finalized, non-draft version will be issued prior to the proposal due date? If this is the final version, should offerors proceed with submitting proposals under the assumption that the "DRAFT" markings are to be disregarded?
A2. Disregard “DRAFT”
Section 1 1
Q3. What is the specific schedule or frequency expected for the 'planned maintenance' (e.g., monthly, quarterly, annually) to verify the operating status of current devices?
A3. Annually.
Section 1 1
Q4. What specific Video Management Software (VMS) is currently being utilized to manage the CCTV network (e.g., Lenel's native LenelNVR platform, Milestone XProtect, Bosch VMS, or another third-party integration)?
A4.
Section 1 1.0.2
Q5. Regarding the 'addition of licenses' mentioned in 1.0.2, will the government provide a current inventory of all active and expired software licenses?
A5. Do Not have a list.
Section 1 1.2
Q6. Paragraph 1.2 notes a history of non-Lenel cameras causing blind spots because they could not be accessed by the security dispatch center. Can the Government confirm if all currently installed cameras and video recorders across the main hospital and outlying clinics are fully integrated and online, or will the contractor be inheriting cameras that require immediate integration troubleshooting upon award?
A6. Inheriting cameras that require immediate troubleshooting.
Section 1 1.1.2, 1.3.1, 1.5
Q7. Paragraph 1.1.2 states the requirement is for a technician 'five days (40 hours) per week, a total of 2,080 hours per year.' However, Paragraph 1.3.1 states the requirement is 'two days (16 hours) per week, a total of 832 hours per year.' Furthermore, Paragraph 1.5 states the base year includes '1 technician performing service 5 days per week (40hrs), 52 weeks during the year, with a total of 832 hrs,' Can the Government please definitively clarify the required weekly hours and total annual hours for the on-site technician?
A7. 1 technician 40hrs per week, a total of 2080hrs per year.
Section 1 1.1.5 & 1.5.1
Q8. Paragraph 1.1.5 notes the CCTV network is connected to the Lenel OnGuard System, and Paragraph 1.5.1 includes video recorders in the scope. Does the facility utilize Lenel's network video recorders (VRx) and video management, or is the CCTV network operating on a third-party Video Management Software (VMS) integrated into Lenel? If a third-party VMS is utilized, are technicians required to hold separate certifications for that platform?
A8. Facility uses Lenel’s network.
Section 1 & Section 5 1.1.5 & 5.5.3
Q9. Paragraph 1.1.5 lists several outlying clinics. Do these remote cameras record locally, or do they stream live back to the main MACH server? If streaming, who is responsible for troubleshooting network bandwidth limitations and connectivity drops between the clinics and the hospital?
A9. Currently the cameras record locally.
Section 1 & Section 5 1.3.4 & 5.5.3
Q10. Paragraph 5.5.3 states the contractor must maintain existing wiring/cabling utilized during the duration of the contract.
If existing network cabling for the CCTV network or access control panels fails and requires new conduit or cable pulls, does this fall under the $4,000.00 equipment reserve established in Paragraph 1.3.4, or is base IT infrastructure and cabling replacement handled by a separate installation telecommunications team?
A10. Yes it falls under the $4,000 equipment reserve.
Section 1 & Section 5 1.3.5 & 5.4
Q11. Paragraph 1.3.5 provides a $2,400.00 fund for lift rentals, and Paragraph 5.4 states this is for 'lift rental 8 hours two times per year'. To ensure the correct lift equipment is priced and rented, what is the maximum mounting height of the exterior and interior CCTV cameras? Additionally, are there any cameras located in areas requiring specialized lifts (e.g., boom lifts for uneven outdoor terrain, or narrow electric scissor lifts for interior corridors)?
A11. Yes, boom lifts and scissor lifts.
Section 1 1.5 & 1.3.4
Q12. Paragraph 1.5 states that 'during the contract year all primary installation (Server, security doors, access cubicles, detection devices (Stars), cabling, etc...) and software installations are expected to be conducted.' However, Paragraph 1.3.4 caps the equipment reserve at $4,000.00. Are the materials for the 'primary installations' mentioned in 1.5 funded through a separate Government purchase order, or is the contractor expected to cover major hardware like server and security door installations strictly under the $4,000.00 reserve?
A12. Will be funded through a separate purchase order.
Section 1 & Section 5 1.5 & 5.4
Q13. Paragraph 5.4 restricts the lift rental to '8 hours two times per year'. If an exterior camera mounted at height fails and requires emergency replacement outside of these two planned 8-hour windows, how will the required lift rental be funded and authorized?
A13. Through a separate purchase request.
Section 4 5.5.1
Q14. Paragraph 5.5.1 states the contractor is responsible for replacing equipment that reaches the end of its lifecycle. Will the Government provide an initial inventory list detailing the current lifecycle status, model numbers, and installation dates of the existing Lenel OnGuard servers, access controls, and CCTV cameras prior to the bid submission?
A14. We do not have a lifecycle list for equipment.
Section 5 5.5.1, 5.5.2.1 & 5.6.0
Q15. Given the requirement to maintain the Software Support Agreement (SAA) in Paragraph 5.6.0 and the lifecycle replacement mandates in Paragraph 5.5.1 and 5.5.2.1, will the Government provide a comprehensive hardware inventory (including make, model, and installation dates for all cameras, card readers, and servers) prior to the bid deadline so contractors can accurately assess the immediate lifecycle replacement liabilities?
A16. We do not have a lifecycle list for equipment.
Section 5 5.6.0
Q17. Paragraph 5.6.0 mandates that the contractor provide an annual Software Support Agreement (SSA) through Lenel.
However, a Lenel VAR cannot pull the current licensing tier or obtain an accurate SSA renewal quote without the system's unique Dongle ID / System ID. Will the Government provide the current Lenel Dongle ID prior to the bid deadline so accurate pricing can be established?
A17. Dongle ID/System ID is unknown.
CLIN002 & Section 5 CLIN0002, 5.5.2, 5.21 & 5.6.0
Q18. CLIN 0002 requires a Firm Fixed Price for a "One year warranty". However, Paragraphs 5.5.2 and 5.21 state the contractor shall warranty materials and workmanship for 1 year for equipment installed during the contract. Because the exact quantity and type of equipment to be installed during the performance period is currently unknown, it is not possible to establish a firm fixed price for hardware warranties. Is CLIN 0002 specifically intended to cover the cost of the annual Lenel Software Support Agreement (SSA) mandated in Paragraph 5.6.0?
A18. Yes.
Section 5, Section 1 and CLIN 0001 5.8, 5.12, 1.1.3, and CLIN 0001
Q19. CLIN 0001 Paragraph 5.8 states the Government can request "any project installations... as part of this contract," including new devices and cabling. However, CLIN 0001 is designated as a Firm Fixed Price structure. Given that Paragraph
5.12 states the Government will issue a "separate purchase order for the parts," and Paragraph 1.1.3 notes addendums for additional hours, can the Government explicitly confirm that any new, out-of-scope project installations requested under Paragraph 5.8 will be funded via separate, individual purchase orders or modifications for both the materials and the associated installation labor, rather than being drawn from the base Firm Fixed Price CLIN?
A19. Yes, all new devices and cabling will be a separate purchase order.
Section 1 General Section 1.5.1.
Q20. In Section 1.5.1 of the PWS, ICIDS is only mentioned once. Can the government confirm that IDS is a valid requirement on this contract? If not, can you remove DAQ VAR requirement for proposal submission?
A20. IDS is a valid requirement.
