About this file

This is a Questions and Answers document addressing clarifications to the Martin Army Community Hospital (MACH) ESS (Electronic Security System) CCTV Maintenance solicitation (W911SF26QA012). The document clarifies staffing requirements, contract performance periods, scope of work, and system responsibilities through ten detailed Q&A pairs.

Key clarifications include: technician support is required at 40 hours per week (5 days per week), not the conflicting 16 or 2-day options mentioned in various sections; the corrected Period of Performance runs from 1 July 2026 to 30 June 2027 for the base year, with Option Years 1-4 running consecutively through 30 June 2031; the Contractor is responsible for all preventive maintenance, equipment replacement failures associated with the Lenel OnGuard system, and replacement of failed equipment with updated models throughout the contract and option years; contract management hours may be increased beyond the initially allocated 1 hour per month; a $4,000 set-aside is designated for equipment rental (such as lifts for accessing exterior cameras); contractors must be a DAQ ICIDS VAR (Value Added Reseller); and the incumbent contractor information is not available as these services are not currently performed by a contractor. The document also corrects a cross-reference error in Section 7, directing readers to paragraph 4.3 rather than the non-existent 4.13.

Questions & Answers Q. 1. The MACH ESS CCEP TV Solicitation para 1.1.2 asks for a technician for (40) hours per week on site where para 1.3.1 asks for a technician (16) hours per week. Which one is the Government asking for?

A.1. 40hrs Per week Q. 2 The listed Period of Performance is listed from 1 May 2026 to 30 April 2027. Given that this date has passed, what is the new intended PoP timeframe?

A2. 1 July 2026 to 30 June 2027

Q3. The OY1 PoP start date is listed as 1 June 2027…why the gap in coverage?

A3. Base: 1 July 2026 to 30 June 2027 OY1: 1 July 27 to 30 June 2028 OY2: 1 July 2028 to 30 June 2029 OY3: 1 July 2029 to 30 June 2030 OY4: 1July 2023 to 30 June 2031

Q4. Please clarify the Contractor’s responsibility in para 1.5. It can be inferred that the intention is to cover all installation requirements and to get the system corrected in the PM timeframe.

A4. Ensure that preventive maintenance is performed as prescribed.

Q5. Para 5.4 asks for a tech 2-days per week, which contradicts the Solicitation. Which conveys?

A5. We are asking for a technician 5 days a week. We can delete the 2-day option.

Q6. Please clarify the Contractor’s responsibilities in Para 5.5.1. It can be inferred that the intention is that the Contractor has a responsibility to replace anything that fails associated with the Lenel system (spelled out in 5.5.2.1) during the contract and (4) OY’s with updated models. Is that really the intention?

A6. Yes.

Q7. Para 5.12 states that contractor shall not proceed until quotes are approved for materials, which is understandable, but how does the Government intend to utilize the $4K set aside?

A7. The $4K set aside is for equipment rental such as lifts in order to reach outside cameras.

Q8. The PWS outlines how many hours are allotted for the Contractor…namely (1) hour per month for contract management. Will the Government consider increasing this amount, given that para 5.19 and 5.20 has additional requirements for management and CAD execution?

A8. Yes.

Q9. Section 7 table. First line states that Contractor shall replace everything basically then references para 4.13 to support that statement, but that paragraph doesn’t exist. Which paragraph is the Government referencing?

A9. 4.3 Q10. Does the Government require the Contractor to be a DAQ ICIDS VAR for the purposes of this Contract?

A10. Yes.

Q.11 Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number?

A.11 No, the services are not currently being performed by a contractor.
