| PWS/RFP Section | Pg. # | Question | |
| RFP Section L | 71 of 75 | The Volume II – Price Submission instructions state that, "The offeror shall include a price proposal for the Contract Line Item Number (CLIN) Structure shown in Attachment 2”; however, Attachment 2 is not mentioned elsewhere in the RFP and to our knowledge, has not been provided by the Government. Can the Government clarify what information they require in the PDF other than the Section B CLIN Structure? | Pg 70 para 11 b |
| RFP Section B | 2-5 of 75 | As the CONUS and OCONUS travel that may be required under this procurement is unknown, will the Government confirm that offerors are not required to price the FFP Travel CLINs? | That is correct, this will be a plug in number |

| PWS Section 1.6.15 | 41 of 75 | Given that (1) this acquisition is a Small Business Set-Aside with a Size standard of $11.0M under the 611430 NAICS Code and small business offerors are unlikely to have an open Defense Base Act Insurance (DBAI) policy under which premium costs can be spread over multiple contracts; (2) the extent and locations of OCONUS travel are not specified in the PWS; and (3) the specific contractor employees required to travel to OCONUS locations are not specified in the PWS, are the premium costs associated with obtaining the required (DBAI) reimbursable to offerors under the FFP Supplies CLINs of Section B? | No, the Gov does not pay the insurance premiums. |
| RFP Section L | 69 of 75 | Paragraph A.5 of the Section L Submission Instructions states that WD 15-4527 (Rev.-10) dated 01/01/2019 applies to this contract. Given that the requirements of the PWS indicate that professional, exempt employees are most likely necessary to accomplish the tasks of the PWS, will the Government confirm that the cited WD only applies to those labor categories proposed by an offeror that the offeror determines as not qualifying for the exemption for professional employees under the Fair Labor Standards Act (FLSA)? | yes |
