| Acquisition: RFQ No.: W911SF-19-R-0009 | TRADOC Capability Manager - Armored Brigade Combat Team (TCM ABCT) | Due 5 Feb 2019 |
Q # Reference RFP Section Paragraph No. Page No.(s) Issue Question
| Industry Questions | ||||||
| 1 | Section L | A. 8. | 70 | Clarification | On page 70 of the RFP, the Government lists two volumes for submission, Volume I Technical and Volume II Price. However, on page 72 of the RFP, under C Evaluation Criteria (there is no associated section, e.g. M.) the Government states three evaluation factors: Factor 1 Technical Capability, Factor 2 Price, and Factor 3 Past Performance. Request the Government clarify how many volumes are required for submission and if the Government requires a Volume 3 Past Performance. | There are only two volumes. Past performance belongs in the technical volume. |
| 2 | Section L | A. 11. | 71 | Missing information | The Government states under paragraph 11. a. "The offeror shall include a price proposal for the Contract Line Item Number (CLIN) Structure shown in Attachment 2." There is no Attachment 2 posted with the solicitation. Request the Government provide Attachment 2 so the offeror may comply with Section L and provide pricing information. | There is no attachment 2. Please use Section B to provide pricing information. |
| 3 | Section M | 75 | Missing information | Section L seems to include the missing Section M information. Request the Government provide an updated solicitation with a complete Section M. | What information is missing? | |
| 4 | Section L | B. | 71 | Clarification | Section L para B on page 71 seems to be out of place and should be a part of Section M starting on page 75. Please clarify that this is the case. | It has been corrected |
| 5 | Section L | B. | 71 | Clarification | Section L para B on page 71 subpara 1. states : "A single award will be made to the responsible offeror submitting the proposal that is determined to offer the lowest price technically acceptable (LPTA) to the Government. As such, the Government may award to other than the lowest priced or technically outstanding proposal. Request the clarify the basis of award, LPTA or best value. | LPTA is the basis of award. Offer must be technically acceptable. |
| 6 | Section L | A. 10. | 70 and 72 | Missing information | Volume I - Technical Submission states: "Volume I shall consist of a written narrative that is the offeror's proposed solutions to the requirement contained in the Performance Work Statement (PWS) for this contract. On page 72, para C. Evaluation Criteria, subpara (1), the Government states : "Each offeror's proposals will be evaluated using three (3) evaluation factors: Factor 1: Technical Capability Sub factor 1: Staffing Approach, Sub factor 2: Management Approach, and Sub factor 3: Experience. " Request the Government provide the missing evaluative criteria information in Section L so the offeror can ensure a responsive Factor 1 Technical Capability submission. | Evaluation criteria can be found in section M. |
| 7 | Section L | C. | Page 72 | Missing information | Request the Government provide the required information to support development of Volume III, Factor 3, Past Performance. | Offeror is to supply contract information |
| PWS | PWS 5.1.2 | PWS Page 13 | Clarification of labor qualification requirement | PWS 5.1.2 states requires "….experience in identifying future requirements for manpower, material, facilities, and services….". Since this is for Science and Technology Integration, is experience required in identifying requirements in each of these individual areas or is it acceptable to have requisite experience in at least one of these areas? | Experience is required in all of these areas | |
| 8 | PWS | PWS 5.3.1. | PWS Page 16 | "AMPV Mission Command and General Purpose Variants Integration" labor qualifications include requirements unrelated to the work required. | PWS 5.3.1 focuses on DOTMLPF development and integration of AMPV Mission Command and General Purpose Variants Integration but states "experience as a combat platform Master Gunner is required". This requirement appears inconsistent with the tasks required. Recommend this requirement be deleted. | It has been verified that this requirement is consistent with the requirements of this service. |
| 9 | PWS | PWS 5.3.2 | PWS Page 17 | "AMPV Medical Evacuation, Treatment, and Mortar Variants Integration" labor qualifications include requirements unrelated to the work required. | PWS 5.3.2 focuses on DOTMLPF development and integration of AMPV Medical Evacuation, Treatment, and Mortar Variants Integration but states "experience as a combat platform Master Gunner is required". This requirement appears inconsistent with the tasks required. Recommend this requirement be deleted. | It has been verified that this requirement is consistent with the requirements of this service. |
| 10 | PWS 5.4.1 | PWS Page 19 | Some "Battalion and Above DOTMLPF Analysis and Integration" labor qualifications are unclear and some requirements do not appear justified by the work required. | PWS 5.4.1 states "Previous experience in planning, resourcing, performing, and supervising ABCT DOTMLPF requirements while conducting DA operational training or deployment, and previous experience in a TRADOC organization conducting ABCT specific DOTMLPF development or integration, as a Soldier, DA Civilian or Defense Contractor. Experience in brigade-level troop leading positions and/or experience as a certified PME or functional training course instructor, developer, or manager is preferred. A bachelor’s degree in technical writing, English, communications, or a related field from an accredited college or university is required." |
1) The acceptable fields for bachelors degree appears overly specific for the work required. The writing requirements are limited, require straightforward proficiency in writing reports and developing briefings to the Army standard but are not extensive literary requirements requiring a degree in these fields. Recommend the requirement be reduced to a Bachelor's Degree without any field requirement or that the acceptable fields be expanded to any that include substantial writing requirements (for example, a person with a degree in History would have had to successfully written extensively as part of earning that degree).
2) Request clarification regarding the requirement for "previous experience in planning, resourcing, performing, and supervising ABCT DOTMLPF requirements while conducting DA operational training or deployment". The use of the work "and" requires the person to have experience in each of the listed activities - this seems overly restrictive - request the government change "and" to "or".
3) Request clarification regarding the requirement for "experience in brigade-level troop leading positions". What are the acceptable positions to meet this requirement - (e.g. is Brigade Commander experience required or are personnel with staff experience at the Brigade level acceptable)?
4) Request clarification regarding the reference to "certified PME" and the definition of "PME" within this context? PME often stands for Professional Military Education but not sure what is meant by certified or if a particular level of PME is required.
11 PWS PWS 5.4.2 Page 21 Some "Company and Below DOTMLPF Analysis and Integration" labor qualifications are unclear and some requirements do not appear justified by the work required. PWS 5.4.2 states "Infantry, Armor, or Cavalry leadership experience in an ABCT and experience in TRADOC conducting BCT specific DOTMLPF development or integration is required. In lieu of the above, a combination of three years of leadership assignments in BCTs and TRADOC as a Soldier, civilian, or contractor will be considered. A bachelor's degree in technical writing, English, communications, or a related field is required."
| 12 | PWS | PWS 5. | Page 11 - 23 | Inadequate information for level of effort analysis. | There is inadequate information to analyze and calculate the level of effort required to perform the work. The level of effort is dependent on the frequency and length of time (based on complexity) required to perform each of the required activities. Is it the government's expectation that one qualified FTE be provided for each x.x.x level task described in paragraph 5 of the PWS. If that is the expectation, would an offer of fewer personnel be acceptable? If that is not the expectation, request the government provide the Level of Effort required or provide the demand data (i.e. frequency and average time to perform each of the required activities) so that an appropriate level of effort analysis can be executed. Without this, only the incumbent could effectively assess the LOE required/acceptable. | |||
| 13 | Section B CLIN 0002 Travel | RFP Page 2 | FFP Travel | The CLIN indicates that it is a FFP CLIN but usually travel is a cost reimbursable CLIN. Request clarification? | Section B has been revised to reflect the travel and supply CLINS as Cost CLINs | |||
| 14 | Section B CLIN 0002 Travel and PWS | PWS 1.6.12 | PWS Page 7 | Need basis for calculating travel cost. | There is a requirement for contractor travel but there is not a bias from which to calculate cost. Request the government provide a travel "plug" or provide the data necessary to calculate travel costs? | Section B has been revised to reflect the travel and supply CLINS as Cost CLINs | ||
| 15 | PWS | PWS 1.6.13 | PWS Page 7 | ODC requirements | 1) This para requires the contractor to provide personal protective equipment for each employee - we cannot see a connection of this requirement to the tasks in the PWS - request clarification or deletion. | |||
| 2) This paragraph references "official travel to OCONUS locations in the estimated travel schedule above" and a requirement for DBAI "while performing duties at the OCONUS locations listed above." We cannot locate the referenced travel or OCONUS locations - request clarification or deletion. | Section B has been revised to reflect the travel and supply CLINS as Cost CLINs | |||||||
| 16 | RFP Basis for Award | B.1.4 | RFP page 72 | Missing Pricing Schedule | The paragraph reference a Pricing Schedule that was not included in the solicitation. Request clarification? | There is no pricing schedule. Use Section B of the Solicitation | ||
| 17 | RFP Evaluation Criteria | C.(2) | RFP 72-73 | Position Qualifications | Have any position qualification requirements changed from the current contract? Are the current staff qualified against the solicitation requirements? | |||
| 18 | General | Information | What is the current contract that this work is being performed under? What amount was the current contract awarded at? Were there any additional funds allocated to the contract after award? | |||||
| 19 | PWS | 1.6.1 | RFP page 36, un-numbered PWS page | Clarification | The solicitation states: "The contractor's QCP is submitted as part of the Start of Work Briefing (SoWB) in accordance with task 5.1 of this PWS." PWS 5.1 Task 1 is Organizational Capabilities and Capabilities Integration. Request the Government clarify this requirement within the solicitation. | |||
| 20 | Section B | CLIN 0003, 10003, 20003 | RFP un-numbered pages | Clarification | The solicitation calls for Supplies under a FFP CLIN. Please clarify that this is correct. If correct, please provide the plug number for the CLIN or provide the details needed to propose too the CLIN. | The travel and supply CLINs are both cost CLINs. Do not propose pricing for them. | ||
| 21 | PWS | 5.4.1.10 | Clarification | The PWS 5.4.1.10 states: "The contractor shall provide training and leader development subject matter expertise to TCM ABCT TADSS contractors … " Request the Government clarify what is meant by provide training and leader development subject matter expertise to TCM ABCT TADSS contractors? | See page two of Responses to questions | |||
| 22 | Extend proposal due date | Request the Government extend the proposal due date to two (2) weeks after the Government's response to questions. | Yes | |||||
| 23 | PWS | 5.0 | RFP un-numbered page 44 | TCM ABCT Organizational Chart | Request the Government clarify which branch(s) within TCM does this contract effort support, e.g. DOTLPF/MC, Material, Futures. | See page two of Responses to questions |
