INDUSTRY QUESTIONS

SOLICITATION W911SF19R0009

1. The PWS states that the Contractor will be required to travel within CONUS and "periodically" to OCONUS locations. Given that DBA policies are based on risk (i.e., the OCONUS locations/countries where the work is to be performed) and the payroll (i.e., both the types and numbers of personnel and the frequency and duration of said trips to OCONUS locations), if DBA premium costs are not reimbursable under the FFP Supplies CLINs of Section B, can the Government provide historical data as to the tasks that have been performed in OCONUS locations, the countries in which such tasks have been performed and the frequency and duration of such trips? ============================================================== Purpose: Provide narrative support for analytical detail depicting how the travel costs and Other Direct Costs (ODCs) were derived.

Travel ($250,000.00) was based on:

CONUS Estimates (Trips average 5 days)

•80 trips requiring air travel (estimated at $1500 per trip), $120,000.00
•320 days of rental car costs (estimated at 45.00 per day), $14,400.00
•400 days of per diem (estimated at $130.00 per day), $52,000.00

OCONUS Estimates (Trips average 8 days)

•12 trips requiring air travel (estimated at $2500 per trip), $30,000.00
•84 days of rental car costs (estimated at 50.00 per day), $4,200.00
•96 days of per diem (estimated at $350.00 per day), $33,600.00

For Other Direct Costs, since this is a base year, the possibility exists that the contract awardee could bring altogether new personnel to the task order and not any of the incumbents. In this case, new personnel mean new expenses like passports and safety equipment (hats, gloves, eye-wear, boots, etc…). For this reason, I budget $1000.00 per proposed employee per year.

2. This para requires the contractor to provide personal protective equipment for each employee however we are unsure of the connection to the tasks within the PWS. Can the government please clarify this requirement?

Hard hats, steel toe boots, protective eyewear, work gloves, and hearing protection are examples of equipment needed for visits to combat training centers. Contractors will sometimes be in tactical or non-tactical wheeled vehicles observing training.

3. This paragraph references "official travel to OCONUS locations in the estimated travel schedule above" and a requirement for DBAI "while performing duties at the OCONUS locations listed above." Can the government provide the OCONUS locations for travel?

OCONUS locations include any and all countries in NATO, and Korea.

4. The contractor shall provide training and leader development subject matter expertise to TCM ABCT TADSS contractors … " Request the Government clarify what is meant by provide training and leader development subject matter expertise to TCM ABCT TADSS contractors?

TADSS experts are required to provide a higher level of subject matter expertise that what is available at the National Training Center, the Joint Multi-National Training Center in Germany, and at CONUS based home station locations.

5. Request the Government clarify which branch(s) within TCM does this contract effort support, e.g. DOTLPF/MC, Material, Futures.

In addition to DOTMLPF integration activites, TCM ABCT monitors and participates in the development of future concepts (S&T) and future organizational structure and capabilities development. Our material management section monitors the performance of combat and enabler platforms assigned to ABCTs, including future upgrades and improvements throughout the lifecycle process.

6. Could the government please clarify the intent of the experience requirement? Should required experience have occurred within the past six years; or should required experience have a cumulative period of performance of six years?

The requirement for previous experience in ABCTs can be cumulative over the period of their federal service.

7. Could the Government identify specified services not involved in the formation of DOTMLPF integration?

The requirements in task 5.1.1 and 5.1.2 form the majority of the work that does not involve DOTMLPF integration.

8. Are PM ABCT platforms similar to TCM ABCT platforms?

They are one in the same.

9. During the development of Quality Control Plans (QCP) to be established, would the following topics be appropriate to address related matters:

a) Management Philosophy

b) Management Structure

c) Management Approach

d) Documentation Yes.

10. Regarding a Valid IAW DoD 5220.22-M letter for each employee for authorization visits, could employees of the Contractor not assign to this project as Key Personnel be added in advance for manpower requirements?

We request clarification of who the responder identifies as key personnel.

11. Could the Government identify all protective equipment the Contractor should provide its staff?

Hard hats, steel toe boots, protective eyewear, work gloves, and hearing protection are examples of equipment needed for visits to combat training centers.

12. Regarding the delivery of electronic mail as a part of the Task Order performance, should all emails be encrypted?

Examples of encrypted email would be those that include personal protected information, like SSNs.

13. Could the Government define the acronym PM ABCT & TCM ABCT?

PM ABCT no longer exists. The PMs who manage combat and enabler platform for PEO GCS are who we interact with most frequently.

TCM ABCT = TRADOC CAPABILITY MANAGER – ARMORED BRIGADE COMBAT TEAM.
