After acceptance of QCP changes, the Contractor shall request the contracting officer’s acceptance of changes in writing. | PWS 5.1 Task 1 is Organizational Capabilities and Capabilities Integration. Experience in brigade-level troop leading positions and/or experience as a certified PME or functional training course instructor, developer, or manager is preferred. A bachelor’s degree in technical writing, English, communications, or a related field from an accredited college or university is required. | Q1) Recommend the requirement be reduced to a Bachelor's Degree without any field requirement or that the acceptable fields be expanded to any that include substantial writing requirements (for example, a person with a degree in History would have had to successfully written extensively as part of earning that degree). |
Q2) Request clarification regarding the requirement for "previous experience in planning, resourcing, performing, and supervising ABCT DOTMLPF requirements while conducting DA operational training or deployment". The use of the work "and" requires the person to have experience in each of the listed activities - this seems overly restrictive - request the government change "and" to "or".
Q3) Request clarification regarding the requirement for "experience in brigade-level troop leading positions". What are the acceptable positions to meet this requirement - (e.g. is Brigade Commander experience required or are personnel with staff experience at the Brigade level acceptable)?
Q4) Request clarification regarding the reference to "certified PME" and the definition of "PME" within this context? PME often stands for Professional Military Education but not sure what is meant by certified or if a particular level of PME is required.

A bachelor's degree in technical writing, English, communications, or a related field is required. Q1) Would the government consider a combination of three years of leadership assignments in BCTs and TRADOC as a Soldier, civilian, or contractor will be considered. A bachelor's degree in technical writing, English, communications, or a related field is required." ?
R1) Recommend the requirement be reduced to a Bachelor's Degree without any field requirement or that the acceptable fields be expanded to any that include substantial writing requirements (for example, a person with a degree in History would have had to successfully written extensively as part of earning that degree).
Question PWS 5, Page 44-45 Specific Tasks: Provide on-site services to the TCM ABCT and the Maneuver Center of Excellence at Ft. Benning, GA to address all DOTMLPF development and integration issues concerning PEO GCS managed systems. In addition, provide the Director of TCM ABCT the professional services required to assist in the combat development, test and evaluation, training and leader development integration, sustainment and logistics integration, and network/mission command systems integration in determining both material and non-material solutions for ABCT combat systems and personnel across all DOTMLPF domains. Work for all positions shall take place in TCM ABCT government furnished offices, classrooms, or other government directed locations as required for successful completion of the tasks. Exceptions shall be outlined in the vendor’s proposal and will be subject to government approval. The contractor shall provide the government the proposed plan for selection, retention, training, support, work-related travel planning and assistance, incentives, and timely replacement (when necessary), of specifically qualified personnel that meet position prerequisites for education, service, and experience in all task areas, and provides uninterrupted
| professional services support for the life of the task order. Replacement actions shall have minimal impact on task requirements. | There is inadequate information to analyse and calculate the level of effort required to perform the work. The level of effort is dependent on the frequency and length of time (based on complexity) required to perform each of the required activities. Is it the government's expectation that one qualified FTE be provided for each x.x.x level task described in paragraph 5 of the PWS. If that is the expectation, would an offer of fewer personnel be acceptable? If that is not the expectation, request the government provide the Level of Effort required or provide the demand data (i.e. frequency and average time to perform each of the required activities) so that an appropriate level of effort analysis can be executed. Without this, only the incumbent could effectively assess the LOE required/acceptable. | ||||
