The following items are applicable to this modification:
MODIFICATION
1. Are there specifications for concrete?
ANSWER : Yes. All specifications for this project were updated to MICC- Fort Benning website. http://www.benning.army.mil/tenant/MICC/CCT.html
2. Drawings – Drawing No. 43105-C8 Utility Plan shows the domestic water service, but does not show the fire protection water service. Where is the anticipated tap to the existing 8” water main for the fire protection water service and what is the desired location fire service entry into the building?
ANSWER: The fire service is located at the back corner of the north wall. The riser shall be located midway of the back wall of the service bay. The fire hose building connections to be located on the front of the building between the front door and service bay door.
Contractor shall show us where he intends to exit the building with the fire service lateral.
We will pass this info along to Columbus Water Works. The contractor shall terminate the fire protection service 5 feet outside the building and install a temporary cap. Stub the end of the pipe with a 2-inch PVC pipe and label the pipe for Columbus Water Works to identify and make the final connections. We would like to see the fire service tap exit either side or front of the building.
3. Drawings – Drawing No. 43105-FP1 states we are to design a fire suppression system for the fire station. What is the available water pressure and water flow rate in the existing 8” water main?
ANSWER: We do not have that data available for the bid proposal package. Please make an educated guess. Whoever is awarded the contract to execute will have the responsibility to contact Columbus Water Works to obtain the data to design the fire suppression system.
4. Specifications – Division 21 00 00 Fire Suppression has a specification section 21 30 00
Fire Pump, but the drawings do not show a location for a fire pump. We are also not able to find any power provisions for the fire pump on the electrical drawings. Is a fire pump to be provided?
ANSWER: The Government provided Section 21 13 00.00 40 for the contractors to use to prepare the fire suppression package for the bid proposals. There is no “FIRE PUMP” specified in the section.
http://www.benning.army.mil/tenant/MICC/CCT.html
5. Drawings – Drawing Nos. 43105-M1 and 43105-M2 show a scale of ½”=1’-0”, but the scale of the drawings does not appear to be ½”=1’-0” if the building is 126’ x 60’. What is the correct scale for Drawing Nos. 43105-M1 and 43105-M2?
ANSWER: The scale should be 1/4-inches equals 1’-0”.
6. Drawings – Drawing Nos. 43105-P1, 43105-P2, and 43105-P3 show a scale of ⅜”=1’-0”, but the scale of the drawings does not appear to be ⅜”=1’-0” if the building is 126’ x 60’.
What is the correct scale for Drawing Nos. 43105- P1, 43105-P2, and 43105-P3?
ANSWER: The scale should be 3/16-inches equals 1’-0”.
7. Drawings – Sheet 43105-A.10 – Door Schedule has Door No. 120 that is not found on the
Floor Plan, Sheet 43105-A.1. Is Door No. 120 required?
ANSWER: Door 120 on the Door Schedule corresponds to Door 121B on the floor plan.
This door is the pantry door for the Kitchen. Please revise floor plan Door 121B in the KITCHEN to read Door 120.
8. Drawings – Sheets 43105-A.1 & 43105-A.11– Door Schedule, Sheet 43105-A.10 has a
Door No. 120A that is not found on the Floor Plan, Sheet 43105-A.1, nor Enlarged Plan, 4/A.11, but appears to match the requirements for Door No. 121B on the Floor Plan, Sheet 43105-A.1 and Enlarged Plan, 4/A.11. Is Door Mark 121B on Sheets 43105-A.1 & 43105-A.11 to be changed to 120A to match the door schedule on Sheet 43105-A.10?
ANSWER: Door 120 on the Door Schedule corresponds to Door 121B on the floor plan.
This door is the pantry door for the Kitchen. Please revise floor plan Door 121B in the KITCHEN to read Door 120.
9. Drawings – Sheet 43105-E0 – Electrical keyed note 9 states, “ATMOS ENERGY WILL
SUPPLY LIQUID PROPANE FOR GENERATOR.” It is our understanding that ATMOS Energy provides natural gas service and not liquid propane. Will ATMOS Energy provide natural gas service to this generator?
If not, does Fort Benning have an agreement with a local LP company for fuel and service and, if so, what is the name of the firm?
ANSWER: New battle plan. As per our utility manager, the government is changing the design by deleting the requirement to provide a Government furnished propane tank for the contractor to install, and deleting the requirement for the contractor to install the concrete pad for the tank and installing buried gas piping from the tank to the generator.
The Government will by a separate contract, install the gas piping to within 5 feet of the generator and terminate the service with a gas meter assembly and cutoff valve. The contractor will be required to install the gas piping from the generator up to and connect to the cutoff valve.
10. Specifications – Drawing 43105-E0 shows a 60 KW LP Emergency Generator, but there is no specification for the emergency generator. What are the testing and specification requirements for the Emergency Generator shown on Drawing 43105-E0?
ANSWER: See Attached Specification. Guardian 60 KW or Equal.pdf.
11. On page 90 of 94, Volume IV - Price Proposal - Evaluation Factor 4, the second paragraph reads as follows: (2) On separate Microsoft compatible documents of the offeror’s choosing, Offerors are to provide a total lump sum price, on a firm fixed prices basis, for the seed project supported by a narrative and detailed computations that explain and depict how their price for the seed project was developed. Provide a price breakdown of all direct and indirect costs to include overhead and profit. The seed projects is “live,” which means it is anticipated to be awarded at the time of IDIQ contract award, and therefore Offerors should submit their very best price. It is virtually impossible to provide this extensive breakdown for direct and indirect costs with the proposal at the time of the bid. Most prices are not received until a few hours before bid time.
ANSWER: The vendor awarded the SEED contract will be required to submit.
12. ADDITIONAL INPUT:
We have been receiving telephone calls from various mechanical subcontractors about the testing, adjusting, balancing, and commissioning of the HVAC systems. The Government provided SECTION 23 05 93.00 10, Testing, Adjusting, and Balancing of HVAC Systems, which specifies the mechanical subcontractor to provide a certified testing and balancing company to execute the tasks and reporting specified in the document.
The Government is changing the requirement in SECTION 23 05 93.00 10 that requires the mechanical subcontractor to hire a certified testing and balancing company to execute the specified tasks in the section. The Government will allow the mechanical subcontractor to use his equipment and personnel to execute the specified tasks and reporting in SECTION 23 05 93.00 10 in lieu hiring a certified testing and balancing company.
13. 52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $130.58 for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
14. ATTACHMENT(s) made part of the resulting contract – has been updated.
