SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
CONTINUATION OF MODIFICATION
1. VOLUME III – Past Performance Proposal-TAB B: Matrix of Past Performance to Various
Projects: Offerors shall submit a table that cross-references the past performance references to the various types of work set forth in the MATOC SOW. Is there a standard listing of the types of work that all offerors should utilize or should these be obtained based on RFP language in the SOW?
Answer: Read sections d(1)(i)(ii)(iii).
2. VOLUME III – Past Performance Proposal- (3) Past Performance Questionnaire (PPQ): We respectfully request that if a CCASS evaluation has been completed for an identified project that the CCASS evaluation form is submitted with the proposal in lieu of requesting the client to fill out Attachment U (PPQ Form). The reason we are requesting this adjustment is based on our previous experience. In the past our clients have refused to fill out the PPQ since a CCASS was completed and is available to the Government in the CPARS system. In order to demonstrate a variety of projects and not eliminate any work that could be similar in scope and complexity to the requirements of this IDIQ contract, we respectfully request that a CCASS evaluation form be utilized in lieu of Attachment U (PPQ Form) if available.
Answer: Submit PPQs per solicitation
3. Can we use JV projects in our Past Performance?
Answer: Yes
4. Can projects over $5 million be utilized and considered relevant?
5. We are missing attachment S.
Answer: Attachment S “Documents identified in Section C” per solicitation page 64.
6. My questions concerning the referenced MATOC proposal concern the attachments.
Attachments 3-7 reference a different contract name and number. Were these inadvertently included?
Answer: All attachments for this requirement start with an Alphabet, A- U. Any attachments that are not listed in section J and/or associated with bridges are not a part of this requirement.
7. Attachment ‘T’ reads as ‘C’ in the footer of the attachment. Attachment ‘U’ reads as ‘D’ in the footer of the attachment. Attachment ‘R’ reads as ‘A’ in the footer of the attachment. Do you need us to change the footer to agree with the title of the attachment?
Answer: The Government will recognize the tile for each attachment. Attachment T is the Experience Overview Sheet, Attachment U is the Past Performance Questionnaire, and Attachment R is the SEED Scope of Work.
8. The specs that were included with the bid package are for 17 Bridges at West Point, is this correct?
Answer: No, Any attachments that are not listed in section J and/or associated with bridges are not a part of this requirement.
9. Does it take a little while for the changes to be shown? I went to FBO and to the Army
Acquisition site and there are no changes as of right now.
Answer: The Government will post amendments on FBO.gov and/or Army Single Face to Industry; I would recommend you monitor the site for updates. The Government will answer all questions submitted on or prior to November 1, 2012.
10. C.1.3. The TOs shall vary in size ranging from $2,000.00 to approximately $5,000,000.00 with most anticipated to be between $750,000.00 to $5,000,000.00. Majority of the work shall be performed on historical buildings administrative, classroom, dining, sports, recreational, billeting, workshops, maintenance and training facilities. Projects may include tasks in a variety of trades such as carpentry, road repair, roofing, excavation, interior work (to include remodeling and interior modifications), electrical work, steam fittings, plumbing, sheet metal, painting, demolition, concrete masonry, welding, mechanical, landscaping, and other general construction work.
Answer: This is a statement.
11. Can you tell us approximately how many contracts the Government intends to award, and whether there will be categories of small businesses under the contract, or will all types of small businesses compete for the same task orders?
Answer: Multiple awards will be issued. This acquisition is set-aside for small business, consideration for award will only be for small businesses that are: 8(a), HUBZone, Woman- Owned or Service Disabled Veteran Owned, as described in the Federal Acquisition Regulations Part 19, or as determined by the Small Business Administration.
12. Could you tell me what the difference is between a Small Business and Total Small Business for this project?
Answer: Consideration for award will only be for small businesses that are: 8(a), HUBZone, Woman-Owned or Service Disabled Veteran Owned, as described in the Federal Acquisition Regulations Part 19, or as determined by the Small Business Administration.
13. A documentation format for past performance references is shown on Page 89 of 94 of the solicitation. Is this format to be followed or should format be as presented on Attachment 4, Experience Information Sheet, in the RFP?
Answer: The solicitation on page 89 lists the Documentation Format. All attachments are listed by alphabets.
14. On the first page of the solicitation it states "Seed Project Site Visit for 16 October 2012.
Will the site visit be at Fort Benning and will we be required to submit an application for base access?
Answer: Within the Solicitation it gives more detail on the Site visit. You will need a photo ID to access the installation. You will not need a vehicle access pass to gain access to the installation by vehicle.
15. On page 90 of 94, Volume IV - Price Proposal - Evaluation Factor 4, the second paragraph reads as follows: (2) On separate Microsoft compatible documents of the offeror’s choosing, Offerors are to provide a total lump sum price, on a firm fixed prices basis, for the seed project supported by a narrative and detailed computations that explain and depict how their price for the seed project was developed. Provide a price breakdown of all direct and indirect costs to include overhead and profit. The seed projects is “live,” which means it is anticipated to be awarded at the time of IDIQ contract award, and therefore Offerors should submit their very best price. It is virtually impossible to provide this extensive breakdown for direct and indirect costs with the proposal at the time of the bid. Most prices are not received until a few hours before bid time.
Answer: Please follow the instructions in the solicitation to where and how to submit your questions. This process is set up to ensure your questions are answered per the solicitation.
Using any other process or delivery method outside the solicitation, may delay or prevent your question(s) from being answered.
16. Solicitation requires that offers submit an electronic copy of the proposal. It requires that the price proposal be submitted as an electronic copy. Since the price proposal is a last minute type document, can the electronic copy of the price proposal be submitted after the proposal due date?
Answer: I highly recommend you read the Solicitation in its entirety. The Solicitation does state the method of submitting your proposal to the Government.
17. Cpt Hudson – I have sent in several question to the email address of usarmy.benning.hqda-aca.mbx.doc-offer@mail.mil How will these questions be responded to?
mailto:usarmy.benning.hqda-aca.mbx.doc-offer@mail.mil mailto:usarmy.benning.hqda-aca.mbx.doc-offer@mail.mil
Answer: All questions will be addressed in amendments.
18. I downloaded the zip file from your site but it only had specs. Where do I find the drawings and other attachments listed in RFP?
Answer: See section J for a listing of attachments.
19. I am trying to access the solicitation documents for the MATOC - Fort Benning Sol.
#W911SF12R0020; however the aquisistion.army.mil site has been down for several days, is there any way you can send the files as a zip file or direct me to a different location to get the documents?

Answer: Use the only the PPQ provided with the solicitation.
22. Can the PPQ be emailed in to the government instead of regular mail?
Answer: No
23. Reference paragraph H.11(d) , page 41. The paragraph states task order projects shall be non-complex, construction-oriented projects requiring minimal design. Paragraph C.1.1 on page 5 indicates work under the contract may include incidental design services. This implies that the design effort under the MATOC is not a significant aspect of the proposed contract. Request clarification and a “ball-park” estimate of the amount of work the Government anticipates will require design effort?
ANSWER: Design Services has already been clarified. See previous clarifications.
24. Reference RFP paragraph L.3.c., page 84. The chart indicates “2” original hard copies are required for each of the volumes listed. Does the Government want both copies identified as “original?”
ANSWER: Yes
25. Reference RFP paragraph L.3.c., page 84. This is a 2-part RFI: (1) The chart indicates
Volume II, Experience, is to be combined with Volume II, Technical Proposal, and cites the requirement for 4 CDs of each. When combined, the total number of CDs required, per the chart, totals “20” versus “16.” Please clarify this requirement.
ANSWER: 16 total. Volume II requires a combined total of 4 copies for technical and experience.
26. The chart in paragraph L-4.c., on page 85, indicates a 30 page limit on Volume II - Technical
Proposal and a 30 page limit on the Volume II – Experience for a total of 60 pages for the two volumes combined. The asterisk following the chart in paragraph L.3.c., page 84, indicates Volume II –Technical Proposal is to be combined with Volume II – Experience.
Please clarify that the allowance is 30 pages for Volume II – Technical Proposal and 30 pages for Volume II – Experience.
ANSWER: 30 Pages for technical and 30 pages for experience.
27. Please clarify that page 44 in the RFP was intentionally left blank.
ANSWER: Page 44 of the latest posted solicitation shows page 44 is section I contract clauses. Page 63 is blank on the current posting which is a system error and will be corrected when the contract is awarded.
28. Reference paragraph M.1., Basis for Contract Award and Evaluation Criteria, page 91.
Paragraph language indicates “award will be made to multiple offers who are deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposals conforms to the solicitation requirements, and whose proposals, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer.” It is understood that LPTA will be used to award the first contract on the basis of the lowest priced technically acceptable offer for the seed project. Because there is only one lowest priced technically acceptable offer, please clarify the process/methodology the Government will use to determine the award of subsequent multiple contracts.
ANSWER: All subsequent awards will use Lowest Priced Technically Acceptable (LPTA).
29. Reference paragraph C.57.1.1, Specific Requirements for Design-Build Task Orders. The
4th, 5th, and 6th sentences in this paragraph are incomplete as now reads, “May need a requirement for registration of designers (incomplete). Architects or engineers registered to practice in the particular professional field involved in a State or shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil or other engineering features of the work (incomplete). Not stamped drawing by A&Es (incomplete).
Please clarify the intent of these sentences.
30. Reference Section M, paragraph M.3.(a)(3), MATOC Design-Build. In order to be considered acceptable, the offeror must thoroughly demonstrate their design-build capabilities by providing written evidence of the job qualifications and experience of their A/E design personnel proposed for the contract. Please elaborate/clarify the level and/or magnitude of design effort the Government anticipates under the contract since this may impact the level of detail provided in the proposal response.
31. Volume III Past Performance Proposal – Evaluation Factor on page 89 of Solicitation list the different evaluation programs that can be used by the government for evaluation purposes.
Can we submit the CCASS evaluations we have already received in lieu of the PPQs for those projects.
ANSWER: NO. PPQ’s should be submitted.
32. For this IDIQ, will there be multiple pools for SDVOSB, 8a, Hubzone, etc. or just one pool with a mixture of these types of small businesses?

Answer: The sanitary from the bay to the oil/water separator, plus 5 feet of piping from discharge from the separator shall be provided and installed by the contractor awarded the contract. The other sewer lateral from the building will be terminated 5 feet outside the building. Columbus water works will install the manhole and piping from the manhole up to and connect to the piping installed by the contractor awarded the contract. Please install temporary caps on the ends of the discharge piping from the separator and the sewer lateral from the building latrines/break room/laundry room. Stub the ends of the pipes with 2-inch PVC pipe and label the pipe so that Columbus Water Works can locate the sewer laterals.
40. Due to the increased lateral loads on the building it may be beneficial to use masonry walls as a new lateral system of the building while also providing good ATFP around windows and doors. These provisions are not shown on the preliminary design documents. Please let us know if the DPW is OK with switching from metal studs and girts to masonry infill. This also reduces the required ATFP standoff distance which could be beneficial to the project.
ANSWER: Please price building as shown on drawings.
41. Attachment R, page 5 states that “a construction specification for fire suppression systems has been provided for the contractor’s certified fire suppression engineer to conform to”, when will this document be provided?
ANSWER: Section provided was 21 13 00.00 40, Fire Suppression Sprinkler System.
42. Are the projects submitted in Volume II Experience and Volume III Past Performance the same projects? 44. How many 60” x 36” frameless mirrors, indicated as typical in room 118 on drawing A.1, are to be included in the room? There is no room elevation to determine quantity.
ANSWER: Base quantity on Room Size Dimensions.
45. On floor plan drawing A.1, door 118 appears to have a glazed opening adjacent to the door.
There is no room elevation to determine what that is. The door schedule shows the door frame type as “1” which has no adjacent glazed opening associated with it. Should the door frame type be “3” which would match the floor plan depiction?
ANSWER: Door 118 Frame Type (3). Door 119 Frame Type (1).
46. The door schedule shows door frame for door 119 to be type “3”. The floor plan on A.1 does not depict a glazed opening adjacent to the door. Should door frame for 119 be a type “1” which would match the floor plan depiction?
ANSWER: Door 119 Frame Type (1).
47. On drawings A.3, A.5, and A.6 the wall sections state that the “brick ties to the metal stud structure”. There are no details in these sections that show a metal stud wall to tie the brick
to. The only metal stud structure shown is an interior wall. Will details be provided showing the metal stud structure to be built to tie the brick to, including height of metal stud wall, gauge of stud, width of stud, and type of required sheathing?
ANSWER: Verify Details with PEMB Manufacturer.
48. On drawings A.3, A.5, and A.6 the wall sections appear to show 5/8” gypsum board on either side of the perimeter interior metal stud wall full height of wall even though the description does not state that. Is gypsum board required on both sides of interior perimeter walls?
ANSWER: No.
49. On drawings A.3, A.5, and A.6, horizontal framing members are shown in the interior perimeter walls. The perimeter walls are stated as being 3 5/8” metal stud walls 16” O.C.
Are these horizontal members required? If so what gauge and spacing is required?
ANSWER: Verify horizontal members with PEMB Manufacturer.
50. On page 7 of the Scope of Work, item 7 states the requirement for an ice machine (singular).
The drawings show an ice machine in two different locations (P1 in laundry room and P3 in vehicle bay) How many ice machines are there to be and what are the actual room location(s)?
ANSWER: This has already been addressed. Please see previous clarifications.
51. What is the minimum clearance height for any equipment that will be exiting or entering the vehicle bay through the overhead door openings?
ANSWER: 11’-0” A.F.F.
52. The contract requires the demolition of the Hazardous Material Shelter as shown on drawing C2. Has any testing been performed to determine if any hazardous materials are present or that risk to exposure to such materials exist? If so will a report be provided? Is there any requirement for hazardous material abatement or disposal?
ANSWER: Yes. The details have been shown in the FB 144R under hazmat. No testing required. FB 144R states, All must be handled according to Federal, State, and Fort Benning Hazardous Management plan.
53. During the site visit it was observed that (2) containment vessels are within the Hazardous
Material Shelter. There is no mention of them in the RFP/Scope of Work. Are these to be removed by the government prior to demolition of the shelter? If not, how are they to be handled, as an abatement of hazardous materials?
ANSWER: Yes, the hazardous material in the storage shelter will be removed by others.
54. Drawings – Drawing No. 43105-C8 Utility Plan shows the domestic water service, but does not show the fire protection water service. Where is the anticipated tap to the existing 8” water main for the fire protection water service and what is the desired location fire service entry into the building?
ANSWER: Contractor shall show us where he intends to exit the building with the fire service lateral. We will pass this info along to Columbus Water Works. The contractor shall terminate the fire protection service 5 feet outside the building and install a temporary cap.
Stub the end of the pipe with a 2-inch PVC pipe and label the pipe for Columbus Water Works to identify and make the final connections. We would like to see the fire service tap exit either side or front of the building.
55. Drawings – Drawing No. 43105-FP1 states we are to design a fire suppression system for the fire station. What is the available water pressure and water flow rate in the existing 8” water main?
ANSWER: The known water pressure is 68 PSI. Flow rate, residual and static pressures are unknown. Unknown information has been requested of Columbus Water Works. We do not expect them to provide the data before the bids are due. Make an educated guess.
56. Specifications – Division 21 00 00 Fire Suppression has a specification section 21 30 00 Fire
Pump, but the drawings do not show a location for a fire pump. We are also not able to find any power provisions for the fire pump on the electrical drawings. Is a fire pump to be provided?
ANSWER: There is no SECTION 21 00 00. The fire suppression specification is SECTION 21 13 00.00 40. There is no fire pump in that section and that is why there is no fire pump shown on the drawings.
57. Seed Project Fire Protection – It was stated that a Fire Suppression Specification was provided. We could not locate this specification. Can it be provided or can you provide the location of the spec?
ANSWER: Documents were provided during the Pre-Solicitation.
58. Concrete Slab – Can you confirm that the existing slab can adequately support all new walls and fire trucks? We could not locate a notation that the slab is sloped to the location of the floor drain in the vehicle bay. How is this to be addressed?
ANSWER: Refer to drawings for slope of existing bay.
59. Roof Warranty – Please confirm that there are no requirements to maintain the warranty on the existing roof that is to remain.
ANSWER: Correct.
60. Oil/Water Separator : Sheet C9 assumes that the contractors in providing the Oil/Water Separator but on sheet P4, it indicates Oil/Water Separator are provided by Columbus Works and on Statement of Work Oil/Water Separator is part of the Submittal Requirement. Please confirm if the Oil/Water separator is a part of this contract.
ANSWER: The separator is to be furnished and installed by the contractor awarded the contract. We apologize for the poor wording of the notes on the drawings. The drawings have a dashed line showing the work executed by the contractor versus the work executed by Columbus Water Works. The separator, piping from separator to building, and 5 feet of piping from the separator’s discharge outlet are to be furnished and installed by the contractor awarded the contract.
The sanitary from the bay to the oil/water separator, plus 5 feet of piping from discharge from the separator shall be provided and installed by the contractor awarded the contract.
The other sewer lateral from the building will be terminated 5 feet outside the building.
Columbus water works will install the manhole and piping from the manhole up to and connect to the piping installed by the contractor awarded the contract.
Install temporary caps on the ends of the discharge piping from the separator and the sewer lateral from the building latrines/break room/laundry room. Stub the ends of the pipes with 2-inch PVC pipe and label the pipe so that Columbus Water Works can locate the sewer laterals.
61. Liquid Propane Tank by Atmos Energy per sheet E0, verify with notes on sheet P2 top right corner. Does that include the gas line?
ANSWER: Atmos Energy will provide 1000 gallons liquid propane tank and regulator.
Contractor shall run/install a new liquid propane gas line (plastic gas line such as high-density polyethylene plastic gas line) underground between the 60-KW generator and the regulator at the 1000 gallons tank. The plastic gas line shall be inserted in a PVC sleeve to avoid corrosion and must be buried between 12 and 18 inches below ground. Use copper tubing connecting the 1000 gallons LP tank to underground pipes.
62. Per note on sheet P2, Domestic Water service and Water Meter/Backflow Device to be installed by Columbus Works, is this correct?
ANSWER: Pipe from the main to the water meter and backflow devices to be installed by Columbus Water Works. Note: the contractor awarded the contract is responsible to install the domestic water service to 5 feet outside the building and install a temporary cap on the end of the pipe, then stub the pipe with a 2-inch PVC pipe and label it. CWW will make the connection to the pipe installed by the contractor awarded the contract.
63. On sheet A1, Laundry / Jan. room: Is Ice Machine by Owner or by Contractor? On
Statement of Work, the Ice Machine is part of the Submittal Requirement.
ANSWER: The ice machine is to be furnished and installed by the contractor. Specification was provided for the machine. The government failed to specify the capacity of the ice machine. Please make the daily production of the machine at 60 pounds minimum.
64. Where will the contractor lay-down area be located?
ANSWER: There will be no lay down or trailer area on the project. It will be coordinated an area close to the project, Contractor will provide a perimeter chain link fence of 6 feet tall for this area.
65. Will Temporary Power and Water be provided by the Owner?
ANSWER: Yes, but the contractor is required to provide a temporary power pole with meter can per Flint Energies specifications. The Contractor shall submit in writing a request for the temporary electrical power and water services. The water will most likely be taken from the nearest fire hydrant or from the existing metered service in the vicinity of the construction site. The government requests that the contractor take all steps and measures to conserve the temporary services.
