Question and Answer
Carpet Solicitation
Q: Line Items Will be adjusted in an Amendment.
Q:Will a site visit be available And Floor plans available.
A: Not at this me- This contract will cover all facilities/buildings on/o West Point. I will provide floor plans once I receive a carpet replacement request. The customer (Building Commandants) will submit a 4283 (Work Order) requesting carpet replacement. Once I receive the request, I will send the floor plans to the Carpet Contractor and set up that specific site visit.
Q. In the PWS, it states: “2.1.9.5 The CLINS #0011, 1011, 2011, 3011 and 4011“Remove and Replace multi-seating arrangements” will be based on an hourly rate. This clin applies to auditoriums, chapels, and lecture rooms with multi-seating.” All CLINS show an hourly price. Is only CLINN 0011 and hourly price? If so, what is the Unit of the other Clins? SF, SY, LF…
1. How far is the staging area for material and dumpsters for the work?
2. If we are moving furniture, will all fileing cabinets/desks… be empty?
3. Will the contractor need to supply boxes for the staffs personal items? If so, how many?
4. Are there any cublicles that need to be moved and or lifted?
5. Will background checks be required? If so, at whos expense?
1. A. My apologies as I believe we missed an edit to the PWS to match our IGE that list the CLINS. It should be CLIN 0010, 1010, 2010, 3010, 4010 for the seat removal/replacement. Yes, that is the only CLIN based on an hourly rate. All others are SF, SY, and LF.
2. This will all depend on where the facility is located, in which the project is taking place. The contractor is able to place their supplied dumpster (PWS 1.15.1) near certain facilities, but may also have to place their dumpster at a central location and will have to dispose of the carpet/debris by transporting it by their vehicles. For staging purposes, majority of the time the contractor can store the boxes of carpet tile in the facility where the work is taking place.
3. The filing cabinets must be emptied at least 75% starting from top to bottom. In certain situations, we will have customer completely empty them if the contractor still cannot move the filing cabinet. All personal property will be removed from cubical area/desks and computers will be disconnected and removed (as per line 5.4.4 from contract-below). Cubical/desk 'cubbies' (above desks) need to be completely emptied. Attached Cubical/desk Shelving needs to be completely emptied. Per the desk drawers, drawers that are 'lightweight' (pens, o ice supplies, miscellaneous items) don’t have to be emptied.
4. O ice occupants have the option of using their own boxes to box up any belongings and then label with their name. The contractor will then move the boxes for the customer.
5. Yes, majority of o ices do have cubicles that will have to be moved. Contractor will have to decide if they have to disassemble/reassemble or if they can be lifted. Please take this into consideration when providing pricing for CLIN 008- Install Module Carpet Tile 24x24 and remove and reinstall furniture. The quantity is in SY as the removal and reinstallation of furniture is built into this price.
6. Contractors must report to the Visitors Center on initial arrival to West Point. They have to provide two forms of ID and then the security sta will run a background check at no cost to the contractor. They then will be issued a Contractor ID that will be good for one year. If they receive carpet delivery from a vendor, the delivery driver will have to report to the visitors center to receive a visitor’s pass. A background check will be performed on them as well. Again, no cost to contractor.
