PERFORMANCE WORK SUMMARY
PERFORMANCE WORK STATEMENT/ DESCRIPTION/SPECIFCATIONS
REMOVE AND REPLACEMENT OF CARPETING
1. DESCRIPTION OF WORK: This is a non-personal service contract to provide carpeting services to the U.S.
Army Garrison at West Point, NY and the United States Military Academy, West Point, hereafter referred to as
West Point. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, management, materials, transportation, equipment and any other items and services necessary to remove and replace carpet, vinyl base and install new vinyl base in accordance with the specifications listed below and manufacturers recommendations in various public buildings at West Point, New York.
1.1 HOURS OF OPERATION: The hours of operation are from 7:30 AM to 4:30 PM Monday through Friday. The
Contractor may be required to arrive earlier or stay later, also be required to work weekends and/or Federal holidays.
1.2 BACKGROUND INFORMATION: West Point is located approximately fifty miles North of New York City, on the West bank of the Hudson River, in what is commonly called the Hudson Valley.
1.2.1 AREA OF RESPONSIBILITY: The United States Military Academy is an educational institution and military reservation. West Point is a National Historical Site and as such, receives more than two million visitors per year.
1.3 PERSONNEL:
1.3.1 The Contractor shall designate a representative, hereafter called the Contract Manager, in writing to the KO, within ten (10) calendar days after contract award. The Contract Manager shall oversee all the work to be completed under this contract and have complete authority to act for the Contractor, direct the work and ensure personnel and equipment are following these contract requirements.
1.3.2 CONDUCT OF PERSONNEL: The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of misconduct, security, reliability, or found to be or suspected to under the influence of alcohol, drugs, or other incapacitating agent. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is in the best interests of the Government. The installation commander has the authority to bar individuals from the installation.
Such removal from the job site or dismissal from the premises shall note relieve the Contractor of the requirement to provide sufficient personnel to perform the services as required by this work statement.
1.3.3 IDENTIFICATION BADGES: The Contractor shall supply identification badges, which shall be worn by all contractor personnel on duty. Identification badges shall be visible and shall display the Contractor’s name, photo with employee’s name, contract number and project description (i.e., Carpeting Floor Coverings: Various
Locations).
1.4 VEHICLE OPERATION: Contractor personnel operating motor vehicles on the installation shall have a valid state operator’s license for the category of the vehicle being operated and be properly insured.
1.4.1 VEHICLE PASS: The Government will supply the Contractor with parking passes for specific locations
(normally for use in Central Area); this pass shall be always displayed in the windshield of the vehicle when working on West Point. The pass will be surrendered to the Contracting Officer Representative upon completion of each delivery order. See the specific guidelines on the West Point parking plan provided elsewhere in this document.
1.5. QUALITY CONTROL PROGRAM: The contractor shall perform the quality control program, in accordance with the contract terms and conditions and Contractor’s Government approved Plan ensuring that all work and requirements of the contract are met as specified.
1.5.1 The Contractor is responsible for quality control and shall establish and maintain an effective quality control system in compliance with Contract Clause titled “Inspection of Services.” The Contractor shall assure that all work complies with this requirement. The QCP shall include written records of manpower, equipment, labeling of packages, which define contents, manufacturer, and batch identification. The Quality Control Plan shall identify, his/her designated quality control representative. The designation shall include his/her authority and responsibilities to perform quality control. Once the Contracting Officer approves the plan, the Contractor shall notify the
Contracting Officer of any proposed change(s). No changes shall be implemented prior to review and acceptance by the Contracting Officer.
1.5.2 The Contractor shall submit the Quality Control Plan (QCP) within fifteen (15) days after receipt of award.
1.5.3. CONTRACTOR QUALITY CONTROL: The Contractor shall provide and maintain an effective quality control program that complies with all contract specifications. The Contractor shall establish and comply with the quality control program to perform sufficient inspections and tests of all items of work, including that of his subcontractors, to ensure conformance to applicable specifications, materials, workmanship, construction, finish, functional performance, and identification. The failure to comply with the quality control program may result in the withholding of contract payment (partial up to 10% of payment invoice), until the Contractor has conformed with the approve Quality Control Plan. The Quality Control Plan shall have a minimum of three (3) phases of inspection as follows:
1.5.3.1 Preliminary Site Inspection: To be performed prior to beginning any work on any definable segment of work.
1.5.3.2 Initial Inspection: To be performed when work is accomplished to include examination of the quality of workmanship and a review of control testing for compliance with contract requirements, use of defective or damaged materials, omissions, and dimensional requirements.
1.5.3.3 Follow-up Inspection: To be performed as frequently as necessary to assure continuing compliance with contract requirements.
1.5.3.4 Unless specifically authorized by the Contracting Officer, no work will be started until the Contractor’s quality control plan is approved. Performance of any feature of work will only be permitted after Government approval of the quality control plan, or at least the Government has approved approval of that portion of the plan applicable, under this contract, of the Quality Control Program. The Contractor shall notify the Contracting Officer in writing of any proposed changes to this inspection system, no such changes shall be implemented prior to approval, in writing by the Contracting Officer.
1.5.3.5 If recurring deficiencies in an item or items indicate that the quality control system is not adequate such corrective actions shall be taken as directed by the Contracting Officer.
1.5.3.6 A copy of these records and corrective tests, as well as the records of corrective action taken, shall be furnished to the Government as directed by the Contracting Officer.
1.6. QUALITY ASSURANCE: The Government will monitor the Contractor’s performance under this contract using quality assurance procedures.
1.7 INTERFACE WITH GOVERNMENT OPERATION: Performance of work by Contractor personnel under the terms of this contract shall not interfere with regularly scheduled Government operational activities.
1.8 FRAUD, WASTE AND ABUSE: The Contractor shall be responsible for maintaining proper conduct and good discipline within the Contractor’s occupied work area. Contractor personnel shall be encouraged to be alert to and report suspected situations of fraud, waste, and abuse, or other intentionally dishonest conduct against the
Government observed during or in the performance of this contract.
1.9 CONSERVATION OF UTILITIES: Contractor personnel shall operate under conditions, which preclude waste of Government furnished utilities.
1.10 FIRE PROTECTION: The Contractor shall comply with installation fire prevention standards.
1.11 ACCIDENT REPORTING: The Contractor shall maintain an accurate record of accidents resulting in traumatic injury or death and accidents resulting in damage to Government property, supplies, and equipment. The
Contractor shall report incidents causing disruption of contract services, or any accidents in connection with performance of this contract, to the Contracting Officer within 2 hours of occurrence.
1.12 SAFETY. The Contractor shall safeguard and maintain all Government property as well as provide for the safety and well-being of personnel employed in the administration of this contract.
1.12.1 The Contractor shall comply with the Occupational Safety and Health Act (OSHA). Contractor personnel shall wear safety items required by OSHA during the performance of tasks requiring protective equipment or clothing.
1.12.2 In performing this contract, the Contractor shall provide for protecting the lives and health of employees and other persons, preventing damage to property, materials, supplies and equipment and avoiding work interruptions. For these purposes, the contractor shall adhere to the requirements of EM 385 1-1, OSHA 29 CFR
1926 Construction, and OSHA 29 CFR 1910 Industrial:
1.12.3 The Contractor shall protect the work area and provide appropriate safety barricades and signs during this contract.
1.12.4 The Contractor shall submit Material Data Safety Sheets (MSDS) on any materials utilized under this contract to the Contracting Officer’s Representative. The Government will accept or reject within 5 days. The
Contractor shall have the MSDS on the work sites.
1.13 Key architectural features such as wide toe molding, historic doors/hardware located in the work area shall be protected during all work. Items such as doors shall be removed carefully and reused in locations in which they were removed.
1.14 ENVIRONMENTAL RESPONSIBILITY: West Point is committed to a safe environment. Contractors are required to comply with all environmental requirements. Immediate actions shall be taken by the Contractor to minimize the effect of any environmental associated incidents (e.g., oil spillage, hazardous waste handling, lead abatement removal and chemical spillage). Clean up shall be performed by contractor in accordance with all applicable Federal, State and Local Laws and Regulations.
1.14.1 The Contractor shall be aware that asbestos floor tiles may be discovered during the performance of this contract. The Contractor will notify the COR that he or she suspects the floor tile to be asbestos and the
Government will verify if the floor tile contains asbestos. Asbestos removal will be accomplished by the
Government. (Historically, West Point has found that nine (9) and twelve (12) inch tiles contain asbestos material.)
Completion schedules will be adjusted accordingly.
1.15 HOUSKEEPING: The Contractor shall take into full account the special Public, Military and Academic nature of West Point and its prominence as a tourist attraction, all of which will be in operation during this contract.
Where materials cannot be kept on the designated site area in neat, clean, and orderly fashion, and thereby causing an unnecessary eyesore, they shall be moved to other locations, on or off Government property, as directed by the
Contracting Officer’s Representative. The Contractor shall, always, furnish from his own organization a sufficient force to carry out the housekeeping and cleanup requirements on areas affected by the contract operations, on a day-to-day basis throughout the life of the contract.
1.15.1 The Contractor shall remove all debris from each project site daily. Removed materials shall not be stockpiled at the site. Debris and other rubbish shall be disposed of off West Point at the contractor’s expense in accordance with Federal, State, and local requirements. Coordination with the COR may allow a designated location.

Contractor or its employees shall not dispose of residual materials, scrap, debris, rubbish in any West Point disposal containers, dumpsters/sidewalk containers.
1.15.2 If, at any time during the progress of the work, the Contracting Officer (KO) determines that the Contractor is failing to comply with the requirements of the subparagraph(s) above, the KO may direct the contractor to take such measures, as they deems necessary to constitute corrective action. Such measures may include the requirement to increase the work force assigned to the project/job to work overtime during evenings or weekends until proper job conditions have been restored.
1.16 AVAILABILITY, USE AND OUTAGES OF UTILITY SERVICES:
1.16.1 The Government will make all reasonable amounts of utilities available from existing connections, except for electric for temporary heat, available during this contract. The Government will furnish the utilities necessary at no cost to the Contractor for the sole purpose of performing this work. The Contractor shall carefully conserve all utilities.
1.17 PARKING: There is “Limited Parking “available for the Contractor’s privately owned vehicles in and around the work site. Parking is available on a “first come first served” basis at public parking areas. Contractors are cautioned to not park in any unauthorized area and special attention must be given to not park in an area designated for a Central Area Pass (CPA). All vehicles can be parked in the following public parking areas subject to change:
a. Buffalo Solider Field located by the Thayer Gate and the Provost Marshall’s Office
b. H- Lot located by the AAFES Exchange (PX)
1.18 REST ROOMS: The Contractor may use rest rooms located within the public buildings.
1.19 Work of a similar nature, which is part of an incidental to a distinct construction project or a contract on the installations Job Order Contract (JOC), shall be excluded from and not considered as a requirement under the terms of this contract.
1.19.1 Working Conditions: Depending upon the actual work location during a given event, the Contractor may be required to shut down, or limit work during the following periods:
Graduation Week: Usually, the 3rd week of May each year.
Reception Day: June 29, 2017 (Tentative) Special Events as determined by the KO.
Specific dates for all activities shall be provided by the COR with as much advance notice as possible.
1.19.2 Road Restrictions will not be permitted without approval of the Contracting Officer for the sole purpose of delivering and removing materials to the work site.
1.20 The prime Contractor shall coordinate and be responsible for all coordination of work to be performed by his sub-contractors.
1.21 The Contractor shall be responsible for any damage to the existing structure and contents within the building, caused by their neglect. The Contractor shall repair, restore, or replace promptly by and at the expense of the
Contractor. The Contractor is required to secure the work area at the end of every workday.
2 DEFINITIONS: For this contract, the following definitions shall apply.
2.1 STANDARD DEFINITIONS:
2.1.1 CONTRACT ADMINISTRATOR: The official Government representative i.e., the Contract Specialist delegated authority by the Contracting Officer to administer a contract. This individual represents the Contracting
Officer on all contractual matters.
2.1.2 CONTRACTING OFFICER (KO): A person duly appointed with the authority to enter and administer contracts on behalf of the Government.
2.1.3 CONTRACTING OFFICER’S REPRESENTATIVE (COR): An individual designated in writing by the
Contracting Officer to act as an authorized representative to the Contracting Officer to perform specific contract administrative functions within the scope and Limitations as defined by the Contracting Officer.
2.1.4 CONTRACTOR: The Contractor, its subsidiaries and affiliates, joint ventures involving the Contractor, or any entity which the Contractor may have merged or any individual or entity that assisted or advised the Contractor in the preparation of a proposal under this solicitation.
2.1.5 CONTRACT MANAGER: A Foreman, Project Superintendent, or Manager designated to manage the project.
Contractor Manager shall have full authority to act on behalf of the Contractor, direct the work and ensure personnel and equipment is following contract requirements. Contract Manager shall be CFI certified.
2.1.6 DEFECT: Any nonconformance of a unit of service with specified requirements.
2.1.7 GOVERNMENT FURNISHED PROPERTY (GFP): All equipment, goods, and land possessed by the
Government and, subsequently, delivered or otherwise made available to the Contractor.
2.1.8 QUALITY ASSURANCE: Those actions taken by the Government to assure that the quality of purchased goods and services received are acceptable in accordance with established standards and requirements of the
2.1.9 TECHNICAL DEFINITIONS/TERMS:
2.1.9.1 Various: The term “Various” as used herein means that the rooms vary in size and area where flooring is to be replaced is of different size, shape and has different conditions, e.g., some will have carpeting with vinyl base and transition strips, asphalt tile, vinyl sheet flooring, rubber tile, vinyl asbestos or other types of composition flooring. Some floor coverings are installed over asphalt felt, plywood, hardboard, strip wood floor, fast patch or latex underlayment over concrete or any combination thereof. The baseboard may be of wood with a molding at the joint between the floor covering and base or it may be vinyl or rubber base of the following sizes: 4 inch or 6 inches.
2.1.9.2 Installed: The term “installed” means that the Contractor will be paid only for material that is installed in the area verified by the Contracting Officer Representative. No compensation will be paid for excess material not actually installed.
2.1.9.3 Type of work to be performed: When an order for work is received by the Contractor, it shall be understood that he/she will perform all work specified. Payment will be made on the actual work completed in accordance with the Unit Price of each item of work listed on the Task Order.
2.1.9.4 It shall be understood for each Contract Line Item (CLIN), the Contractor shall be required to do all necessary removals, reinstallation of same and preparatory work and furnish all labor, material, equipment, moving office furniture, etc. which shall be included in the unit price item.
2.1.9.5 The CLINS #0011, 1011, 2011, 3011 and 4011“Remove and Replace multi-seating arrangements” will be based on an hourly rate. This clin applies to auditoriums, chapels, and lecture rooms with multi-seating.
3 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The Government will provide the property and services listed below:
3.1 PROPERTY: The Contractor shall not use property provided by the Government for any purpose other than in the performance of this contract.
3.1.2 PARKING FACILITIES: No specific parking areas are required for this contract. The Contractor’s employees will abide by Government posted regulations. A temporary parking pass for the cadet area (Central
Area) will be provided for the contractors use during each task order issued, upon completion it will be returned to the Contracting Officers Representative. All parking passes are at the discretion of the COR as per current security issues and or guidance.
3.2 SERVICES:
3.2.1 EMERGENCY MEDICAL CARE: The facilities of the USMA Keller Army Community Hospital (KACH) are available for use by the Contractor only for emergency treatment of contractor personnel injured on-the-job.
Charges to the Contractor for the use of said facilities will be at prevailing rates for the services provided and billing and payment will be made by separate transaction between the KACH and the Contractor.
3.2.3 EMERGENCY SERVICES- FIRE PROTECTION, MEDICAL CARE/AMBULANCE: The telephone number for all Emergencies is “911” from West Point telephones. For any Emergency response while using cell phones anywhere on West Point, call 845-938-3333 the Military Police Desk. The MP Desk is manned 24 Hours a day, seven days a week and 365 days per year. The MP Desk will dispatch any needed emergency service. The use of “911” with a cell phone may delay critical care due to the location of the cell towers.
3.3 UTILITIES: The Government will make available to the Contractor electric and water currently existing at the facility.
3.4 ASBESTOS REMOVAL: The Government will provide asbestos removal services as and when needed.
3.5 ELEVATORS: Freight elevators are available in some buildings. Passenger elevators are “Off Limits”.
4 CONTRACTOR FURNISHED ITEMS:
4.1 The Contractor shall furnish all property and services not specifically identified in Section 3 as Government furnished, but which are necessary to perform the requirements of this contract. Contractor furnished property and services shall be compatible with existing Government systems.
4.2 MATERIALS: Materials furnished under this contract shall be standard products of manufacturers regularly engaged in the production of the items, and the most current design conforms to the requirements specified. The materials shall be of the size and type required in these specifications.
4.3 SUBMITTALS: The Contractor shall submit for Government approval, to the Contracting Officer
Representative, within ten (10) calendar days after contract award. The contractor shall provide four (4) copies of all submittal information, regarding the materials to be supplied under this contract. The contract shall provide manufacturers descriptive literature, installation instructions and cut sheets. The Government shall review the submittal(s) within seven (7) calendar days upon receipt. Contractor shall be notified regarding the Government
Approval (GA) or deemed “Rejected” as unacceptable. Submittal(s) deemed “Rejected” shall be resubmitted within seven (7) calendar days to the Contracting Officer Representative: At a minimum submittal shall be provided for the following items:
Commercial grade carpet
Transition strips
Vinyl cove base
Bonding agents
Preformed vinyl cove base
Adhesives Edge strips
MSDS for all materials.
Manufacturer installation instructions
Quality Control Plan Safety Plan
Project Manager Qualifications
Installer Qualifications
The following shall be submitted in accordance with "Submittal Procedures," in 4.3 in sufficient detail to show full compliance with the specification:
SD-01 Product Data
Manufacturer's catalog data and printed documentation stating physical characteristics, durability, resistance to fading and flame resistance characteristics for each type of carpet material and installation accessory. For the following items:
Commercial Carpet and adhesives shall bear the CRI Indoor Air Quality (IAQ) label
Transition strips.
Vinyl cove base
Carpet Cushion
Stair Nosing
SD-02 Samples
The following samples shall be submitted:

-Pattern Type 1 (as described in section 5.6.10): For selection after award, the Contractor shall submit a minimum of three different carpet sample books for Pattern Type 1, showing quality, pattern, and color. USAG will select one out of the three submissions. Digital submissions, pdfs, or brochures will not be acceptable in place of physical samples.
-Pattern Type 2 (as described in section 5.6.10): For selection after award, the Contractor shall submit a minimum of three different carpet sample books for Pattern Type 2, showing quality, pattern, and color. USAG will select one out of the three submissions. Digital submissions, pdfs, or brochures will not be acceptable in place of physical samples.

Manufacturer's instructions shall be submitted showing printed instructions covering installation of carpet.
SD-05 Operation and Maintenance Data
Two copies of carpet manufacturer’s maintenance instruction describing recommended type of cleaning equipment, material, spotting and cleaning methods and cleaning cycles.
SD-06 Certifications
Indoor Air Quality Certifications
Floor Covering Materials:
Provide carpet and cushion products certified to meet indoor air quality requirements by UL 2818 (Green Guard, SCS Global Services Indoor Advantage Gold, CRI GLP QM or provide validation by other third-party program that products meet the requirements of this paragraph. Products must meet emissions requirements of CDPH SECTION
01350. Provide current product certification documentation from certification body.
Paints and Coatings:
Concrete primer products used on the interior of the building (defined as inside of the weatherproofing system) must meet either emissions requirements of CDPH SECTION 01350 (limit requirements for either office or classroom spaces regardless of space type) or VOC content requirements of SCAQMD Rule 1113. Provide current product certification documentation from certification body.
Adhesives and Sealants:
Sealants and non-aerosol adhesive products used on the interior of the building (defined as inside of the weatherproofing system) must meet either emissions requirements of CDPH SECTION 01350 (limit requirements for either office or classroom spaces regardless of space type) or VOC content requirements of SCAQMD Rule
1168. Aerosol adhesive products used on the interior of the building (defined as inside of the weatherproofing system) must meet either emissions requirements of CDPH SECTION 01350 (limit requirements for either office or classroom spaces regardless of space type) or VOC content requirements of GS-36. Provide current product certification documentation from certification body.
SD-07 Warranties
Minimum fifteen-year warranty against 10 percent loss of face fiber.
Minimum fifteen-year warranty against edge raveling, snags, picks, runs, and delamination.
4.3.1 The contractor shall provide a current copy of a certification to the COR within (15) calendar days identifying the installers who are Certified Floor Installer certified.
4.4 Materials Delivered and Storage: Packaged materials such as adhesives, base, vinyl tiles etc. shall be plainly marked and labeled with manufacturers’ name and brands.
5 GENERAL & SPECIFIC TASKS & TECHNICAL REQUIREMENTS
5.1 This is a firm fixed price requirements contract and requirements against this contract will be placed by individual task orders as the need is identified. The Contractor shall provide all personnel, management, materials, transportation, equipment and any other items and services as necessary to perform all work required by “Task
Orders” issued hereunder. Work is to be performed at various locations throughout West Point including public buildings consisting of administrative, academic, support offices, hallways, lecture rooms, auditoriums, and chapels.
Lecture rooms, auditoriums and chapels generally have multiple seating arrangements.
5.2 The Contractor shall be responsible for all planning, programming, administration, and management necessary to perform all work in the successful and timely completion of task orders to be awarded under this contract. All work to be performed in accordance with all contract terms and conditions, and in strict compliance with all applicable Federal, State of New York and Local Laws, Regulations and Directives. The Contractor is responsible for the performance of work including, but not limited to: supply, quality control and financial control. The contractor shall provide related services such as preparing and submitting required reports, tests, performing administrative work and submitting necessary information as specified. The Contractor shall be required to provide materials lists to include trade names and brand names, model materials in accordance with submittal requirements under this
5.3 This will be a base year with four, one year option periods. The performance will begin on the date of award and continue for 365 days (1 Year). Prior to issuance of the Task Order, the COR will coordinate with the contractor to coordinate the work schedule and completion time. The Contractor shall be responsible for coordinating removal of furniture and furnishing supplies and skilled carpet installers to accomplish the carpet installation within the agreed upon work schedule. Services to be furnished under this contract shall be ordered by the issuance of task orders issued in writing by the Contracting Officer. All task orders issued hereunder are subject to the terms of the resulting contract. Task Orders may be issued under this contract from date of award through 21 August 2022 (This date will change based upon the date of award and exercised options). Each option if exercised will begin on the anniversary of the award date or exercised option IAW FAR Clause 52.217-9 Option to Extend the Term of the Contract also the government reserves the right to extend the period of performance for up to 6 months. CLIN’s 0001 thru 0021 are for the base year period from 22 August 2017 through 21August 2018. (These dates are estimated and will be changed upon award to reflect actual dates) clines 1001 thru 1021 are for the first option year period from 22 August 2018 through 21August 2019.
CLIN’s 2001 thru 2021 are for the second option year period from 22 August 2019 through 21August 2020.
CLIN’s 3001 thru 3021 are for the third option year period from 22 August 2020 through 21August 2021
CLIN’s 4001 thru 4021 are for the fourth option year period from 22 August 2021 through 21August 2022.
5.4 Principle Features
Remove and dispose of carpet.
Remove and dispose cove base/transition strips/stair nosing’s
Prepare floor surface.
Apply adhesives.
Install carpet/transition strips
Install cove base.
Install stair nosing’s.
5.4.1 The above outline of principle features of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, supervision and equipment required to fulfill the intent of these specifications referred to herein.
5.4.2 Preliminary Site Investigation: Prior to issuance of the task order, the Contracting Officer’s Representative shall schedule a preliminary site visit with the Contractor to determine and jointly agree on the following:
Field measurements: quantities of materials needed Quantities for all CLINS are estimated.
Existing layout of office furniture locations Existing site conditions
Time required to complete each job.
5.4.3 Contract pricing per CLIN shall be considered full compensation. Work paid for under one CLIN shall not be paid under any other items.
5.4.4 Government personnel will disconnect and remove computers, associated hardware, electronic office equipment, and empty materials from bookcases, pack in cartons (for Contractor to remove and replace after services have been rendered) and remove personal property.
5.5 Face Carpet Materials
5.5.1 New carpet face materials shall contain a minimum of 25-100 percent of total recovered material content. The specification must meet "NSF/ANSI 140 Sustainability Assessment for Carpet" Gold Standard and follow the requirements of the EPA and USDA.
5.6 Carpet type and construction/composition: The following specifies the construction for carpet and are referenced in ASTM.
5.6.1 DPW prefers 24x24" modular tiles. Broadloom will be used for special circumstances/conditions. Broadloom should have the same standard requirements as the 24x24 tiles. Only one pattern type is required for broadloom and that is to match pattern type 1 as outlined in paragraph 5.6.10.
5.6.2 Carpet Thickness: The carpet thickness should follow ADA requirements and the Minimum carpet thickness shall be .130 inches with a Maximum Thickness of 1/2 inch (13mm).
5.6.3 Carpet shall be nylon.
5.6.4 Gage Stitches per 1/10 inch.
5.6.5 Per the CRI, the end-use application of a carpet will determine carpet wear classification and Appearance
Retention Rating (ARR). For commercial carpet, ARR evaluation is based on a 12,000-cycle Hexapod drum test performed in accordance with ASTM D5252, Standard Practice for the Operation of the Hexapod Drum Tester.
Commercial carpets proposed for this contract shall have a rating of: Heavy- 3.0–3.5 ARR.
5.6.6 Backing: Primary backing materials shall be those customarily used and accepted by the trade for each type of carpet.
5.6.7 Solution Dyed/Pre-dyed.
5.6.8 Pile Type Level-loop
5.6.9 Flammability--Smoke density shall be 450 or less in accordance with NFPA 258.
5.6.10 Color and Pattern- Contractor to provide two pattern types, preferably from the same manufacturer/collection and coordinated to each other. Both pattern types to be available in a minimum of 10 different color-ways that a customer may choose at the time of carpet replacement. Both patterns shall conform to the requirements listed in this document:
Pattern 1- Solid Pattern: Meant for private offices and areas where staining is not a high concern. This pattern may be “tone on tone” (a carpet pattern made by using two or more of the same hue) or a very small pattern using more than one color but still gives an overall impression of being solid. The broadloom option shall conform to the Pattern
1 standard.
Pattern 2- Medium Pattern: Meant for corridors, open offices spaces where staining is a concern. This pattern shall be multicolored with a linear, geometric, or organic design.
5.6.11 Stain Resistance- Stain resistance refers to the amount of stain absorbed into the fiber. Carpet should meet a minimum rating of 8 using the AATCC red 40 stain scale after 2 HWE (hot water extraction) using the AATCC 171, Carpets: Cleaning of; Hot Water Extraction Method, test method followed by the AATCC 175, Stain Resistance:
Pile Floor Coverings, stain test.
5.7. PRODUCTS:
5.7.1 ADHESIVES AND PRIMER- Adhesives and primers for installation of carpet shall be as required by the carpet manufacturer.
5.8 CARPET TRANSITIONS- Transition strips either vinyl or aluminum, shall be installed where floor covering material changes or carpet edge does not about a vertical surface. Aluminum transition shall be hammered surface, pin less clamp-down type, designed for the type of carpet being installed. Vinyl shall be a heavy-duty and designed for the type of carpet being installed.
5.9 VINYL COVE BASE
5.9.1 Base shall be vinyl conforming to FS SS-W-40. Minimum overall thickness of base shall be not less than
0.125-inch color as selected from manufacturer's full line. Cove style 4 inch and 6 inches. Base shall be furnished in a continuous run at four (4) foot intervals. Base pieces shorter than two feet (2’) shall not be installed.
5.10 CARPET CUSHION: Carpet cushion shall be 24 oz. Synthetic fiber.
5.11 STAIR NOSING: Nosing shall be a minimum of 2 ¼ inches x 2 inches. Vinyl shall be heavy duty.
5.12 INSTALLATION: Carpeting shall be installed in accordance with CRI 104 and the carpet manufacturer's instructions.
5.12.1 All work shall be performed by installers who are CFI certified. Type of installation required for this project is direct glue down according to accepted industry practice. Cutouts, as at door jambs, columns and ducts shall be neatly cut and fitted securely.
5.12.2 Seams at doorways shall be located parallel to and centered directly under doors. Seams shall not be perpendicular to doors or at pivot points.
5.12.2 Mechanical ventilation, personal protection and other safety precautions recommended by the manufacturer of the adhesive shall be followed. Mechanical ventilation shall continue for at least 24 hours following installation.
Contiguous carpeting shall be a product of the same dye lot.
5.12.3 Corrections in measurements made by the Contractor shall be at no additional cost to the Government.
5.12.4 Transportation of carpet within the jobsite shall be the responsibility of the Contractor.
5.12.5 Contractor shall be responsible for moving office furniture to the remove and reinstall carpet, and vinyl cove base. Note the end user/activity is responsible for unloading bookcases, desks, and related items. The contractor shall not move the aforementioned items until they have been properly configured. The intent is to preclude damages to government owned property and limit the contractor’s exposure to claims for damage. The contractor shall not be required to remove temporary walls, walls, room dividers or any such device /item that is permanently attached to an existing room structure i.e., a wall or floor. In offices and or areas configured with partitions and or cubes/modular furniture, the contractor is required to remove /move such items as needed to accomplish the Task
Order. As mentioned elsewhere, doors can and will be removed and reinstalled as required and or necessary.
Auditoriums, lecture halls or similar have their own requirements listed for removal of chairs that are attached to the floor. Water coolers, safes and any other item that is required to be moved to facilitate carpeting actions shall be moved by the contractor. A walk thru of the office area/ room/ designated location shall be performed in conjunction with the COR and Building or activity manager/supervisor before work commences. Plants and like items should be moved by the activity to preclude unintentional damage. If there are valuable items of art or other delicate or expensive items that are a high risk of damage if moved, then the activity shall move the item. The intent is to move furniture and such items and to minimize risk of damage because of being moved. If there is a question, the COR has the final say.
5.12.6 Traffic or movement of furniture or equipment in carpeted area shall not be permitted for 24 hours after installation.
5.12.7 Contractor shall remove and reinstall multi-seating arrangements in auditorium /lecture halls, chapels. Light strips on risers shall be replaced on an as needed basis.
5.13 EXECUTION and PREPARATORY WORK
5.13.1 Carpet shall not be installed on surfaces that are unsuitable and will prevent a proper installation. Holes, cracks, depressions, or rough areas shall be repaired using material recommended by the carpet or adhesive manufacturer.
5.13.2 Contractor shall verify that surfaces to receive carpet are thoroughly clean, dry, dust-free, and in a satisfactory condition to be carpeted.
5.13.3 Start of carpet installation shall be an indication of acceptance of the surfaces as being satisfactory for installing carpeting and the Contractor shall automatically assume the responsibility. The Contractor shall commence work on designated buildings and proceed with the work without interruption or delay and complete within the time specified in the task order schedule.
5.13.4 Should any major unit price work be authorized, the Contracting Officer may allow 3 additional workdays.
The amount of time allotted to working in the buildings may be extended, depending on the extent of patching work or removal and replacement of multi-seating arrangements required for each room/space, coordinated, and approved by the Contracting Officer. Only the Contracting Officer is authorized to make changes in the terms and conditions of the contract.
5.14 ACCEPTANCE PROVISIONS
5.14.1 Contractor shall be fully responsible for the removal and installation upon completing of each area.
Installation will be inspected and approved by the Contracting Officer Representative prior to acceptance.
5.14.2 Damaged and unacceptable portions of completed work shall be removed and replaced with new carpeting.
5.14.3 The method of payment for this contract shall be made thru Invoicing, Receipt, Acceptance and Property
Transfer (IRAPT) formerly known as Wide Area Workflow (WAWF). See DFARS Clause 252.232-7006 for details. Coordination shall be made with the COR to verify procedures.
5.14.4 Contract Pricing shall be considered full compensation. Work paid for under one CLIN shall not be paid under any other items. The Contract shall provide firm fixed pricing for all CLINS. The contract price for each item shall constitute full compensation for completion of the applicable task order.
5.15 CLEANING: Surfaces of new carpeting and adjacent surfaces shall be cleaned thoroughly. Equipment, surplus materials, and rubbish from work shall be removed from the site daily.
