In reviewing the technical requirements outlined for the monitor categories listed below, we have identified several specifications that appear to align with the features or marketing language of specific manufacturers. To promote broader competition and allow for technical compliant and cost-effective alternatives, we respectfully request that the government consider the following recommended revisions.

Each item below provides justification to either relax, revise, or remove individual requirements in support of fair and open competition.

Standard Flat Screen Monitor Definition

1. Request removal of the "1 x Security lock slot" requirement, as this feature is not universally documented in datasheets and may unnecessarily limit compliant offerings.

>> This is a standard feature and is used to prevent theft in multiple areas. This has been requested by multiple customers as a needed feature.

2. Recommend eliminating the "low-blue light support" requirement to avoid restricting competition based on proprietary features.

>> Low-blue light is a feature desired by multiple customers to reduce eyestrain for long term computer use. This feature was specifically requested.

3. Suggest removing the power usage specification, which is often excluded from standard datasheets and could limit viable solutions.

>> Please be more specific, I'm unclear on what product(s) this is in reference to.

4. Request acceptance of monitors with dimensions of 21.29 x 21.1 x 8.66 (W x D x H).

>> Screen sizes have been specifically requested by the customer, no change authorized.

5. Recommend allowing swivel adjustment capabilities of up to 30 degrees.

>> No, that is a reduction of 60 degrees which is unacceptable.

6. Request acceptance of devices offering height adjustment up to 4.7 inches.

>> Please provide which CLIN/product this is in reference to.

7. Request revising the "1 x DisplayPort output (HDCP 1.4, MST)" requirement to "1 x DisplayPort out" to increase flexibility.

>> HDCP capability with DisplayPort compatibility at version 1.4 has been specifically requested as a need to support mission capability.

8. Recommend revising cable length requirements to permit 5 ft lengths for power, DisplayPort, HDMI, and USB cables.

Standard Curved Screen Monitor Definition

1. Recommend adjusting the height adjustment requirement to allow for up to 4.7 inches.

>> That is a reduction of an inch and is outside of the tolerance of what was requested. Change not approved.

2. Request revision of the slant adjustment requirement to accommodate a range of -2 to +20 degrees.

>> That is a significant reduction in requested capability. No change authorized.

3. Recommend removing the "USB-C Hub KVM" feature, as it appears to reflect vendor-specific marketing language.

>> No, this is a specific requirement for classrooms, labs, and designed to reduce costs in other equipment. Change not authorized.

4. Request approval of 5 ft cable lengths for DisplayPort, HDMI, and USB connections.

>> This change is authorized.

5. Suggest removing the screen finish/coating requirement to prevent limiting competition based on undocumented features.

>> Coating is needed to help extend the life of the units when they are used in classroom or other settings where they may be inadvertently hit by other users or equipment. No change authorized.

6. Recommend removing "blue light adjustment" and "flicker-free panel" terminology, retaining only essential features such as VESA mounting support.

>> Blue light adjustment and flicker free are requirements for advanced graphic design and long duration work with this equipment. Advanced graphic capabilities are essential to the EDU mission, no change authorized.

7. Request acceptance of devices with dimensions of 31.8 x 9.5 x 22.1 inches (W x D x H).

8. Suggest removing power consumption wattage requirements, as they are often based on specific OEM claims and restrict flexibility.

USMA Directorate of Admissions (DAD)

1. Recommend removing the color gamut requirements referencing Rec 709 and P3, as they are overly restrictive and may already be inherently covered by broader specs.

>> This was specifically requested by the user, no change.

2. Request removal of port requirements such as HDCP 2.2, DisplayPort 1.4 Alt Mode, USB 3.2 Gen 2, 15W power delivery, and Battery Charging 1.2, as these appear tailored to specific OEM capabilities.

>> DisplayPort v1.4 is an industry standard as well as HDCP and USB 3.2 Gen2 modes. These are not custom requests. No change.

3. Recommend relaxing dimensional requirements to allow for monitors sized up to 45.2 x 16.55 x 22.38 inches (W x D x H).

>> Specifically requested by user. No change.

4. Request approval of monitors with integrated 5W speakers to broaden product eligibility.

>> 9W speakers deliver the sound required for this specific application per the user. No change authorized.

5. Recommend revising cable length requirements to allow 5 ft USB-C, USB-A, and DisplayPort cables.

>> This change is fine.

6. Suggest removing power draw wattage requirements to avoid excluding solutions based on OEM-specific energy claims.

>> Power consumption data may be removed but Energy Star qualification and manual on/off switch requirement must be present.

USMA - Office of the Dean

1. Recommend removing the 15W USB-C downstream power delivery requirement, which appears specific to one manufacturer.

>> This was specifically requested by the user to power equipment in this application. No change authorized.

2. Request revision of port requirements by eliminating the DisplayPort (HDCP 1.4), USB 3.2 upstream /downstream, and USB-C references. Suggest allowing 2 x USB 2.0 ports instead of 3 x USB 3.2 ports.

>> USB2.0 is not sufficient to support the data transfer speeds required in the application of this hardware. No change authorized.

3. Recommend adjusting the height adjustment requirement from 6" to 4.1" to include more eligible models.

>> The user specifically required the maximum adjustment to ensure that all users in classrooms and labs are able to adjust to their specific need without the procurement of additional furniture. No change authorized.

4. Suggest removing detailed power consumption specifications, which reflect manufacturer-specific data.

>> Power consumption data may be removed but Energy Star qualification and manual on/off switch requirement must be present.

5. Recommend making the security lock slot optional due to inconsistent documentation across manufacturers.

>> Security locks are used to prevent theft in common use areas. No change authorized.

6. Request allowance for devices that do not specify color gamut performance in datasheets.

>> No allowance allowed, color gamut performance is required in multiple classes where users are working with advanced graphics.

7. Recommend removing references to "eye comfort" or similar marketing-specific certifications.

>> This change is authorized.

8. Suggest allowing 5 ft cable lengths for DisplayPort, HDMI, and USB cables.

>> This change is authorized.

9. Recommend adjusting the height range requirement from 14-20" to allow devices between 14.33" and 19.55".

>> The USG sees no reason to reduce bidders in this area, the proposed specs are within the range provided. Bidders are welcome to submit the 14.33" and 19.55" as a possible item for consideration.

10. Request increasing the allowed depth from 7.2" to 8.6".

>> Given that many of these items will be used in classrooms and labs with limited space, this increase would cause issues with limited space for users with the depth increase and would not fit in existing furniture locations. No change authorized.

11. Recommend increasing the weight limit from 7 lbs. to 8.0 lbs.

>> Weight limit was specifically requested by customer.

27in Gaming Monitors - (Qty: 100)

1. Request the 99% sRGB color gamut specification be removed, as it is not typically provided in manufacturer datasheets and may exclude otherwise compliant solutions.

>> Given the intent of this product is for virtual reality training and immersive graphical situations, the color gamut specified is a requirement.

Marketing Laptop - (Qty:1)

1. The requirement currently states a minimum of 500 nits brightness or more. Based on the range of available commercial options, we respectfully request that this be relaxed to 400 nits, which would allow broader competition.

>> Given the requirement is for a wide range of lighting environments, the product must support usable capabilities in all of the lighting conditions under which it will be used. This requirement cannot be changed.

2. The term "InfinityEdge" appears to be proprietary to a specific OEM and may unintentionally limit competition. We respectfully request the use of a more generic term or remove the term altogether to ensure fairness across OEMs.

>> Concur. Please remove the term "InfinityEdge" as that limits competition.

We kindly ask for confirmation of receipt.

June 03, 2025--See attached

1. While Getac and Apple are clearly defined, I noticed that several specifications--particularly for the "Standard Lap"--only list the minimum required specs. Same for the unspecified brand monitors and peripherals. My assumption is that any manufacturer, such as Dell, HP, etc., that meets these specifications and CHESS approved would be considered for an award.

Can you please confirm if this assumption is correct?

ANSWER: Any computer that is required to sourced through CHESS (or match CHESS models /manufacturers) are explicitly listed within their descriptions. For the standard laptop, any TAA-compliant /889-compliant make/model that meets the salient specifications is welcome for bid-submission.

2. We are seeking clarification regarding the processor specifications for the GETAC rugged tablet CLIN. The referenced model in the solicitation directs us to a GETAC page that includes multiple CPU configuration options, such as:

Intel(r) Core(TM) i5-1235U Processor (Max. 4.4GHz, 12MB Cache) Intel(r) Core(TM) i5-1245U vPro(r) Processor (Max. 4.4GHz, 12MB Cache) Intel(r) Core(TM) i7-1255U Processor (Max. 4.7GHz, 12MB Cache) Intel(r) Core(TM) i7-1265U vPro(r) Processor (Max. 4.8GHz, 12MB Cache)

Given that these processors vary in core count, vPro support, and clock speed, could you kindly confirm:

Which specific processor configuration is required (e.g., i7 only, vPro preferred)?

Would any of the listed processors be considered technically acceptable under the solicitation's requirements?

ANSWER: The preferred selection is Intel(r) Core(TM) i7-1265U vPro(r) Processor (Max. 4.8GHz, 12MB Cache). I apologize for the confusion.

3. Is the Army open to partial bids, in which vendors are allowed to bid on only what they are able to and authorized to sell?

ANSWER: --ALL or NOTHING
