QUESTIONS AND ANSWERS 1

RFI Response – Solid Waste Management Services 22 March 2024

Robert Bailey – PM

RFI: Solid Waste Management Services, Directorate of Public Works, West Point, NY

Questions:

1. In the General Instructions, Section C Proposal Preparation/Content Instructions,

2. Proposal Format:

a. Is only ONE (1) Hard Copy of each Volume required?

Yes, only one (1) Hard Copy of each volume is required per the table identified in paragraph C. Proposal Preparation/Content Instructions of the 52.212-1(b) Instructions to Offerors - Commercial Items ADDENDUM.

b. As CD-ROMs are more challenging to obtain these days, is a thumb drive an acceptable alternative to the CD-ROM Requirement?

Thumb drives are not authorized.

2. Section C Proposal Preparation/Content Instructions, 3 Proposal Content, (c) Volume III - Factor 2 - Past Performance. It states that "The Offeror is requested to submit the Volume III - Past Performance not later than 21 calendar days, after the RFP issuance date to the Contract Specialist at the address specified in 52.212-1 ADDENDUM, Instructions to Offerors of the solicitation."

a. Are we to submit a HARD COPY and CD-ROM of Volume III - Factor 2 - Past Performance on March 28th or is this requirement an electronic (emailed) submission only?

The Offeror is requested to submit the Volume III - Past Performance no later than 21 calendar days, after the RFP issuance date to the Contract Specialist at the physical mailing address specified in 52.212-1 ADDENDUM, Instructions to Offerors of the solicitation.

b. If a HARD Copy and CD-ROM of this volume is required on this early submission date, are we to assume the submission on April 8th is for the remaining three volumes: Volume I - General, Volume II - Factor 1 - Mission Capability, and Volume IV - Factor 3 - Price and should NOT include Volume III?

Yes. Volume III, Past performance is the only early submission volume.

All other volumes are due by the Offer Due Date and time listed in block 8.

of the solicitation.

3. Please Clarify: On the Past Performance Questionnaire, Attachment 4 that is to be sent to evaluators, Is the Offeror required to complete Section 1, Section 2, Section 3, and Section 4 Part 1 a and b and then send to evaluators to complete Section 4 Part 2?

Offerors shall provide a Past Performance Questionnaire, Attachment 4, for each project listed in the Experience Overview Sheet, Attachment 3. Offeror(s) shall ensure that Past Performance Questionnaire(s) for all Teaming Partner and/or Joint Venture Partner are completed. A copy of each questionnaire sent out, is to be submitted as evidence that the questionnaires were sent out as directed.

For the contracts identified on each Specific Relevant Contract Reference, the Offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts.

Section 1 identifies the contract you would like the evaluator to comment on.

Section 2 identifies the customer of agency the contract was for. Section 3 identifies the evaluators information. Anyone with the appropriate knowledge of the contract you would like to submit can complete those sections.

Part I a and b must be completed by the Offeror.

Part II must be completed by the point of contact – respondent of the contract who can provide candid responses regarding their knowledge of or experience with the Offeror and quality of services provided.

4. Please reference the following sections for these questions: General Instructions, Section C Proposal Preparation/Content Instructions, 2. Proposal Format, (b) and (e), as well as 3. Proposal Content (c) Volume III-Factor 2- Past Performance, (4), (3) Tab C.

a. TAB C requires a copy of the Past Performance Questionnaires sent to evaluators. These Questionnaires included by the Offeror will not have Section 4 Part 2 completed. Is that correct?

Part II must be completed by the point of contact – respondent of the contract who can provide candid responses regarding their knowledge of or experience with the Offeror and quality of services provided.

b. As there are 9 pages to each questionnaire, are we to assume these DO NOT count toward our twenty (20) page limitation of this volume?

The questionnaires will not count against the specified page limit.

QUESTIONS AND ANSWERS 2

RFI Response – Solid Waste Management Services 26 April 2024

Robert Bailey – PM

RFI: Solid Waste Management Services, Directorate of Public Works, West Point, NY

Questions:

1. The instructions mention an excel spreadsheet (Attachment A). Attachment A was not found in the Attachment listing. Is the excel spreadsheet relevant? If so, please provide.

Attachment A has been provided as part of this amendment.

2. What was the amount the previous contract was awarded for?

Please submit a Freedom of Information Act request for all information regarding awarded contracts and pricing information.

3. Does the government currently utilize any Waste To Energy (WTE) facilities for solid waste disposal? No. To the COR’s knowledge there is no WTE facilities within the local area.

4. If the Contractor is required to transport recycling off-site to a transfer station or recycling facility that charges a per ton "tipping fee or processing fee" for recyclables, How should the Contractor get reimbursed for such costs? Would this go over 0019 and x018 Please see section 5.2.9.1. Monthly Summary Report of the PWS that describes how payments based on tipping fees charges are to be invoiced. The IGE Tonnage/Tipping Fee CLIN 0019 will cover most waste tonnage/tipping fees charges and this CLIN shall utilized to invoice for these waste services unless otherwise described in the PWS and IGE as for other specific waste services. Please carefully read the PWS to take notice of the specific materials and services that have their own CLIN’s and which shall include any tipping fee and/or disposal facility charges.

5. Will the Government allow the contractor to install "Contractor Owned" sensors onto Government Owned dumpsters to monitor the fill level of dumpsters?

Currently at this time, no. But this option can be further discussed, after award, by the Government (GOV) (to include all SME’s, the Contracting Office and the Government Legal Office) to discuss what may be in the GOV’s best interest.

6. Can the government provide an average waiting time, if any, for vehicles entering the Garrison proper and any applicable outlying areas where vehicles may be required to wait to show identification and/or be searched before entering?

Historically under normal daily services; entering the installation during normal duty hours and days there really isn’t any delays entering the installation check points or areas. There are higher secured areas that may take some slight delay to enter but even this is not usually long at all. There may be special events and activities that occur on occasion or seasonally that may delay some entry or affect the route services but the COR normally will forewarn the Contractor in advance so there is time to adjust, reroute and/or readjust. The Contractor employees must, at all times while providing services on the installation, have their Contractor Government ID’s visible at all times and their vehicle passes (where applicable) at the ready for when entering restricted areas. This will help prevent any delay or rejections of entering the installation or restricted area.

7. What is the nearest landfill or transfer station where MSW is currently taken? It will be the Contractor’s responsibility to find and use whichever certified disposal facility, transfer station (TS) and recycling center exist. All disposal sites must meet the Governments approval. The current disposal facilities being used varies based on the materials being disposed of within these sites. Please feel free to Google the area to see options based on material types that can be accepted at each. MSW taken to a local TS only = approx. 20 to 28 miles using two each local sites. The GOV SME cannot be held accountable for any unintentional inaccuracies with distances and the Contractor must assume these responsibilities with finding disposal destinations based on their own research and references.

8. What is the nearest recycling facility or transfer station where recyclables are currently taken? Please see the response to question 7. Since there are many various recyclable types of materials, there are several sites that accept these within the local area or outside of the local area. Depending on material, approx.

average = 15-28 miles.

9. What is the nearest compost facility where yard waste and wood waste is currently taken? Please see the response to question 7. Approx 15 miles.

10. What is the nearest compost facility where food waste is currently taken? Please see the response to question 7. TBD (these waste sites are becoming more available). Approx. 20-25 miles. New York State Department of Environmental Conversation (NYSDEC) has defined a 25-mile radius compliance standard for all food generators to comply within this radius, as a standard for waste disposal destinations. It has been determined by the NYSDEC that there are food waste disposal facilities within this radius.

11. Is the CLIN for landfill or transfer station disposal costs of MSW only or is this to be used for other disposal/tipping fees such as "single-stream recycling" tipping fees as well? Please see the answer to question 4. Single-Stream recycle tipping fees will be charged to the same CLIN as MSW.

12. Does this indicate that the Limitations on Subcontracting holds that 51% of the work needs to be completed by a small business or 100% of the work needs to be completed by a small business? Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (562111- Solid Waste Collection) for—

(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.

13. Does the current contract require the contractor to perform work in HIGHLY CLASSIFIED areas? If so, please provide those locations and the containers and frequency of service. Is there an average wait time for access? Normally the contract does not require accessibility to “Highly Classified” areas. The contract does require accessibility to specifically secured areas, as also described in the answer to question 6. The one area that is more highly secured than the normal installation areas, is the area known as “Central Area”. This area encompasses where the Military Cadet’s barracks and academics are located. This area has check points at each entrance where a security officer will check authorized vehicle passes and GOV ID’s each time entering the area. The COR will get all vehicle passes for each authorized vehicle that needs to enter this area and the Contractor will be required to get GOV ID’s for all employees that will provide services on the installation. Waiting times and entry may vary based on the event or area. Normally, as long as the Contractor has all passes and ID’s required, there is no waiting times other than long enough to have these documents checked and approved for entering.

14. It states that the PM must be on-site and available during normal business hours.

Does the "on-site" requirement of the PM mean the PM needs to be able to come on-site when requested or does this mean the government expects the PM to be working on-site 5 days a week? In reference to Section 1.7.8.5.1 Page 9: The PM does not have to be physically on-site unless requested or required based on specific circumstances. The PM Must be available during normal duty hours and days by phone and/or email OR physically if requested and/or required when needed. The PWS has been edited to now state “shall be present and on-site if and when required and/or needed,….”

15. For containers located at Bldg. 1379, please provide historical averages of how many times per month these containers are serviced:

a. 40cyd roll-off for C&D

b. 40cyd roll-off for Bulk Junk Waste

c. 30cyd roll-off for metal

d. 20cyd break-away for used tires Servicing of these containers depends on the fill levels and how quickly they get filled to capacity. The metal and C&D/Bulk Waste containers are serviced more often than the used tires or refrigerant appliance containers. The C&D/Bulk Waste containers, being the most active containers (2 each), can be serviced anywhere from three times a week to once a week each. The metal container approx. once a week to once every two weeks. The Tires and Refrigerant Appliance containers once a month to once every two or three months. Please note that these are approximations and servicing of these containers strongly varies based on activities and authorized users.

16. For equipment removed from service and stored, will the government allow the contractor to clean and sanitize said equipment in the yard of 1379/1378? This will be handled on a case by case, depending on the circumstances and conditions. No Government properties, unless otherwise decided, are available for allowance of cleaning and sanitizing. If any allowance is authorized, the Contractor shall submit an environmental plan that ensures no Government properties, or the environment will be impacted or polluted. The plan shall include the Contractor’s ability to ensure protection of Government properties and the ability to contain, capture and dispose of all water, run-off, cleaning compounds and chemicals. The Contractor shall provide all Safety Data Sheets (SDS’s) of all cleaners and compounds being used. Please also refer to Section 5.2.4.12 Page 38 for more information on the container cleaning schedule and responsibilities.

17. Will the government allow the contractor to utilize bldg. 1379 for the performance of the contract related recycling services? No.

18. If the Government allows the Contractor to use bldg. 1379 for the performance of the contract related recycling services: As stated under Q-17, building 1379 will not be allowed for use under this contract.

a. Will the Government allow the Contractor use of the government owned recycling equipment (i.e. paper shredders, balers, conveyor system, compactors, etc.)? N/A

b. Is there room in bldg. 1379 for storage of baled material? No.

c. If storage space is needed for baled material, will the government allow the contractor to place Conex boxes in the yard to store baled material? Bales removed from the various building/facilities where cardboard balers are located, are the responsibility of the Contractor to pick-up, remove and dispose as reflected in Section 5.2.3.1. Page 33. No waste or recycle materials can be stored on GOV properties except what is already approved through our normal operations. Building 1378, 1379 and properties cannot be used as a transfer station or recycle center.

d. Will the utilities needed to operate the recycling center (bldg. 1379) and the equipment be provided by the government? N/A

e. Are there any operating permits that will need to be obtained if bldg. 1379 is used by the contractor? If so, will the government be responsible for these permits or will these fall to the contractor? N/A

f. It states the staging site and use of bldgs. 1378 and 1379 can be eliminated at the discretion of the Government without notice. If this occurs during the performance of the contract, what timeframe of notice will be given to vacate the properties and will the Government work with the Contractor to provide another suitable facility? Building 1379 is not a facility for the Contractor’s use. But for the other properties surrounding these building and the building 1378 office space (as described in the PWS), it is not foreseen that these circumstances will occur during the life of the contract. BUT, If this does occur for some reason, ample time shall be considered for the Contractor to be able to adjust. Please note that building 1378 will be given the Contractor for usage as office space, only. These operations, except for the Contractor’s approved office space, also affect the GOV interest and planning such a change of these operations shall be strongly discussed and considered before any changes occur. Overall, consideration to the contractor shall be taken into account.

19. Will the government allow the contractor to park contractor owned vehicles at bldg. 1379 when not in use (after hours and on weekends) as long as said vehicles are empty of any materials? This will be considered on a case by case, depending on the circumstances and conditions. Under normal daily activities,

no. Please see Section 3.1 General Page 23. This describes the usage of these properties during special event services.

20. Can the government provide an estimate of the square footage needing to be maintained for snow and ice removal surrounding Building 1378? The Contractor shall only be responsible for snow and ice removal and clean-up around the office space/building being used so their administrator/coordinator can safely gain access to their work site. This may include the walkway/s to the entrance of the office and building doorways and Contractor used parking spaces. This property, to include the COR’s office Building 1379 and Building 1378, are considered secondary weather event priorities and the GOV DPW snow removal team does not plow immediately so it is up to us to manage our accessibility into our work sites. This will include whatever it takes to ensure mission requirements. The COR will snow blow and clean-up as needed and as best as able, but the Contractor will also be required to clean-up their office area and parking spaces as needed to meet their mission.

21. Section 3.3.3 states that "A separate CLIN has been established to address part replacement. A limit Not To Exceed (NTE) $5,000 per year…" Should the Contractor put $5,000.00 in for CLIN 0020 and x019 since this amount is unknown depending on the parts, supplies, materials, etc. and the government has allocated a $5,000.00 limit per year? This CLIN shall be used for parts only and before any part replacement is accomplished, the Contractor shall discuss the need to replace a specific part with the COR and get approval. The GOV does have limited parts and materials in stock for repairs. This is a NTE $5K per option year but if at any time a part cost comes above this limit or if the $5K has been exhausted before year end, other options shall be put forth to satisfy the requirement. All service technician hourly charges shall be charged to the CLIN addressing this hourly cost.

22. This section mentions TE-6-Government Owned Equipment Maintenance Schedule. This was not found in the list of attachments. Please provide. As stated in this Section and paragraph; The maintenance schedule shall be created between the Contractor and COR. The contractor shall provide a schedule to be discussed and approved by the COR. SME removed the reference to “see paragraph 8.6., TE-6…..”.

23. Is all container maintenance, including painting and welding, allowed to be performed on-site at Building 1379? Building 1379 will not be available to the Contractor. The properties surrounding this building may be used for specific task, depending on the circumstances and COR approval. This will be considered on a case by case, depending on the circumstances and conditions.

Any painting of equipment will not be allowed on GOV properties, other than possibly minor touch-up and this will require COR approval upon further discussion before any work is to be performed. Welding may possibly be approved depending on the circumstances and urgency. Any/all welding requires COR preapproval and the need for gaining a “burn permit” from the West Point Fire Department (WPFD). If welding is required and approved on-site, the COR will assist the Contractor with directions and WPFD point of contacts (POC’s) to retrieve the “burn permit”.

24. Does the government allow for the utilization of refurbished replacement parts, to include compactor parts? This will be considered on a case by case, depending on the circumstances and conditions. Please also see Section 3.3.3 Page 25 describing the requirement to adhere to the manufacturer’s specifications.

25. Additional Contractor Roll-Off Containers. It states that additional Contractor Owned roll-offs may be needed from time to time to perform the required work if all Government Owned roll-offs are exhausted.

a. What CLIN would this cost go under if this is a requirement of the government and approved by the KO? Please refer to the CLIN 0011 or as described as “Provide additional refuse and recycle roll-off containers”.

b. Please provide a historical number of "Contractor Owned Roll-Offs" that have been required at any one time in the past? Approx. One to four on rare occasions. This most often occurs in May around the time the Cadets start summer training and USMA Cadet Graduation weeks come about but it can occur at different times and at any given time. Please hold no exact limit on the need for the contractor to support this service. It truly depends on the circumstances. The count of one to four is an approximation only. The COR first tries to satisfy all situations using Government owned roll-offs and containers before seeking contractor owned equipment.

26. It states that the Contractor shall pay all applicable fees associated with disposal to be reimbursed monthly based on documented receipts and completed Form DA 3917, Refuse Collection and Disposal.

a. In reference to CLIN 0019 and x018, since tipping fees can vary widely depending on commodity type, should CLIN 0019 and x018 Tonnage/Tipping Fee be considered a pass-through cost or should this be a cost set by the contractor to cover the varying costs for disposal? The tipping fee CLIN covers all wastes tonnage/tipping fee cost except for those types of waste services where the tipping fees shall be included in the cost under the CLIN associated with this service. Please also refer to the answer to Question (Q) 4.

b. If this is to be a reimbursable cost, will the government set the per ton rate for CLIN 0019 and x018, so all parties are utilizing the same cost per ton in their pricing structure for bidding purposes? The tipping fee CLIN will be the CLIN used for payment of the waste tipping/tonnage fees as also described in the answer to Q-4 & Q-26a.

c. Would the government verify that tipping fees incurred for single-stream recycling taken to an off-site third-party recycling center would be reimbursed to the contractor under CLIN 0019 and x018 Tonnage/Tipping Fee? Single stream (or co-mingled) recyclables’ tipping/tonnage fee cost will be invoiced and paid using the CLIN 0019 or as described as “Tonnage/Tipping Fee”.

27. Please clarify what is meant by "The Contractor shall track and report to the COR/ACOR all container weights and number of services per week." Is the Contractor required to weigh and document each separate container at each pickup (i.e. residential, litter cans, front-load dumpsters, etc.)? Does the Government have an example of this requirement? Please refer to Section 5.2.9 and specifically Sections 5.2.9.1 and 5.2.9.7. The Government requires a weight ticket, as described in these sections, for all waste removed and disposed of at a certified disposal site or transfer station. The contractor is not required to weigh all individual containers as they are emptied along the routes. The Contractor MUST receive a weight ticket issued from each disposal facility/transfer station and provide these tickets to the COR monthly and prior to invoicing. Please also refer to Section 5.2.2 Schedules that describes the schedules required and which reflects documentation of the routes and containers. These schedules will show how many times all containers are serviced. The Contractor shall also provide a monthly report as described in Section 5.2.9 pages 43 and 44.

28. Please provide historical averages of how many times per month these containers are serviced: Please refer to Technical Exhibit I for historical information. The containers mentioned vary with servicing as they are very dependent on the activities they support and how busy these sites are at any given time. All containers mention below (a, b, c) usually are emptied on a “as needed” basis and upon receiving a call from the generators since they normally do not fill up on a weekly basis. Please note these services are approximations and are capable of change.

a. 20cyd roll-off for scrap metal at Motor Pool Approx 3 to 4 times a year

b. 20cyd break-away for scrap metal at Auto Craft Shop Approx 1 time a year

c. 20cyd break-away for used tires at Motor Pool Approx 1 time every 2 to 3 months.

29. It states that Seasonal and special events recycling/refuse services will be included in the common level of services… at no additional cost to the government, unless otherwise specified based on each event. Can the government provide historical expectations of seasonal and special event refuse and recycling services that would be considered "common level" and outside the scope of work for CLINs x003 Special Events Refuse and x004 Special Events Recycling? Please refer to Section 5.2.6.2 and Technical Exhibit I Historical Special Event Schedule. Common level of service (CLS) includes all services that is provided during normal business days and hours. Events that fall within a weekend or holiday fall outside of the CLS. These events that fall outside of the CLS could total approx. 6 to 10 each. The SME has edited Section 5.2.6.2 with better clarification on the “at no additional cost to the government” statement.

30. Please clarify what Special Events are to be invoiced against these CLINs as it is unclear based on the wording on other areas of the PWS such as section 5.2.2.3 Government Building Recycling Services and Government Building Refuse Services. Please refer to Section 5.2.6 and 5.2.8. Section 5.2.2.3 refers to the normal trash and recycling common level of services and to special events that occur during normal business days and hours. All special events that occur will be identified by the COR prior to the event and the COR will notify and discuss each with the contractor. Normally a Calander of Events is provided to the COR for the year and the COR will also provide this information to the contractor.

Please also refer to Tech Exhibit I Historical Special Event Schedule to view an example of possible special events that can occur throughout each year. The SME edited Section 5.2.2.3 to better clarify the “special services that fall during normal business days and hours” event statement.

31. For each of these CLINs, the Unit indicates "Each". Please clarify exactly what the scope of work is for this as the Special Events list shows various types of equipment and manpower needed depending on the event and this will be difficult to price out as some Special Events may cost significantly more than other events, as there are varying requirements for special events that vary greatly in price depending on equipment and labor requirements. Would the government consider changing the Unit to "month" to accommodate the varying needs throughout the year? Since all special events occur on occasion and not on a monthly basis, the unit of issue must identify as per each event. All special events usually only require the same level of servicing which normally requires either/or a litter route truck with a driver/services tech, a front/rear load truck with a driver, a roll-off truck with a driver or possibly a truck capable of delivering frontload dumpsters and whatever is needed to be able to provide the services to empty whichever type of trash and/or recycle containers being used to support each event. Please refer to Section 5.2.6 and 5.2.8 for a description of special event service requirements.

32. CLIN x002 Quantity indicates 11 months. Is this correct or is this supposed to be 12 months? All CLIN’s that reflect a monthly service will be for a 12-month period except for the two CLIN’s (0008 & 0009) used for the “Seasonal Range and Camp Services” refuse & recycling. These two CLIN’s (0008 & 0009) require a 7-month service period per year. Please note CLIN 0002 as shown on the SWS intentionally reflects a 11-month period to accommodate the base year CLIN 0001 Phase-In period.

33. It states that "Additional litter and recycle can placement, if determined to be outside of the common level of services, shall be charged to the CLIN titled "Provide Additional Refuse & Recycle Can and Totes". There is currently no such CLIN. Is this supposed to refer to CLIN 0015 and x014 Refuse and Recycle Cans and Totes? Yes, CLIN 0015 is to be used for this service. The Description shown in your view of the solicitation SWS had apparently been shortened. The full CLIN description shall read “Provide additional refuse and recycle cans & totes”.

34. Please clarify the scope of work for this CLIN as the Unit and Quantity indicate 50 EACH (i.e. placement/delivery, pickup, loading, transportation, additional manpower, servicing, empty & returns, removal, etc.)? Is this CLIN intended to cover "Additional Pickups for Cans and Totes"? Please refer to Section 5.2.2.3 “Litter and Recycle Can Services” on page 33. The quantity number is an estimated amount based on possible services that may apply to this CLIN. The scope of work covered under this CLIN includes, but not limited to, the movements as described.

35. 5.2.3.1.1 Cardboard and CLINs 0016 and x015

a. Is only baled cardboard picked up to be billed under these CLINs? Yes. All other cardboard handling outside of the baled services shall be charged to the CLIN’s associated to this service.

b. What is the typical size and weight of the bales described in this section? Size = approx. 4’Wx4’Dx3’H. Single bale weight unknown.

c. The quantity indicates 350, therefore are we to assume that we will be picking up approximately 29 to 30 bales per month? Possibly. The number of 350 is an estimated count.

d. How many bales can each of these locations "store" before pickup is required?

There are only 3 current sites that use a cardboard baler. The Cadet Mess Hall is the most active and we normally pick up these bales when they reach approx. 2 to 6 each and we currently remove them every Mon-Wed-Fri. The USMAPS bales and the Mahan Hall bales are on a “as needed” basis and we remove these one or two bales at a time every few times a year.

e. Based on historical records, how often (times per week or month) is bale service required for each of these locations? Please see answer to (d.)

36. 5.2.3.1.2 Bulk Items

a. Is this work supposed to be billed on CLINs 0013 and x012? Yes. CLIN as described “Bulk Pick-up Services”.

b. Pickup of bulk items placed at collection stations or outside of refuse containers are to be considered outside of the common level of service? No

37. To what CLIN should the cost for managing these items and transporting them to a certified CFC recycler be allocated? Assuming this question refers to the handling of appliances and equipment that contain refrigerant; Base Year CLIN 0006 or as titled “Gov’t Bldg. Recycling Services”.

38. Please provide the annual historical quantity of hazardous items containing

CFC? This varies depending on generator activities. The container is emptied approx. once every 2 months to as long as once every 4 months. Items range from window size A/C’s to stand-up commercial freezers. Obviously depending on the size of the equipment will determine the room/space occupied within the container and how often it may need to be emptied.

39. It states “deliver said equipment to a certified CFC recycler". Does the government have a specified vendor to use or is the vendor choice up to the contractor? Please see Section 5.2.3.1.3. The GOV does not dictate where waste shall be taken as long as all disposal sites meet the required certifications to accept the waste and all are licensed and certified by the state and all regulatory agencies governing solid waste disposal site regulations and laws. In this case, the site that will accept CFC’s must have a certified CFC reclaimer/recovery tech and documentation that all equipment containing CFC’s are reclaimed and handled by the appropriate laws and regulations governing proper reclamation and recovery for disposal.

40. 5.2.3.1.3 Hazardous Items

a. Is the contractor required to absorb costs to remove refrigerants from appliances or will the government reimburse this cost? The government will not accept or reimburse for this cost. Currently, these items are taken to a local certified facility that handles the refrigerant recovery on site and at no additional cost to the government.

b. If the government allows for reimbursement, which CLIN should be used? N/A

c. If the contractor is required to absorb the cost, can the contractor deduct this cost from the metal rebates? No

41. Can the government explain the purpose of the requirement for inspection of the metal roll-offs prior to transport? Is there anything specific the contractor is required to do in order to comply with this requirement? The scrap metal containers are government owned and inspected almost on a daily basis by the COR to ensure generators are disposing of waste appropriately. Since the government will be receiving revenue from this roll-off, inspection is necessary to ensure proper scrap metal waste is being placed inside and the containers are full to meet the most efficient load possible before delivery to the recycler. This is not particularly a critical effort, and the contractor does not need to provide any specific services to meet this statement.

42. Is the COR/ACOR readily available in order to inspect the 3 scrap metal roll-off containers to ensure seamless pick up of these roll-off containers? Yes. Please note that there is only one each scrap metal roll-off that is emptied, as needed, and returned. But there is also 2 each Bulk/C&D waste containers at this site as well.

43. Which CLIN should be used for the cost of collecting, sorting, palletizing, shrink wrapping, transporting, and recycling of toner and electronics? Currently most of this task is accomplished by the government COR. Collection of all waste identified in the section SHALL BE the responsibility of the contractor. The provision and placement of government owned e-waste and toner cartridge waste collection containers SHALL BE accomplished by the contractor. The contractor shall ensure all collection containers are properly labeled to represent the type of waste being collected inside of it. The COR/SME has edited this section and removed, out of the SOW/PWS, the responsibility of the contract to be responsible for palletizing, containerizing for shipment and shrink-wrapping e-waste and toners. This will be the responsibility of the GOV.

44. Can the government provide an approximate tonnage per year for toner and for electronics recycled? The GOV collects approx. Less than 1000lbs toner cartridges per year and approx. 4 to 6 tons of e-waste per year. Please read answer to Q-43 for a better understanding of this service.

45. It states the Contractor shall place appropriately labeled toner/printer cartridge containers wherever needed in and around all Government facilities so the cartridges can be properly collected and recycled.

a. Does the Government provide these containers or is the Contractor responsible for providing these containers? The GOV provides all containers.

b. What container types, size, and quantity are currently used for this service?

96-gallon tote style containers. Please refer to Tech Exhibit I for a historical view of quantities of containers and sites.

c. What is the historical service level/pickup frequency for these items? Please refer to Tech Exhibit I.

d. Does the Government provide the required supplies for this service such as pallets and shrink wrap or is this to be supplied by the Contractor? Gov will supply this material and these supplies. Please see answer to Q-43

46. Please clarify the scope of work for this CLIN:

a. The materials included are wood waste, yard waste, and food waste? If referring CLIN 0012 or the CLIN described as “Organic Services” please read Section 5.2.3.1.7 “Organic Waste”; please see this section for clarification and description of responsibilities included under this CLIN. Please note that the stable waste services described under this section falls under its own CLIN (0010 or as described as “Stable Waste Services”). Also note that all residential organic services and yard waste will be accounted for under CLIN 0002 or as described as “Residential Refuse & Recycling Services”. Please refer to the “Food Waste” services as described under this section for clarification of services and CLIN usage.

b. Does the scope of work include all of the following: pickup/collection, management of organics yard, transportation, and disposal costs? Please refer to Section 5.2.3.1.7 to understand the full scope of services.

47. What is the historical tonnage of yard waste generated and collected for recycling? This is important if the Contractor is expected to absorb the cost for disposal. Common residential yard waste is fairly non-existent. Residents are required to place yard waste curbside, but it is very rare that they do this and historically we rarely remove any. There is always a possibility that this could change and become more active but there are no historical records on tonnages removed because we have not needed to ever really support much residential yard waste.

48. Please clarify what the Government means by "The cost associated with the service should be equal to the same cost used to provide all common level of Government building refuse services."? Food waste services should be included within the cost and under the CLIN associated with servicing all government building trash containers. Currently all food waste is collected without separation of regular trash from the food waste located at all food waste generator sites.

When the government finalizes the preparations to separate food waste from the generators’ sites containers, there will still be no extra effort for the contractor to service the food waste and the trash containers at each site. Rather than having all waste go it to one container, as currently the case, the contractor shall empty two containers at each site. Same tonnages will be present and there will be no extra effort by the contractor once these wastes are separated. This can be further discussed once the GOV is ready to separate food waste from the trash stream and once all sites are properly equipped to separate food from trash.

49. How is the government currently managing food waste? What type, size, and quantity of containers are used? What is the frequency of service? As described above in Q-48; the GOV currently does not have a food waste program in place.

There is no food waste separation occurring and no food waste containers on site. This is a work in progress, so the USAG West Point can comply with the NYS food waste and diversion regulation. But this program will take place during this contract award timeline. Please read Section 5.2.3.1.7 “Food Waste” for a description of services and generator sites.

50. What is the historical tonnage of food waste generated and collected for recycling? This is important if the Contractor is expected to absorb the cost for disposal. Please see answer to Q-49.

51. Can the government provide guidance on which CLIN to use for the cost of food waste disposal? When the GOV implements a food waste program and the services start, CLIN 0006 or as described as “Govt Bldg. Refuse Services” will be used but please see the answer to Q-48. There should be no additional cost associated with these services as it will not require the contractor to provide any extra services that they are not already accomplishing under this CLIN. Food waste is already being removed and disposed of except it’s all currently mixed with the trash at each generator site and it’s all going in to one container instead of eventually going in to two containers.

52. It states that wood shall be collected and chipped. Does the government provide a woodchipper? Can wood chipping be done on location or is it required to be performed off-site? The GOV does not and will not provide a woodchipper for wood not already chipped. This will be the responsibility of the contractor if they chose to chip the logs and stumps. Yes, wood chipping can be accomplished on site as long as the contractor understands the liabilities and the fact that they hold all responsibilities to ensure safe practices and protection of persons and properties.

53. Can the government indicate which, if any, additional entities are allowed to drop off wood and/or landscape materials to the organic materials collection location?

This organic site is for government authorized use only. No contractors or Military housing residential usage. No other townships are authorized usage. The COR monitors this property and authorizes usage.

54. Is the contractor only required to pick up wood/organics from residential locations and all other wood waste is collected at the staging site at Building 1379 or is the contractor required to pick up wood/organics at other government locations? The contractor is responsible for residential organics services. The contractor should not be required to remove raw or un-containerized organics from other GOV facilities or buildings but may need to provide, service/empty and remove containers to support organics being cleaned up at other sites.

55. Would the government please provide the monthly/annual tonnage of Stable

Waste so that the contractor can price accurately? This is important if the Contractor is expected to absorb the cost for disposal. Averaging the tonnage collected in Feb & Mar 2024; Feb = 3.5 tons & Mar = 3.9 tons.

56. In reference to container replacements; how many additional containers are kept in storage for use when repairs are required? Does the cost for repair and replacement referenced in “Deteriorated solid waste containers shall be replaced or repaired by the Contractor at no cost to the Government.” be attributed to CLIN 0018 and x017? The GOV has ample containers available of each size to accommodate swapping out while a container is going for repairs. CLIN 0018 or as described as “Equip. Maintenance, Repair & Replacement Serv.” Shall be used to charge labor hours needed to accomplish repairs. Section 5.2.4.9 has been edited by the SME to remove the stamen “at no cost to the government”.

Any repairs shall be chargeable to the CLIN 0018 or as described as “Equipment

Maintenance, Repair, & Replacement Services”. This is the hourly charge for labor.

57. a. How are food waste containers currently cleaned?

b. Is the Contractor allowed to clean food waste containers at the yard of bldg.

1379? No food waste containers currently exist. Onsite cleaning will be handled on a case by case, depending on the circumstances and conditions. Please also see the answer to Q-16.

58. Are the Special Events (with exception to Football) listed in the TE- I Historic Refuse Locations the events that are to be invoiced to the Special Events CLINs 0003 and x002 and 0004 and x003? Yes, most are identified in the technical exhibit. Please read Section 5.2.6 to understand the scope of services and invoicing.

59. Can the government provide the historical frequency/container size/number of hauls/tonnage for any required “special event” that is not included in the CLINs for special events? No. Each event may require different services to be provided and/or different containers to be serviced or provided. Most event examples are identified in the Tech Exhibit I but there may be on occasion events that are new and never occurred in prior years. It is very hard to identify this information as asked. The historical information found in Tech Exhibit I is approximate event accounts.

60. It states that "Extra Roll-off cost will include placement, transportation, and final removal per each request. Empty and returns of any roll-off container will be an additional charge and charged to the appropriate CLIN for empty and return services; see "Roll-Off Empty & Return" CLINs covering this service." Please clarify if the placement, transportation, and final removal of roll-offs is to be invoiced on CLIN 0011 and x010 Roll-Off Containers and the empty and return (if needed and requested) is to be invoiced on CLIN 0017 and x016. Yes. CLIN 0011 or as described as “Provide additional refuse and recycle roll-off containers” shall be for transporting, initial placement and final removal and final emptying of each. CLIN 0017 or as described as “Roll-off empty & return cost” shall be used for any empty & returns of the same container.

61. Can the government please indicate what the historic "common level" of service has been outside what is required for special events servicing for each container size? Many events fall during normal duty hours and days. The servicing of these events will fall under the CLS. Those that fall outside of business days and hours will not be considered a CLS. Looking at the Historical data as shown on Tech Exhibit I you can see an estimated count of events, numbers per year and dates where they may historically fall during the year.

62. The government references "CLIN Roll-Off and Dumpster On Call Services” however this CLIN is not provided in the SWS document, please advise. This is a typo mistake and has been addressed to correct. Phrase should state “see CLIN’s addressing “provide additional refuse and recycle roll-off containers” and/or “provide additional refuse and recycle dumpsters” for payment of ….”.
