RFIS QUESTIONS & ANSWERS
RFI-0001
RFI-0002 (2,3,4,5-COMBINED)
RFI-0006 FINAL
1. 1.2 Background: Will you let us know if the utilities will be installed by May 1st?
Should we quote both ways: 1. With utilities provided by client, and 2. Us providing all utilities
A. Contractor should provide all utilities NLT 1 May.
2. Will there be an additional site visit to survey the site to determine site prep work?
If so, when?
A. Due to time requirement constraints, there shall be no additional site visits conducted
3. Is the ground level? Has flooding been an issue?
A. The ground is partially level, but the back half of the parade field sits low and has dips. There has been issues in the past with flooding when it rains. Raised flooring is recommended as stated in the PWS.
4. 3.3.1 – Single Point of Access for Water and Power – Will there be only one access point for water for all assets.
A. Yes, the source is located on the parade field.
5. Can we park a fuel truck, potable water truck, and vacuum truck on-site to service the equipment?
A. Yes
6. Do the truck drivers need to take the Anti-terrorism course to deliver and service the assets?
A. Yes within 30-days prior to executing the service.
7. Will you identify the 150 remaining cadets that will stay for the second month of training? Will we be able to construct separate living quarters for them so we can demobilize our assets once the first month is complete (the 550 cadets leave)?
A. Yes the 150 cadets that will stay will be identified.
8. What is the approximate distance from Buckner Field to Range 3?
A. Approximately 2 miles
9. 1.6.8 Post Award Conference- does this need to be in person, or can it be done via Zoom or Teams?
A. Winning offeror MUST be present at the West Point contracting office for the Post Award Conference.
10. Does the Diesel need to be Red Dye or clear?
A. Red Dye
11. Can our regular drivers for services be given a pass to gain entry to West Point (propane, cleaning, etc.) if they are going to remain the same for the duration of the contract?
A. Drivers do not need to access West Point installation. All contract requirements are located in the training areas.
12. Will another size floor be acceptable to the USA ACC MICC? – We are meaning the height of the floor. We have a less expensive Dura-track that is commonly used for this application and is normal usage in the field -- these are interlocking plastic 4’ x 4’ 1.5 height (elevated). The total square feet will be the same--we just want to know if the commercial application will be acceptable and we can provide specifications.
A. Yes the commercial application is acceptable as long as the height requirement is met.
13. Para. 3.3.1. Para. 4.2.6. Did we get the government furnished utilities operational in time for last few years performances? In other words did we have the contractor or government provide the power source as tentatively planned here prior to start of contract/exercise (we understand this year may be different);
The Government is processing plan to install NLT 01 MAY, stepped down power, ending at wire of 370A for the 150kVA @ 120/208VAC, 3PH, 4W AND 900A for the 750kVA @ 277/480VAC, 3PH, 4W. Point of demarcation is at the service box on Buckner Parade Field… then If the Government cannot complete utilities installation, the contractor shall provide equipment and services for adequate power generation, water, and waste-water removal daily and/or as needed.
A. Yes, City Power and Light will provide electrical support If for some reason Power is not able to be supported by the Government, then the secondary option would be to have Generator support.
14. Between 18 Jun 2023 and 01 Jul 2023 will there be there any functions with the remaining tents and contractor provided facilities while in the down time between exercises?
A. No.
15. Para. 4.2.1. BPT reduce COVID schematic design requirement to 30 square feet per person. We are not really clear on this statement --Does this affect the mandatory 50 SF per person requirement?
A. No this does not affect the 50 SF per person requirement.
16. How much of the contract price was reduced the past few years for not meeting the PRS in the PWS?
A. In 2022 the contract price increased from 2021’s contract price.
17. Will a PDF proposal be adequate for this proposal or will you require the hard (paper) copies to be received by the deadline?
A. Please adhere to the solicitation instructions for submitting a proposal
18. how many hand washing stations will be required?
A. I’d recommend 8 x trailers (4 x latrine w/face bowl and 4 x showers). The number of trailers does not matter as long as the requirement is met:
Contractor shall provide temporary shower trailers and all necessary equipment to operate and service minimum two (2) 7-minute showers per person, per day, for 700 personnel from 12 MAY to 18 JUN 2023 and reduce structures ISO of 700 personnel to support 150 personnel from 01 JUL to 07 AUG 2023. Structures not used by the government that are left in place by the contractor will be at no cost to the government.
19. EST II site. Do they need raised, leveled flooring or is flooring that contour to the ground ok?
A. The parking lot asphalt is fairly level, the contractor can contour that as it will allow for a slight drain to the rear of the tent. The contractor will need to provide a rigid floor that can take the weight of the firing platform and will also be rigid enough to keep the screen and projectors fairly level.
20. Are fuel cells for the generator allowed? (Note: fuel cells are fuel containment vessels, some locations do not allow for this. They are not fuel trucks. They are filled and remain on site as an added source of fuel for the generators. Cuts down on the need for so many fuel deliveries and allows for an added source of fuel should they require it).
A. Submit RFI for in DPW—Support (title DPW Support). with details on the type of generators you plan to use: (size, number, use, est. run time, fuel type, est.
emissions).
21. How often will we have access to this location once operational? (Specifically the EST II site since it is restricted access)
A. You will have access to this site from 0700-1800. If you need access prior to the training, that can be coordinated with Range Control as well.
22. Is the 50 sq ft per Pax inclusive of the BPT COVID requirement?
A. Per the PWS, para 4.2.1, the 50 sq ft per pax is inclusive of the BPT COVID requirement
23. Is the current parade field condition how the contractor will receive it?
24. Is the condition the field was in during site survey the standard to which restoration will be based off of and how the customer would like the field returned?
A. Per para 3.3.1, Contractor must restore and repair the ground/field back to its original conditions upon removal of tents and flooring at the end of the contract.
25. Does the Berry Amendment apply?
A. YES
26. Does the customer expect all the gear to be removed and reinstalled for the option years?
27. If the equipment is being removed, does the customer expect the grounds to be restored every year?
28. Can the contractor lay gravel in the areas of the structures and leave it there if the customer is using option years?
A. Camp Site manager requests removal of gravel after the completion of the training period.
29. Are fuel prices expected to remain the same for the option years?
A. The government understands the fuel price is economy dependent.
30. What is the expected award date.
A. Before April 25th 2023
31. Could you provide a list of companies that attended the site survey on 03/09/2023.
A. List Shall be uploaded onto Sam.gov along with the amendments. it is the Offeror’s responsibility to periodically check the SAM.gov provided for any posted changes to this solicitation, and amendments.
32. Can non-US citizens enter the base if all the training and certifications are obtained as described in the PWS? Please describe the process required for installation access with personnel that are not US Citizens.
A. Contractor can check with West Point Visitor’s Center (845-938-2638) for clarification on this request. Location: 2107 New South Post Road, West Point, NY 10996. https://home.army.mil/westpoint/index.php/about/visitor-information
33. Contractor must restore and repair the ground/field back to its original condition upon removal of tents. If the contractor were to add gravel to improve the Camp Buckner site, can that gravel be left in place at the end of the contract, or would the expectation remain that the contractor will remove it at the end of the performance?
A. Camp Site manager requests removal of gravel after the completion of the training period.
34. Do all structures have to be Berry Compliant?
35. In case of a power outage/blackout from Government power utilities, do we need to provide backup generators? with secondary fuel containment to prevent spills?
36. Can Government clarify that only fans are needed for the billeting tents on the parade field? Or does Government consider HVAC inside the tents?
A. If HVAC is provided, fans are not needed.
37. I wanted to know if there is an incumbent for this contract and if so, what was the award amount previously?
A. Contract # W911SD-22-C-0002, Rekord Structures, $1,784,794.00
38. Pricing form in the PWS specifies the “Unit” as “months”. Does it mean that the unit price should be a monthly price? Or a total price per POP stated in 3.3.1.,4.2.1, 4.2.2.,4.2.3., 4.2.5, 4.2.6.? Can you please clarify how it should be structured?
A. The pricing structure is a daily rate for the entire period of performance
39. Can you provide the approximate dates for the Option 1 and Option 2 which needs to be priced? If the price must be total for number or days, how many days should we look at?
A. One year from Contract Award; Option one begins, one after option one; option two begins.
40. After conduction a site visit, we were under impression that the utilities (electrical and water) were in place. Will the Item No 0007 and 0006 be removed from the pricing or should they still be quoted?
A. These are OPTIONAL CLINs in the event they are needed.
41. In order to ensure fair and open competition, provide a fixed number of trailers, stalls, or ratio for latrines/showers per PAX, per Quotation Submittals 4.5. (Current OSHA standards are a 1:10 ratio for latrines and showers). The ambiguity in the SOW and answer to question 18. Amendment 1 will cause contractors to provide pricing for completely different quantities.
A. Per question 18 and the PWS para 4.2.2, 8-16 shower heads and stalls per trailer…. Should meet the requirement to support 700 PAX. One shower trailer and one latrine/wash bowl trailer will be used to support females only.
42. Under PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES, there are subsections for Billeting Tents, Shower Trailers, EST II Temporary Structures and
Generators, Cleaning Services, and Water Services, yet none for latrine trailers.
Can you provide a requirement description of all CLIN lines.

46. W911SD23R0073 PWS, Vol IV Price, Item numbers 0001, 1001, 2001--Page 46, 50,53--Amendment 0002 to solicitation W911SD23R0073 states that you required to receive a daily rental price per the entire POP.
For the daily rate it is suggested to have a breakdown per daily rental for 700 people billeting, daily rental with reduction to 150 people, mobilization rate and demobilization rate charged once per Billeting tents in each POP.
We strongly suggest including only daily prices without POP total at all and mobilization/ demobilization rates, that are being charged once as the actual POP dates might change each year.
But accepting the recommended Pricing structure, the Government will receive a full clarity of what services are being charged and how, as well as receive the lowest price offered.
A. Vendors shall provide pricing for the service dates ONLY APRIL – AUGUST for the Base, 1st Opt, and 2nd Opt
The Unit of Issue shall be revised to JOB to allow Vendor the capability to invoice as many times as possible against the CLIN during the Time of Service.

50. Thank you for publishing the updated Q&A document for the West Point opportunity. Is it possible to extend the deadline to Monday? We only have three days to review the answers and then hand deliver the quote. It will be extremely difficult to provide as accurate of a quote as we would like to provide you in the given time frame.
A. Extended UNTIL Monday 27th, 2023 12:00PM Eastern Standard Time (EST)
51. A key piece of information is missing from the Solicitation, how many shower heads are needed. Part 4 describes the items and services to be provided.
Specifically, it states that the successful offeror will be required to “provide temporary shower trailers and all necessary equipment to operate and service minimum two (2) 7-minute showers per person, per day, for 700 personnel from 12 MAY to 18 JUN 2023 and reduce structures ISO of 700 personnel to support 150 personnel from 01 JUL to 07 AUG 2023.” Solicitation § 4.2.2.
When asked for elaboration, the agency recommended “8 x trailers” and said “8- 16 shower heads and stalls per trailer . . . . Should meet the requirement to support 700 PAX.” Solicitation (Q&A) Nos. 18, 41.
This is ambiguous because eight trailers with eight showerheads a piece would equal 64 total showerheads. Using Occupational Safety and Health Administration (“OSHA”) standards of one shower for each 10 employees of each sex—29 C.F.R. § 1926.51(f)(4)(ii)—that could only serve 640 people. But eight trailers with 16 showerheads each would be able to serve twice that—a whopping 1,280.
The problem therefore is clear. By taking West Point at its word, the offeror may either undershoot or wildly overshoot the agency’s needs. Naturally, there is a large price difference between the two options as well. Thus, what offerors need to know is the required ratio of showerhead to person needed to meet the requirement.
If West Point intends to stick to the OSHA standard, it should say so. But, without knowing what standard is actually going to apply, offerors cannot intelligently compete.
A. Per this comment: Using Occupational Safety and Health Administration (“OSHA”) standards of one shower for each 10 employees of each sex—29 C.F.R. § 1926.51(f)(4)(ii)—that could only serve 640 people. Please let industry know that we will also abide by OSHA standards. Our overall headcount is 700, however only 600 will be of use during the first half of the summer and 100 will be in use during the second half of the summer. Therefore, one shower for each 10 x cadets will work.
In addition SOLICIATION HAS BEEN EXTENDED until March 30th, 2023 12:00PM Eastern Standard Time (EST).
