About this file
This is Amendment 0001 to a Request for Quotes (RFQ) solicitation W911SA26QA060, issued by the U.S. Army on February 6, 2026, for janitorial services at Fort McCoy, Wisconsin. The amendment addresses ten vendor questions clarifying contract terms and scope requirements. Key pricing clarifications indicate this is a Firm-Fixed Price contract with no maximum price cap or ceiling, the 6-month extension option is included in the Total Contract Value (TCV) for award evaluation purposes, and pricing is evaluated strictly on lowest TCV rather than individual Contract Line Item Numbers (CLINs). Offerors are not mandated to apply a specific annual escalation rate for option years and must independently calculate pricing for all option periods assuming inflation and market volatility risks.
Scope clarifications confirm that the total square footage to be serviced can be calculated using Attachment 06 (Drawings) and Attachment 07 (Task Frequency Room Chart), with No-Service (NS) designated areas excluded from labor calculations. The contractor must furnish all materials necessary to perform specified tasks, obtain mandatory AbilityOne supplies from the Procurement List at https://www.abilityone.gov, and consult the Performance Work Statement Part 4 for specific contractor-furnished items and services. Plumbing repairs are excluded as outside scope, covered under a separate facilities maintenance contract. No deep cleaning is authorized; the successful vendor must begin regular services based on current site conditions. A signed copy of the amendment must be submitted with the quote.

SUMMARY OF CHANGES
The purpose of Amendment 0001 is to Block 14 (Description of Amendment/Modification):
answer questions from vendors. All other terms and conditions of the solicitation remain unchanged. Please note a signed copy of the amendment must be submitted in addition to other requirements at time of quote.
Q1: Is there a maximum price cap or ceiling applicable to this solicitation, either at the CLIN level or for the Total Contract Value (Base Period plus all Option Periods and any 6-month extension under FAR 52.217-8)?
A1: This is a Firm-Fixed Price contract and there is no maximum price cap or ceiling at the CLIN level or Total Contract Value (TCV).
Q2: Will the 6-month extension option be included in the total evaluated price for award purposes, or is it priced for administrative purposes only?
A2: The 6-month extension is included in the TCV for award purposes.
Q3: Is pricing evaluated strictly on total contract value, or will individual CLINs be evaluated independently for price reasonableness?
A3: The pricing is evaluated strictly on lowest TCV, which includes the 6-month extension.
Q4: Are offerors expected to apply a specific annual escalation rate for option years, or may offerors propose escalation based on their GSA-compliant Economic Price Adjustment methodology?
A4: This Request for Quotes (RFQ) does not mandate an annual escalation factor. The Offeror must independently calculate pricing for all option periods assuming risk associated with inflation and market volatility.
Q5: Can the Government confirm the total gross square footage covered under this contract, as well as the approximate square footage subject to routine (weekly or more frequent) cleaning versus monthly or annual services?
A5: The total square footage to be serviced under this contract can be calculated using Attachment 06 - Drawings and Attachment 07 - Task Frequency Room Chart.
Q6: Are any areas shown on the drawings or task charts considered No-Service (NS) areas for routine cleaning that should be excluded from recurring labor calculations?
A6: Areas designated as No-Service (NS) on the provided drawings and task charts are excluded from labor calculations. This ensures the Government receives a price that eliminates costs for non-essential or out-of-scope zones.
Q7: For AbilityOne mandatory supplies, will the Government provide a specific Procurement List, or should the Contractor independently determine required AbilityOne items based on the
PWS?
A7: According to the Performance Work Statement (PWS) Part 4.1. Materials: The Contractor shall furnish all materials necessary to perform the tasks specified in Part 5. The Contractor shall obtain mandatory supplies to be provided for Government use under this contract from mandatory sources. The Procurement List may be accessed at: https://www.abilityone.gov.
W911SA26QA0600001
The Offeror is responsible for independently cross-referencing project needs against the Procurement List.
Q8: Is the Government responsible for ordering the toilet paper and paper towels for the latrines, or should those supplies be added to the vendor quote?
A8: Please see Performance Work Statement PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES for specifics.
Q9: During the bid walk I noticed multiple toilets that were inoperable. Would this be part of our responsibility or is there maintenance that would handle this?
A9: No. Plumbing repairs are covered under a separate facilities maintenance contract and are outside the scope of this solicitation.
Q10: Since this building has not been fully occupied since September of last year, we feel that this location will require a deep cleaning prior to regular scheduled services. Please advise.
A10: No deep cleaning is authorized. While there was a temporary lapse in janitorial services, the facility remained occupied and maintained. The successful vendor is expected to begin regular services based on current site conditions.
