Attachment 11 – Question and Answers ID017 Grounds Maintenance Services Solicitation W911SA22QA033

Q1. Are there trees on the property? If yes, how many and approximate size.

A1. Yes, there are trees on the property. There are around 22 trees between four (4) foot and eight (8) foot in diameter.

Q2. Are there shrub beds on the property? If yes, please specify an approximate total area of beds in square feet.

A2. Yes, there are shrub beds on the property. The square footage of the beds are roughly 300 square feet.

Q3. What are the standards for fence line weed abatement? Is 12" of bare soil on both sides of the fence the standard we want to achieve? Or are we just looking to do monthly sprays and keep things 'under control'?

A3. Please see PWS section 5.2.2.4. We do not specify the frequency.

Q4. Parking lot and hardscape weed control...is this a service we need to provide? If yes, this is a fairly regular service that needs to be done every 2-4 weeks to keep a neat and tidy appearance.

A4. Please see PWS section 5.2.2.5. We do not specify the frequency.

Q5. Is Aeration and De-thatching of lawn requested?

A5. This site only has Type 2, as specified on the drawing. The aeration is only required for Type 1, see PWS section 5.3.4.

Q6. Is the security clearance training/submission something we pay for or is it something the government initiates upon awarding of the contract?

A6. Training is at no cost and is available on-line as specified in PWS Section 1.7.

Q7. What does it take to become a DOD certified pesticide/herbicide applicator? Is there something more than having proper state level certifications? For example if we have the Professional applicator license for the state of ID we should be good?

A7. Professional applicator license for the state of ID is acceptable.

Q8. It looks like there is a check-in/check-out procedure, does that restrict the timing of performing the maintenance?

A8. Work is expected to be performed during the facility’s normal duty hours, typically M-F 0800-1700 hours, unless special arrangements have been made with the Facility Coordinator (Designated Representative) to work outside normal duty hours.

Q9. Do you have specific instructions on how you want the weeding, cutting done? Meaning can we weed by hand where needed? Torch the fence line? Up to our best practices?

A9. Per PWS Section 5.1.2 Areas that cannot be mowed shall be mechanically removed to appropriate height.

Q10. Are grass clippings to be mulched into the grass onsite or removed from site for disposal?

A10. Per PWS Section 5.2.2.6 : Visible grass clippings, windrows, clumps or any amount of cut grass dense enough to damage or destroy the underlying turf shall be removed after each mowing.

Q11. How would I go about adding equipment purchases to this proposal so that it's done the correct way? This contract has a base time frame of 1 year with the option of 4 additional years. Having brand new equipment designated to your contract would guarantee reliability in the long run. The goal is to purchase the equipment if my proposal is accepted. For government contracts, is it probable to have an initial financial installment for purchasing the necessary equipment? If not, I would have to factor in financing the equipment for the contract.

A11. No funds will be given to the contractor upfront to purchase equipment. Contractors are required to provide all labor, transportation, equipment, materials, supervision and items necessary to preform the services as part of their quoted price.

Q12. Regarding fertilizer, pesticides, and weed management. I couldn't find a description provided for those sorts of materials that are being requested, but I'm curious if they have been used in the past on this site. I want to add the quantities and materials necessary to cover those needs.

A12. We can not provide what was used in the past. It would vary and we do not specify quantities, products, or frequency but rather what the grounds should look like.
