1. Has any part of the Statement of Work (SOW) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?
A: The previous contract did not contain the emergency services CLIN or location TX092 Harlingen AFRC.
2. Has the government issued any CURE or Notice of Correction for pest control services over the past 24 months at this location?
A: We cannot speak to past performance of contractors.
3. Can the government clarify how many emergency service requests there have been in the past 24 months at the following locations?
A: The previous contract did not have the emergency services CLIN. Please see the revised Attachment 1 – Price Schedule for updated CLIN X002 that is a Not to Exceed CLIN of $10,000.00.
4. Can the government confirm the number of exterior rodent bait stations and interior rodent traps that are present? Will the government require these to be provided by the contractor upon award.
A: As this relates to performance of the previous contractor, we cannot provide a number of stations/traps. Per PWS Part 4 “The Contractor shall furnish all supplies, equipment, facilities, services, personal protection equipment (PPE,) and licenses required to perform successfully under this contract.”
5. During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?
A: Per FAR 52.212-2 (a)(i) “ This solicitation shall be evaluated by awarding to the quote that is the lowest price.
Price will not be assigned an adjectival rating; and will be evaluated to determine if the Contractor’s quoted price is fair and reasonable. Price shall be evaluated at estimated quantities multiplied times their respective unit price.”
