The following have been added by full text:
RESPONSE TO VENDOR QUESTIONS
Q1. Will vehicles need to be provided by the contracting company to be able to perform services required by this contract or are the government-provided vehicles sufficient?
A1. The government-provided vehicles are sufficient.
Q2. What type and quantity of aircraft are expected to be serviced each month?
A2. Most of the aircraft services deal with supporting a unit/aircrew. We support almost every type of military rotary-wing (RW), and up to a C-17 for fixed wing (FW). We typically dispense around 250,000 gallons of fuel a year (over 90% of this goes to the RW at an average of 200-300 gallons each). Most of aircraft services is ensuring the fuel is tested, fuel equipment is operational, and ensuring aircraft ground support equipment operational. Winter months vary due to the climate, but May through September are busy.
Additionally, the airfield crew checks the fuel from 1 April through 1 October every weekend, except holidays, and 1 October through 31 March we only check fuel with prior notification of a requirement.
Q3. What are the operational hours of the airfield tower?
A3. ATC Tower is open M-F 8:00 AM to 4:00 PM local time other times by NOTAM (Notice to Air Missions).
Q4. What are the airfield operating hours?
A4. Airfield is open 24-7, but Airfield Operations is staffed 7:30 AM to 4:00 PM local time.
Q5. How is this requirement being staffed currently? Is it with uniform personnel, and if so, how many?
A5. Currently staffed by non-uniformed services, two (2) personnel for Airfield Operations and two (2)
Personnel for Aircraft Services.
Q6. PWS Paragraph 1.5 - Are there specific hours that the contractor needs to physically provide staffing for on the weekend and are there workload estimates for weekend support?
A6. 1 April – 30 September Aircraft Service personnel rotate covering the testing of fuel each day (Sat/Sun) excluding Holidays. There are other times that aircraft may need more services, but that is on a Prior Permission Request (PPR) – 24 to 72 hours prior. During the winter (1 October – 31 March) the weekends fall into the PPR notification arena.
Q7. Will the contractor be required to provide cold weather gear to its employees?
A7. IAW PWS 1.2.1. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Airfield Base Operations, Airfield/Aircraft services to support transient units as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services in Part 3 of this PWS. Yes, all PPE for each position is required to be provided by the contractor.
Q8. Will the contractor be required to provide fuel spill kits or will the government provide them?
A8. The Government provides all spill kits.
Q9. Will the contractor be required to provide a Follow Me sign for transient aircraft/helicopters or does the government provide the signs on government vehicles for contractor use?
A9. The government provides vehicles that have lights and radios that communicate with the aircraft. There is not really a need for the sign(s).
Q10. Attachment 3 -Government Shared Airfield Equipment-The government is providing two 4X4 Cargo
Truck. What is the intended purpose of these vehicles that will be shared with government?
A10. Vehicles are provided to perform runway/taxiway status checks, assist aircraft to parking/loading/unloading ramp(s), and general-purpose tasks, i.e., security checks, wildlife deterrence actions, passenger arrival/departure movements, etc.
Q11. In accordance with ATP 4-43, will the contractor be required to provide two people when refueling from a tank vehicle or will the unit being supported provide a person at the operation for safety?
A11. Army Techniques Publication (ATP) 4-43 “provides doctrinal guidance and direction for United States
Army units conducting petroleum supply operations. The techniques provided in this publication are ways or methods that units can use to perform petroleum supply missions.” With that being stated we request a member to be there, but if unable then two personnel should be utilized for safety. This is of particular concern when conducting “over the wing” operations.
Q12. As a general rule, you should only receive fuel into one tank at a time, how many gallons of fuel does the
Fuel Storage tanks hold?
A12. The bulk storage area can handle 2 downloads simultaneously (with two airfield personnel on site). We have four 20,000-gallon tanks. Aircraft tanks vary tremendously.
Q13. Will the contractor be required to manage different types of petroleum products and if so, will separate handling systems for each type of petroleum product be provided or is this a unit responsibility?
A13. For aircraft, we only utilize JET-A (F-24) fuel.
Q14. The PWS does not clearly state what type of facilities will be utilized by the contractor for fuel support.
Will the facilities provided allow the operator the ability to remotely control individual tank pumps electronically at the tank, booster pump station, or delivery point?
A14. Each pump can be activated at the dispenser, or via control panel at the storage site.
Q15. How many pumps will the contractor be responsible for manning as the regulations require an operator must be at each pump when gasoline or jet fuel is issued?
A15. There are four dispensers with a related pump and tank. Not all stations are activated simultaneously. There may be a crew waiting period during heavy volume. Not sure what regulation is being referred to here.
Q16. Refueling can be accomplished with the aircraft engines turned on or running (hot or rapid refuel), with the aircraft engines operating off the auxiliary power unit (warm refuel), or with the aircraft engines turned off ( cold refuel), can you clarify which types of refuel the contractor will be responsible for?
A16. The contractor shall be responsible for all three types of refueling.
Q17. Will the contractor be responsible for Hot Refuel Safety gear or will the government provide this?
A17. The contractor shall provide Hot Refuel Safety gear for the contractor’s and subcontractor’s employees.
Q18. Will the contractor be required to staff more than one person per shift in the Airfield operations center to include management?
A18. Two (2) personnel are required to staff the operations center, this is to cover events of sickness, leave or when one (1) operations person is out dealing with other matters. IAW PWS 1.7.3. All shifts shall have a minimum of four (4) personnel per shift: two (2) base operation and two (2) airfield/aircraft services, supervised by a Site Lead daily.
