SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
QUESTIONS & ANSWERS
Q1) How big can the trailer be and can it be open top? Where does it specify the trailer specifications?
A1) Paragraph 5.1.1 for minimum trailer capacity. Also found in Paragraph 5.3.1. It will be the contractors responsibility to contain solid waste within the transport if open top. Trailer needs to have the capability of accepting waste from the Fort McCoy Trash Compactor.
Q2) The solicitation states avg. historical waste levels of 1,880 Tons per year. Is this correct?
A2) This solicitation is based on Pre-COVID-19 numbers on tonnage of Solid Waste hauled to the Monroe County landfill during a normal training season:
2014: 3,197 tons 2015: 1,370 tons 2016: 1,409 tons 2017: 1,750 tons 2018: 1,930 tons 2019: 1,624 tons
Q3) Under CLIN0001- Is this monthly cost on transportation no matter how many loads? Can it be billed by weight or per load?
A3) CLIN 0001 Is priced for all Personnel, Labor, Transportation, Equipment, Materials, Supervision and Other Items or services necessary to manage and perform refuse operations to include collection, transport, disposal and processing; in accordance with the Performance Work Statement, Task & Frequency chart and the terms and conditions of the solicitation and resultant contract. The contractor will furnish all supplies necessary to fulfill the Performance Work Statement. This will be a MONTHLY cost to provide the service. The Solid Waste Collection contractor currently operates during the hours of 0600 to 1430 M-F, and 0600-1200 Sat – Sun. These times can change during changes in mission requirement, but should be considered “normal operations” for quoting purposes. These times would relate to periods needed for loading of transport trailers. Refer to Paragraph 5.3.1 for further description.
Q4) CLIN0002- Would this be rate per ton x total tons or the total quantity billed as one figure?
A4) Monthly billing would directly reflect total tonnage/tipping fees delivered to the Waste to Energy Plant. This is a cost reimbursement CLIN. Price schedules will be updated for a Quantity of $95,000 to cover average tonnage quantity. This is described in paragraph 5.2.1.
Q5) CLIN0004- Is this the one-time cost for de-mobilization or is monthly cleaning also included?
A5) Please note the the CLIN numbering has been updated. This is now CLIN 0003. This is a ONE-TIME COST to include items as listed in paragraph 5.5.2. Monthly and routine cleaning as found in paragraph 5.3.3 should be covered under CLIN 0001.
Q6) I am trying to find the exact services, container sizes and frequency I should use to calculate the cost for the enclosed RFQ?
A6) Please read the entire Solicitation Document. Paragraph 5 and its sub-paragraphs should provide the information needed.
Q7) How clean does the bay need to be when work is done? Was it sufficiently clean at the site visit?
A7) Cleaning of Equipment and Occupied Areas: Contractor shall provide power washer for cleaning maintenance of solid waste receiving area (top and bottom and compactor receiving chute. Minimally, the areas shall be washed down monthly to remove any solid waste contaminate buildups. Contractor shall monitor for waste inside compactor facility, and clean-up as necessary to maintain a safe work environment. Contractor’s operator shall be responsible for calling in service orders to the DPW’s Work Reception desk for repairs, when deficiencies in equipment operation or facility occur.
Q8) I noticed that the clause for limitations on subcontracting was not checked. Does this mean we can subcontract 100% of the work?
A8) 52.219-14 Limitations on Subcontracting (Deviation 2021-O0008)(Sep 2021) is included in the solicitation in full text.
Q9) “When I contacted XCEL about taking the solid waste to their incinerator they asked what the makeup of the material will be and with the waste from the DFAC's they were concerned about the amount of food waste that would be brought in. They would like to run a test load of the material to be sure that the material would be suitable to burn. In the event that they would not take the material at their incinerator what would be the acceptable options for disposal? What would be an acceptable option for when the incinerator is down for a breakdown or scheduled downtime? Sorry for the late questions but the concerns the incinerator personnel have with the material makes me second guess they will take the material when the DFAC's are running full tilt with high troop loads.“ A9) Concern about Food Waste: Food waste will not be to the extent of which was there supporting the recent Afghan Mission. Actual food waste from training soldiers menu is considerably less, food is actually mostly consumed and additionally, two of our DFAC facilities have dehydrators for the waste prior to being placed in the dumpsters, further reducing the liquid content. Most of our waste comes from custodial and office products. Major events where all DFACs would be in operation are far and few between lasting for roughly 2 weeks in duration.
Event of incinerator shutdown or load refusal: DPW has reached out to LaCrosse County Landfill, and they will take our Solid Waste should it not be accepted by the waste to energy facility or if the waste to energy facility was down for maintenance. Tipping Fees are less for the government, and the transport distance from Fort McCoy to LaCrosse County is also less, should LaCrosse County be the contractor’s landfill of choice. Contractor will not solely rely on a landfill over a waste to energy facility. In accordance with PWS Part 1, The contractor shall work to reduce quantities of material disposed of in landfills by increasing diversion by any legal process that avoids landfill disposal.
