SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The following have been added by full text:

QUESTIONS AND ANSWERS

1. The boiler spec is wide open for long lasting boilers and short term boilers because of what the spec has listed. If you do not want a short term boiler in the spec please take a look at the attached. You can copy and paste what you would like from the spec and add it to yours. It would be good for you to take a look at it all but to pay special attention to sections 1.5, 2.1, and 2.3. Without adding some of this in your spec it opens you up to having inferior boilers installed. See question 1 attachment.

Government Response (1): Refer to Building 200 Boiler Replacement Specifications dated April 2022 including but not limited to Section 23 52 10.

2. The solicitation has two CLINS (Schedule B). Can the Gov’t please confirm that the price associated with the “unit heater work” should be included in CLIN 0001 (Repair Boilers and Controls)?

Government Response (2): Yes, all of the required work to provide new control valves at all unit heaters throughout the facility and to provide new balancing valves at all unit heaters where an existing balancing valve is not present is included under CLIN 0001. Refer to Building 200 Boiler Replacement Specifications dated April 2022 including but not limited to Section 01 10 10 and Section 01 12 10.

3. On page 4 of the Delivery Information, it states the POP is 365 days after the NTP. Is the Gov’t amenable to extending that POP based on material lead times and unforeseen conditions?

Government Response (3): The POP remains 365 calendar days (boiler replacement). After a formal contract is awarded, the only way to change the contract is by a modification to the contract which requires the approval of the Contracting Officer.

4. Per sheet note 1/M1.3, we are to replace the HW control valve on all existing unit heaters, AHUs and HVs, this would be 5 on this sheet. On sheet note 1/M4.1 thru M4.7, we are to add a new control valve on all unit heaters. I come up with an additional 93 on those sheets for a total of 98 new control valves. On sheet M5.1, HW flow diagram, not counting HV-1, 2 & 4, as these were not counted in the previous sheets, it notes to add 84 control valves. On M6.0 Heating coil balance schedule, there are 101 control valves listed. Please verify quantity of control valves to be replaced and number of valves to be added.

Government Response (4): Refer to Building 200 Boiler Replacement Drawings dated April 2022. Drawing M6.0 Heating Coil Balance Schedule lists all of the affected units.

5. Keynote M5/M1.3 we are to replace flex connectors, outside air and return air dampers. The plans don’t indicate duct sizes. Please provide sizes at the locations of the dampers and flex connectors.

Government Response (5): Refer to Building 200 Boiler Replacement Drawings dated April 2022 including but not limited to drawing M1.3 Keynote M5. Provide field verification of existing outside air and return air ductwork and connections.

6. On drawing M4.5 there are two 10” dia exhaust pipes with 6” high temp insulation shown. Are these new and are they part of the HVAC scope of work? If so, please provide more information.

Government Response (6): No, the two existing 10" diameter exhaust pipes with 6" high temp insulation shown on sheet M4.5 which are not included with this project. Refer to Building 200 Boiler Replacement Drawings dated April 2022.

7. Sheet note 1/M4.1 thru M4.7 when it says “Add” a new control valve to each unit heater, and install a balancing valve if an existing balancing valve is not present. See details 1 & 2/M5.0. Does this mean that there is currently no control valve and could possibly just have a balancing valve so we need to add the entire assembly or are we simply replacing an existing control valve and possibly adding a balancing valve?

Government Response (7): Refer to Building 200 Boiler Replacement Drawings dated April 2022. Existing unit heaters do not have control valves, but there may be some unit heaters with balancing valves. For clarification: Provide a new control valve at all unit heaters throughout the facility. Verify by inspection if a balancing valve is present at every unit heater throughout the facility and provide a new balancing valve where an existing balancing valve is not present. If any defective balancing valves are discovered, provide a new balancing valve to replace a defective balancing valve. Re-balance all unit heaters throughout the facility to comply with schedules on drawing M6.0.

8. Additional Question: General Note 14 on M0.1. We really aren’t doing much work with the duct, other than replacing a couple of dampers and flex duct, but note 1 says to clean all existing to remain ductwork, coils and diffusers… Do they really want this or is it a standard plan note? If we do include it, it will be only for what is shown on the mechanical plans and won’t go beyond since we have no way of knowing the extent.

Government Response (8): Refer to Building 200 Boiler Replacement Drawings dated April 2022 including but not limited to drawing M0.1 General Note 14. Clean all existing ductwork, coils and diffusers designated to remain within the project's scope of work at air handlers being serviced, and clean all new equipment, units, ductwork, and connected components prior to testing.

9. Our question concerns UFC 4-101-01 Chapter 3, Standard 18 Code. As part of this project, we need to provide anti-terrorism shutdown switches and the control work needs to comply with this code. Question – Can the Gov’t please clarify that all of the exhaust fans in the building need to be hardwired with the switches or can the shutdown switches be tied to the BAS and the exhaust fans be shut down through software?

Government Response (9): Refer to Building 200 Boiler Replacement Drawings and Specifications dated April 2022 for requirements. For exhaust fan controls requirements, refer to drawing M7.0 Detail 3 Control Diagram - Exhaust Fan with Motorized Control Damper and System Point List: Exhaust Fans and refer to drawings M4.1 through M4.7 Keynotes M1 and M2. For shut off switch product data requirements, refer to Section 26 27 26 Paragraph 2.07 (AT pull stations, also referred to as shut off switches).

Refer to drawing M0.1 for HVAC Control Intent and provide building controller (network automation engine) and controls to comply with all requirements indicated and to integrate all new controls listed including but not limited to the AT interlock, hot water system, existing unit heaters and HV units. When an AT alarm pull station is engaged, the entire facility enters emergency air distribution mode at which time all associated fans must be de-energized and all outside air, relief air, and exhaust dampers must close, the air handling unit operates in recirculation mode.

10. What are the Boilers Make and models to be replaced? (Need to figure out best way to remove/demo)

Government Response (10): Existing boilers identified for demolition, removal and proper disposal are Cleaver Brooks Model FB 700 boilers. The existing boilers are approximately 30 years old.

11. When were they installed. (In 1984, asbestos was band in making boilers, yet inventory could be sold years after.)

Government Response (11): The boilers were installed in 1992.

12. Is there a report for hazardous material (such as asbestos) for the boiler room or boilers?

Government Response (12): No, there is not a hazardous materials report for the facility; however, there is a possibility that hazardous materials exist in the various types of materials identified for removal and in materials located within the project's scope of work. The Contractor is responsible to immediately report to the COR when any type of hazardous material is encountered at any time during all phases of construction, and provide proper removal and disposal in compliance with Specifications. Refer to Section 01 10 10 and Section 02 80 01 for hazardous material abatement requirements. All hazardous material abatement must comply with all current federal, state and local laws, regulations, statutes, codes and ordnances.

13. Question – Does the Gov’t anticipate extending the proposal due date by a week in order to allow bidders time to review and assess the Q and A when they are published?

Government Response (13): Please see the response date listed at SAM.gov and within the SF 1442.

14. Based on the instructions to bidders (Page 8) it states that the bid package shall include the following – SF 1442, acknowledgment of any amendments, and Bid Bond. It doesn’t state anything about the Schedule B, but we understand that is included. Can the Gov’t please clarify what documents need to be uploaded to DOD Safe.

Government Response (14): DoD Secure Access File Exchange (SAFE) (https://safe.apps.mil) will be the only accepted method for submission of bids for this solicitation. Documents required include:

· Properly signed SF 1442, with Signature

· Pricing you are bidding on the 1442

· Acknowledgement (if any) of all Material Amendments,

· A Bid Bond/Guarantee is required and shall be provided in the amount of twenty percent (20%) of the bid price or $3 Million whichever is less. (Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee)

· Shall not qualify the terms and conditions of the solicitation in the submitted bid

· Shall comply with the instructions of the solicitation.

15. Evaluation Criteria (Page 7). Responsiveness of Bid – the bid must comply in all material respects with the invitation for bids. Such compliance enables bidders to stand on an equal footing, and maintain the integrity of the sealed bidding system. Can the Gov’t please confirm that they are not requiring an executive summary, technical write up, or any other proposal requirement other than the specified documents that are described in the Instructions to bidders?

Government Response (15): The government is not requiring an executive summary, technical write up, or any other proposal requirement other than the specified documents that are described in the Instructions to bidders.

16. Does the Buy American statute apply to this contract?

Government Response (16): Yes, please reference provision 52.225-10 Notice of Buy American Requirement-construction materials (May 2014), which is included in the IFB.
