VENDOR QUESTIONS
Vendor Questions
Q1: Which analyte set of PFOA and PFOs using Mod Method 537 should be used to price the laboratory analysis of such. My preferred laboratory (Pace National) has indicated at least five States have enacted PFA limits. However, all five have a different "standard" set of analytes. The Wisconsin DNR has not set limits for PFOA and PFOS (Mod Method 537) and therefore cannot guide me with this question. Will we need to analyze the following:
· . 6:2 fluorotelomer sulfonate (6:2 FTS)
· . 8:2 fluorotelomer sulfonate (8:2 FTS)
· . N-ethyl perfluorooctanesulfonamidoacetic acid (NEtFOSAA)
· . N-methyl perfluorooctanesulfonamidoacetic acid (NMeFOSAA)
· . Perfluorobutyrate (PFBA)
· . Perfluorobutanesulfonic acid (PFBS)
· . Perfluorodecanoic acid (PFDA)
· . Perfluorododecanoic acid (PFDoA)
· . Perfluoroheptanoic acid (PFHpA)
· . Perfluorohexanoic acid (PFHxA)
· . Perfluorohexanesulfonic acid (PFHxS)
· . Perfluorononanoic acid (PFNA)
· . Perfluorooctanoic acid (PFOA)
· . Perfluorooctanesulfonic acid (PFOS)
· . Perfluoropentanoic acid (PFPeA)
· . Perfluorotetradecanoic acid (PFTeDA)
· . Perfluorotridecanoic acid (PFTrDA)
· . Perfluoroundecanoic acid (PFUdA)"
A1: As Wisconsin has no standards yet, the analytical list presented includes the parameters of concern at this point. The PWS did not specify a list of PFAS to analyze for. However, the list provided in the question will meet Fort McCoy's requirements. It would be best to analyze for that list.
Q2: The title of the RFQ indicates that well abandonment is required however, it is not apparent in the task list. Please confirm that well abandonment is not actually required.
A2: The title of the RFQ should not have included well abandonment. There is no well abandonment included in this Scope of Work.
Q3: Please confirm if interpretation of laboratory analysis (such as trend analysis) by a qualified person is required in the final report(s)?
A3: No trend analysis is required in the GEMS reports.
Q4: Are you able to provide construction details on the borehole logs? This information will be important for materials (HDPE tubing) and pump intake placement within the well screens during sampling.
A4: See Table 1.

1From TOC.
Q5: Is a professional deliverable (physical piece of paper) QAC required (Quality Control Plan)?
A5: The RFQ states that "The Contractor shall upon request provide to the Government their quality control documentation." This has not been requested for this work in the past.
Q6: Is a professional deliverable (physical piece of paper) HSP required (Health and Safety Plan)?
A6: The RFQ (Section 5.1.1) requires that a copy of this plan be submitted at the beginning of the contract to the Fort McCoy Safety Office and to the COR prior to beginning work.
Q7: What is the likely timeframe expected? How many groundwater sampling events is likely still needed based on past data results trend? Is PFAS starting the typical/full 8 GWS events over?
A7: PFAS has been sampled for three times. Due to the concentration levels, assume that more than eight sampling events for PFAS will be necessary.
Q8: We will be utilizing both a YSI water quality meter and a QED bladder pump system to follow Government's technical requirements in the solicitation document - will all bidding contractors be required to use the same or equal equipment?
A8: The RFQ requires USEPA Low-Flow sampling (EPA/540/S-95/504, April 1996: Low-Flow (Minimal Drawdown) Groundwater Sampling Procedures, or most recent). Sampling in the past has been conducted using a peristaltic pump. Bladder pumps have not been utilized.
Q9: "PFOA and PFOS (Mod Method 537)" - PFOS Method 537.1 is the method that EPA and the WDNR observes. Our pricing will be to run Method 537.1. Is that acceptable?
A9: Method 537.1 is acceptable.
Q10: Bidding Documents are titled "Groundwater Monitoring and Well Abandonment", however abandonment is not a line item task requested. Is there any abandonment costs that need to be included?
A10: The title of the RFQ should not have included well abandonment. There is no well abandonment included in this Scope of Work.
