Scope - 1

STATEMENT OF WORK

Install Snow Retention System, B 490 & B 495 and Gutter and Mow strip at B 495

Fort McCoy, WI W.O. #1899

FILE # 47-018-1676

1. Contractor shall provide all tools, labor, equipment, supervision, transportation and materials necessary to install gutters, snow guards, perimeter gasketing, and sealant at Building 490 &495, install a mow strip at B 495, Fort McCoy, Wisconsin, per the attached drawings and this Statement of Work. Work is to be done in accordance with all existing Federal, State and Local Codes.

2. Completion date: 31 July 2019.

3. Contractor shall install new gutters as shown on drawing A1.1 and A1.2 and the following:

A. New gutters shall be pre-finished galvanized steel sheet: ASTM A924, grade A, or ASTM A653, G90 zinc coating; 24 gage core steel, shop pre-coated. Submit product data and color samples for Government approval prior to installation.

Gutter style shall be as shown on drawing A5.2.

B. Gutter joints shall be 1.5 inch lap, riveted and fully sealed using Geocel 2320 tripolymer gutter sealer or Government approved equal. All corners shall be mitered joints fully sealed. Submit product data on sealant for Government approval prior to installation.

C. Gutters shall be fully secured to building fascia using metal standoff brackets every 36 inches to support the front edge and metal hanger brackets every 36 inches to support the bottom. Standoff brackets and hanger brackets shall be installed using 1.5 inch stainless steel screws. Gutters shall be installed plumb using gutter wedges between the gutters and the angled fascia.

D. Downspouts shall be 4 inch by 6 inch, open faced, emptying onto pre-cast concrete splash blocks. Downspouts shall be installed plumb and securely attached to the masonry columns with support straps every 48 inches.

E. Submittals

1. Materials, General

a. Color of gutter and downspout shall match Firestone Una-Clad Metal Dark Bronze. Submit color samples for both downspouts and gutter.

2. Product Data:

a. Concrete Splash block

b. Pre-finished metal

3. Warranty: Special Installer's Warranty: Installer's standard form in which Installer agrees to repair or replace elastomeric joint sealants that do not comply with performance and other requirements specified in this Section within specified warranty period.

F. Warranty Period: Two years from date of acceptance by the Government.

4. Contractor shall install new snow guard on roof as per drawings A1.1, A2.1, & A5.1.

A. New snow guard shall consist of Dynamic Fasteners S-5 roof clamp, Colorguard snow rail and Snow Clip III or Government approved equal. Install one roof clamp

Scope - 2 on every standing seam and one Snow Clip III in every pan. Colorguard snow rail shall be run continuously parallel to the new gutter stopping at the last standing seam on each end and with a color insert complimenting the existing roof color.

New snow guard shall be installed 12 inches up on the roof line (measured along the standing seam from the bottom).

B. Submittals: Submit samples of snow guard components for Government approval before starting work.

5. Contractor shall remove sealant from window and from cast concrete at window and install new as per drawing A2.1 and A5.2.

A. Performance Requirements

1. Provide elastomeric joint sealants that establish and maintain watertight and airtight continuous joint seals without staining or deteriorating joint substrates.

2. Provide joint sealants for exterior applications that establish and maintain airtight and water-resistant continuous joint seals without staining or deteriorating joint substrates.

B. Submittals

1. Product Data: For each joint-sealant product indicated

2. Color Samples: For each type and color of joint sealant required, provide Samples with joint sealants in 1/2-inch-wide strips.

C. Warranty

1. Special Installer's Warranty: Installer's standard form in which Installer agrees to repair or replace elastomeric joint sealants that do not comply with performance and other requirements specified in this Section within specified warranty period.

2. Warranty Period: Two years from date of acceptance by the Government.

D. Materials, General

1. Compatibility: Provide joint sealants, backings, and other related materials that are compatible with one another and with joint substrates under conditions of service and application, as demonstrated by sealant manufacturer, based on testing and field experience.

2. Colors of Exposed Joint Sealants: As selected by COR.

E. Elastomeric Joint Sealants

1. Elastomeric Sealants: Comply with ASTM C 920 and other requirements indicated for each liquid-applied chemically curing sealant specified, including those referencing ASTM C 920 classifications for type, grade, class, and uses related to exposure and joint substrates.

2. Single-Component Neutral-Curing Silicone Sealant:

a. Type and Grade: S (single component) and NS (nonsag).

b. Class: 50.

c. Use Related to Exposure: NT (nontraffic).

F. Joint-Sealant Backing

1. General: Provide sealant backings of material and type that are nonstaining; are compatible with joint substrates, sealants, primers, and other joint fillers; and are approved for applications indicated by sealant manufacturer based on field experience and laboratory testing.

2. Cylindrical Sealant Backings: ASTM C 1330, Type C (closed-cell material with a surface skin) O (open-cell material) B (bicellular material with a surface skin) or any of the preceding types, as approved in writing by joint-sealant manufacturer for joint application indicated, and of size and density to control sealant depth and otherwise contribute to producing optimum sealant performance:

3. Bond-Breaker Tape: Polyethylene tape or other plastic tape recommended by sealant manufacturer for preventing sealant from adhering to rigid, inflexible joint-filler materials or joint surfaces at back of joint where such adhesion would result in sealant failure. Provide self-adhesive tape where applicable.

6. Contractor shall install perimeter gasketing at windows as per drawings A2.1 and A 5.2.

Perimeter gasket shall match Pemko 297APK.EMKO 297APK

A. Perimeter Gasketing:

1. Material: Extruded tempered aluminum 6063-T6.

2. Finish (ANSI/BHMA 156.18): Mill finish aluminum.

3. Seal: Sponge neoprene.

4. Fasteners: Concrete steel.

B. Submittals

1. Product Data: Submit manufacturer’s product data and installation instructions.

2. Samples: Submit one each of manufacturer’s standard selection samples.

7. Contractor shall install new mowstrip as shown on drawings and the following:

A. New mowstrip shall be 4” of concrete placed as per drawings C1.0, C5.1, and A5.1. Mowstrip shall be placed on 4” of compacted granular fill base course.

Mowstrip shall slope away from facility at 1/8” per foot and Expansion Joints shall not be greater than 50’ O.C. and Contraction Joints shall not be greater than 5’ O.C. Mowstrip shall have a broom finish.

B. CONCRETE MATERIALS:

1. CEMENTITIOUS MATERIALS: Provide materials meeting the following requirements:

a. Hydraulic Cement: ASTM C595 and ASTM C1157 (Type IP or IS) and consist of a mixture of ASTM C150 Type I or Type II cement and cementing material.

b. Fly Ash: ASTM C618.

c. Slag: ASTM C989.

d. Silica Fume: ASTM C1240.

2. Fine and Coarse Aggregates: ASTM C33.

3. Water: ASTM C 1602, potable water which is not detrimental to concrete.

C. CONCRETE MIXES

1. Provide concrete mix designs to meet all requirements as specified herein and in compliance with referenced standards including ASTM C94.

2. Prepare design mixtures for each class of concrete on the basis of laboratory trial mixtures, field test data, or both. Design mixtures must comply with ACI 318 Chapter 5 Concrete: Design and Durability Requirements. Submit batch ticket information.

D. REINFORCING STEEL:

1. Provide reinforcing steel in accordance with Specification Section 03200.

a. Welded Steel Wire Fabric: Plain type, ANSI/ASTM A185; in flat sheets or coiled rolls; uncoated finish.

b. Reinforcing Steel: ASTM A615, 50 ksi, yield grade billet steel bars; uncoated finish.

E. MIXING AND DELIVERY

1. Concrete shall be ready-mixed and delivered in accordance with ASTM C94. Place concrete within one hour after water is added to batch.

2. No water shall be added on job unless authorized by the COR. If added, record amount of water on all copies of delivery tickets. If water is added to mixed concrete at job, provide twenty revolutions of additional mixing.

3. Concrete shall arrive at site of work having a temperature of not less than 60 degrees Fahrenheit nor greater than 90 degrees Fahrenheit.

F. CONCRETE FINISHING - HORIZONTAL SURFACES

1. General: Comply with recommendations in ACI 302.1 R for screeding, restraightening, and finishing operations for concrete surfaces. Do not wet concrete surfaces. The maximum variation of surface flatness shall not exceed 1/8 inch in 10 feet.

2. Broom Finish: Apply a light broom finish (ridges to run short dimension of surface) to exterior concrete slabs, walkways, steps, ramps, and elsewhere as indicated. Broom finish shall match existing adjacent and connected concrete, or must be oriented perpendicular to the direction of traffic to provide a skid-resistant surface (ramps and walkways).

H. FIELD QULAITY CONTROL

1. Field inspection and testing will be performed in accordance with ACI 301.

2. Tests of cement and aggregates may be performed to ensure conformance with specified requirements.

I. QUALITY ASSURANCE

1. Perform Work in accordance with ACI 301.

2. Obtain cementitious materials from the same source throughout.

J. ASPHALT EXPANSION JOINT FILLER (ASPHALT PJF)

1. Preformed bituminous strips, ASTM D994, ½ in. thick required; Meadows Sealtite Asphalt, or Government approved equal.

K. JOINT SEALANT AND BACKER ROD

1. Joint sealant to be a polymer based sealant conforming to ASTM D6690.

2. Backer rod must be closed cell type polyethylene foam fully compatible with joint sealant and in compliance with ASTM D5249.

L. SUBMITTALS

1. Provide a submittal of concrete mix designs for each class and type of concrete at least thirty days prior to concrete placement for review. Each concrete mix design must include the concrete mix data listed in paragraph G.

2. Concrete mix design mixtures must be prepared for each class of concrete on the basis of laboratory trial mixtures or field test data, or both.

3. Obtain approval of the concrete mix design prior to concrete placement.

4. Resubmit concrete mix design data if the qualities or materials change. If source material changes, resubmit concrete mix proportion data using revised source material.

5. Submit a complete list of materials including type, brand, source and amount of cement, complementary cementitious materials, fibers, and admixtures; and applicable reference specifications.

6. Submit mill test and all other tests for cement, complementary cementitious materials, aggregates, and admixtures.

7. Provide documentation of maximum nominal aggregate size, gradation analysis, percentage retained and passing sieve, and a graph of percentage retained verses sieve size.

8. Provide mix proportion data using at least three different water-cementitious material ratios for each type of mixture, which produce a range of strength encompassing those required for each type of concrete required.

9. Delivery Tickets: Ready mix concrete producer must be DOT or National Ready Mix Concrete Association (NMCRA) certified and must provide duplicate delivery tickets. The Contractor must retain one delivery ticket and attach the other ticket to the laboratory test report. Delivery tickets must indicate delivery date, type or concrete, class, cement content, and amount of water.

10. Batch Tickets: Ready mix concrete producer must provide duplicate and detailed batch tickets indicating batched materials, constituents, and details for each truck load of ready mix concrete supplied.

8. Contractor shall clean the brick on the facility as per drawing A2.1. The use of muriatic acid IS NOT permitted.

9. Contractor shall be responsible for all traffic control, barricades and pedestrian safety.

Buildings 490 is an Supply Facility and will be open during the installation of the snow retention system and gutters.

10. The Contractor shall provide and pay for on-site containers and disposal fees for waste materials, debris and rubbish. These materials, debris and rubbish shall be disposed of in a licensed sanitary landfill off of Fort McCoy in accordance with State of Wisconsin regulations.

11. The Contractor shall submit a safety plan to the Contracting Officer prior to any work commencing. All work shall comply with all appropriate OSHA regulations and standards pertaining to the type of work being performed.

12. Contractor shall repair any existing areas which are damaged by construction.

13. Contractor shall repair any landscaping including trees, shrubs, flowers, and grass.

14. Contractor shall repair vehicle ruts. Level the ruts, place topsoil, and seed the disturbed areas.

15. The Contractor shall develop, populate, and submit a Warranty Item Tracking spreadsheet.

The spreadsheet shall outline each piece of extended warranty equipment provided.

Extended warranty shall be any period beyond one calendar year from the Beneficial Occupancy Date. Item information will include the following: warranty item, equipment

Scope - 7 description, warranty length, make, model, serial number, capacity, and capacity unit of measure.

16. ACCESS AND GENERAL PROTECTION/SECURITY POLICY and PROCEDURES

The contractor and all associated subcontractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and /or local policy. The contractor and all associated subcontractors’ employees shall also comply with adjudication standards and procedures using the National Crime Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation /facility access and local security policies and procedures (provided by government representative). In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The Government may require monthly participation in the Installation Random Antiterrorism Program.

17. CONTRACTORS REQUIRING COMMON ACCESS CARD (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014- 05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DOD facility and access, via logon, to DOD networks on-site or remotely; (2) Remote access, via logon, to a DOD network using DOD-approved remote access procedures; or (3) Physical access to multiple DOD facilities or multiple non- DOD federally controlled facilities on behalf of the DOD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review.

18. SUBMITTALS

A. General Information:

The following paragraphs indicate the requirements for submittals by the Contractor. Contractor shall develop a complete list of preconstruction and construction submittals. Contractor shall identify required submittals of the RFP and use the list to prepare the submittal register. The list may not be all inclusive and additional submittals may be required by other parts of the contract. The contractor must submit a Submittal Register listing all submittals in the format of the attached Schedule of Material Submittals. A preliminary Register is attached to the end of this section; the Designer of Record shall verify its completeness, and make any corrections, or additions required. The Submittal Register shall be submitted to the Contracting Officer for acceptance in accordance with the schedule below. Once accepted by the Government, the contractor shall input the Submittal Register into an Excel spreadsheet suitable for use by the contractor and Government. The approved/accepted Submittal Register will serve as a scheduling document for submittals and will be used to control submittal actions throughout the contract period. The submit dates used in the submittal register shall be coordinated with dates in the Contractor prepared progress schedule.

Updates to the submittal Register codes and actual dates shall be submitted monthly or until all submittals have been satisfactorily completed. When the progress schedule is revised, the submittal register shall also be revised and both

Scope - 8 submitted for approval. All items shall be submitted in accordance with the following paragraphs.

1. At all times the Contractor remains responsible for ensuring that the work is performed in strict accordance with the contract requirements. The fact that a non-conforming submittal may be accepted and inadvertently approved by the Government does not, in any way, relieve the Contractor of this responsibility.

Approval by the Contracting Officer shall not relieve the Contractor from responsibility for any errors or omissions in the submittals, nor from the responsibility of complying with the requirements of the contract, unless the variations have been described and approved in strict accordance with the procedures set forth in the Code of Federal Regulations, 48CFR 52.236-21, Specifications and Drawings for Construction clause, paragraph (f).

2. Definitions

a. Submittal - General term that includes any item that is required to be provided by the Contractor to the Government to identify product descriptive literature, drawings, sketches, and schematics that indicate and show a fabrication or installation method or technique; or any other model or sample of actual items or methods to include product data sheets, shop drawings, or samples.

b. Product Data - Descriptive literature or data that describes the physical properties of a product or material item that the Contractor intends to use in doing the work. Such descriptive data should enable the Contracting Officer to verify that the intended item meets the necessary requirements of the specifications.

c. Shop Drawings - A sketch, drawing, or schematic that is prepared by or for the Contractor that illustrates or shows how certain products or material items will be assembled, installed, interconnected, or fabricated for this contract.

d. Sample - An actual piece of material, product, or equipment that the Contractor intends to furnish, use, or install on the project.

B. Product Data

1. Preparation:

a. Clearly mark each copy to identify pertinent products or models.

b. Show performance characteristics and capacities.

c. Show dimensions and clearances required.

d. Show wiring or piping diagrams and controls.

e. Show any other information requested in the specification sections.

2. Modify drawings and diagrams to delete information that is not applicable to the work.

3. Supplement standard information to provide information specifically applicable to the work.

C. Shop Drawings

1. Drawings shall be presented in a clear and thorough manner.

2. Details shall be identified by reference to sheet, detail, schedule, and room numbers shown on the project drawings.

D. Samples

1. Product samples shall be of sufficient size and quantity, unless a size is specified, to clearly illustrate:

a. Functional characteristics of the product with integrally related parts and attachment devices.

b. Full range of color, texture, and pattern.

E. Contractor Responsibilities

1. Review shop drawings, product data and samples prior to submission. All submittals shall be made through and approved by the General Contractor.

Submittals will not be accepted directly from sub-contractors.

2. Determine and verify:

a. Field measurement.

b. Field construction criteria.

c. Catalog numbers and similar data.

d. Coordinate each submittal with the requirements of the work and of the Contract Documents.

F. Submission Requirements

1. Make submittals promptly in accordance with the approved schedule in such sequence as to cause no delay in the work or in the work of any contractor.

2. Contractor shall develop a complete list of preconstruction and construction submittals. Contractor shall identify required submittals of the RFP and use the list to prepare the submittal register. The list may not be all inclusive and additional submittals may be required by other parts of the contract. The contractor must prepare a Submittal Register listing all submittals, in the format of the attached Schedule of Material Submittals. A preliminary Register is attached to the end of this section; the Designer of Record shall verify its completeness, and make any corrections, or additions required. The Submittal Register shall be submitted to the Contracting Officer for acceptance in accordance with the schedule below.

Once accepted by the Government, the contractor shall input the Submittal Register into an Excel spreadsheet suitable for use by the contractor and Government. The approved/accepted Submittal Register will serve as a scheduling document for submittals and will be used to control submittal actions throughout the contract period. The submit dates and need dates used in the submittal register shall be coordinated with dates in the Contractor prepared progress schedule.

Updates to the submittal Register codes and actual dates shall be submitted monthly or until all submittals have been satisfactorily completed. When the progress schedule is revised, the submittal register shall also be revised and both submitted for approval.

3. The contractor shall make submittals as required by the specifications. The contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same

Scope - 10 as those used on the contract drawings, or required per the contract documents.

Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor’s Quality Control (CQC) system Manager and each CQC System Manager indicating action taken.

Proposed deviations from the contract requirements shall be clearly identified.

G. Number of submittals required:

1. Shop Drawings: The Contractor shall submit complete shop drawings to demonstrate compliance with the contract drawings. The shop drawings shall include complete details for the installation of the work. Submit one copy of shop drawings.

2. Product Data: Contractor shall receive approval by the COR on each submittal item prior to ordering or installing each item. Submit one copy of product data.

3. Samples: Submit the number stated in each specification section. Samples submitted will not be returned to the Contractor for incorporation into the project.

Samples retained by the Government will be used for comparison of materials installed on site.

4. All submittals shall be sent directly to DPW either electronically (preferred method) or in paper copy, but not both. Please do not duplicate as this will cause for delays in the turnaround time of your submittals. There will be a box at the main entrance desk in Building 2171 for submittals. Electronic submissions shall be sent to: usarmy.mccoy.imcom-northeast.mail.dpw-inspections@mail.mil .

H. Submittals shall contain:

1. Transmittal cover sheet, ENG FORM 4025-R, Mar 2012.

2. The date of submission and the dates of any previous submissions.

3. The project title and number.

4. Contract identification.

5. The names of:

a. Contractor.

b. Supplier.

c. Manufacturer.

6. Identification of the product with the specification section number.

7. Field dimensions, clearly identified as such.

8. Applicable standards such as ASTM or Federal Specification numbers.

9. Identification of deviations from Contract Documents.

10. Identification of revisions on re-submittals.

I. Resubmission Requirements:

1. Make any corrections or changes in the submittals required by the COR and resubmit until approved.
