QUESTIONS:
1. Per SOW 4.11, please provide Army Reserve Division 230900 and Division 251000 specifications.
See attachments 7 and 8.
2. Per SOW 4.12, please provide 63rd RD reference graphic for the front end GUI.
See attachment 6.
3. We have only Mechanical drawings. Are there Electrical drawings to bid the power to the Mech equipment?
No design drawings were developed to bid the scope of work. The entire drawing set should not have been attached.
Please use M-5 sheet as a reference for the outdoor air units’ installation. However, please note that the actual installation of the outdoor air units and how to connect to the existing ductwork must be verified in the field. All other work shown on the drawing set has already been completed as part of a previous contract. The detailed SOW for this contract is provided in a written narrative.
4. The SOW and the Drawings are not in alignment with the project requirements. Can the government provide an updated RFP with updated drawings?
The entire drawing set should not have been attached. The scope of work is provided as a written description, which details requirements for outdoor air units’ installation and providing upgrades to the existing building control systems.
5. Please provide the existing controls status
The existing controls system has been described in the SOW document and should be reviewed during the site visit.
1. The main building has two different systems – an older DDC system for the Fujitsu VRF units and a Trane DDC system for the remaining portion of the facility. The Fujitsu VRF system is connected to a Fujitsu controller that is used to set space temperatures only. No occupancy schedule is available to the site, and each indoor unit is turned on or off by the user at a remote control thermostat in each area served. The Trane VRF system (three zones) is connected to a Trane SC building automation system (BAS) controller.
Limited access is available through the BAS.
2. Munemori Hall has roof-top units controlled by a Trane SC BAS system located in the electrical room on the first floor. There is no computer front end available and access is only via the supervisory controller.
6. Please confirm that the only new HVAC equipment to be installed on this project are the three Rooftop OSA package units specified on drawing sheet# MP-2, and all other scheduled HVAC equipment on that drawing sheet is already installed and existing.
The entire drawings set was submitted in error. Only the M-5 drawing sheet should be reviewed as reference only.
However, please note that the actual installation of the outdoor air units and how to connect to the existing ductwork must be verified in the field. The contractor is responsible in ensuring that all areas that require outdoor air receive it after the installation is complete. Please refer to the detailed SOW for bidding and construction requirements.
7. On drawing sheet MP-5, the locations for three rooftop units are indicated. Please advise which existing roof curbs the three rooftop units should be set/mounted to, as it is unknown which locations are planned for correct air distribution through the existing duct.
The location of the three outdoor air units is shown on the roof plan (M-5 drawing sheet) that was submitted with the SOW. It is assumed that no changes have been made to the ductwork since the drawings were developed. The supply air ductwork is to be used for outdoor air installation. However, please note that the actual installation of the outdoor air units and how to connect to the existing ductwork must be verified in the field. The contractor is responsible in ensuring that all areas that require outdoor air receive it after the installation is complete.
8. Please advise if the new rooftop packaged units specified are similar in size/shape to those that were previously in place and that the building’s structural members will safely support the new units.
The roof-top units being specified were selected during VRF system design as part of a previous contract. The units are smaller than the original roof-top units that were located on the roof because the new units are only sized to satisfy the ventilation requirements and work in conjunction with the existing VRF system. The structural integrity will not be affected by the installation of the new outdoor air units.
9. Given the new supply of outside air into the building through the new rooftop units, please advise if a return air or air relief system will be incorporated into this design.
The intent is to follow the design recommendations from M-5 drawing sheet provided as a reference. There are window exhaust fans in the building as well as toilet exhaust fans. The total amount of CFM being introduced to the facility is 2,400 CFM and the existing infrastructure should be adequate to provide relief to outdoors. However, the Government welcomes value engineering and any proposed changes/recommendations will be reviewed for accuracy and feasibility.
10. Please advise if air Test and Balancing will be required for this project. If so, will TAB values be given to verify functionality.
The Government will not provide the design drawings. The drawings must be submitted as part of the project submittal process and a TAB report must be completed to ensure that the project meets design intent. The TAB report should be provided to the commissioning agent for verification.
11. The scope of work at the South Wing of the Holderman building appears to be missing from the drawings.
Please advise if this will be added to the solicitation.
It was observed that the mechanical room had an air handler that was assumed to be providing ventilation air to the section of the building served by Fujitsu VRF system. The rehabilitation or replacement of this unit will be performed as part of preventative maintenance work and is not included in this contract.
12. Please advise if a guideline or engineering assistance will be provided for the Sequence of Operations for the multiple HVAC systems in place, or if this requirement is considered “Design-Build” for the project.
The contractor is required to provide engineering drawings, controls wire diagram, sequence of operation, commissioning plan, product cutsheets, and other relevant documents as submittals for review and approval.
Government will not provide engineering assistance.
13. Please advise if electrical drawings will be provided to indicate points of connection for the rooftop units, panel locations, circuit breaker capacities, starter/disconnect requirements, etc.
No drawings were developed to bid the scope of work. All the requirements are provided in the SOW written narrative.
14. Are we to use existing electrical and control raceways for new HVAC Units?
Existing electrical and control raceways can be used, if feasible. Provide new as required. Contractor must field verify all existing conditions.
15. If so, are we to provide new breaker, wire, disconnect switches, and fuses only?
It is the responsibility of the contractor to document existing conditions during the site visit. All associated electrical work is the responsibility of the contractor. The Contractor shall provide a complete and usable system at the end of the contract.
16. Which (3) roof openings will be used for the new units?
The location of the three outdoor air units is shown on the roof plan (M-5 drawing sheet) that was submitted with the SOW. It is assumed that no changes have been made to the ductwork since the drawings were developed. The supply air ductwork is to be used for outdoor air installation. However, please note that the actual installation of the outdoor air units and how to connect to the existing ductwork must be verified in the field.
17. Are duct smoke detectors required and if so, who will supply them?
It is the responsibility of the contractor to provide and install any equipment required as part of this contract. Please review Unified Facilities Criteria (UFC), California Mechanical Code (CMC), and National Fire Protection Association Codes & Standards to determine requirements for a complete and usable system.
18. Will duct smoke detectors be 120V or 24V?
Wiring must conform to applicable federal and local codes, ordinances and regulations covering these types of devices.
