Questions and Answers

1. It was mentioned during the site visit that this project is a design-bid-build project. However, there are no complete specifications, drawings and no material schedules for plumbing, electrical, finishes, etc. Will the Government provide detailed specifications, drawings and schedules so Offerors can accurately and equally bid the scope of work, or re-issue and reclassify as a design-build project in lieu of a design-bid-build project?

a. This is not a design-bid-build or a design-build project. The provided SOW and drawing reference is intended to assist the contractor in developing an overall picture of the repair work the government seeks to accomplish.

2. Please confirm that Offerors are not responsible for any design or engineering on this project.

a. This is not a design build project thus the contractor is not responsible for providing any design submittals.

3. Within the Scope of Work, Attachment 2, paragraph 1.10 states, “Prior to bidding, the Contractor shall provide to the KO and COR a written list of all exclusions, omissions, and any other work that he/she considers not in the scope of work that would prevent this from being a complete and ready-to-use product.” With the basis of award coming down to low price, and with very generic drawings and limited specifications, how will the Government evaluate each Offeror’s price? For example, one offeror may have a lower price but might have excluded scope that another offeror has priced? In order for the Government to evaluate offerors’ bids equally, we respective fully recommend providing detailed specifications, detailed drawings and material schedules that all offerors can price equally.

a. Paragraph 1.10 has been deleted and is no longer applicable.

b. Per SOW 1.5 where the Specifications and Plans describe portions of work in general terms, but not in complete detail, it is understood that all work and materials will be of the highest standard using generally accepted industry practices.

c. Per SOW 2.4 prior to ordering any materials, the contractor shall submit to the COR for approval submittals on all new items being installed on this project.

4. Please provide a detailed description of the phasing requirements.

5. Are they any updated or more current as-builds?

6. Attachments 7 & 8 are light and very difficult to read. Can the Government provide a better copy of those as-builds?

a. The as-builds provided are the most legible versions available.

7. Since this project is located behind a permanent fence, please confirm whether or not temporary construction fencing is required.

a. The contractor will be afforded a lay down area inside the perimeter fencing of the complex. The contractor shall be responsible for providing barriers to appropriately segregate the designated phased areas. The contractor shall provide signs and barriers to provide a safe working area. At a minimum, the phased areas and the contractor laydown area must be appropriately tapped off.

8. During the site visit, it was mentioned by the Government that Contractors are to move and relocate tenant furnishings during construction and upon completion return the furniture to previous locations. Please confirm.

a. If furnishings need to be moved in order to accomplish a designated requirement specified per the SOW or drawings, the contractor is responsible for moving furniture and returning the furniture to its original location. The tenant structure is only responsible for relocating their personal computers and needed files between the designated phased areas.

9. If Contractors are to remove the tenant furnishings referenced above in RFI #9, is the Contractor furnish storage trailers, or will the Government provide a location within the building for storage?

a. The contractor will be allowed to utilize the open common area space on the North side of the building (vicinity of the female latrine) and the maintenance bays to temporarily store furnishings. Additional storage needed will be the responsibility of the contractor.

10. If the Government provides the storage area, where will the storage area be located?

a. The contractor will be allowed to utilize the open common area space on the North side of the building (vicinity of the female latrine) and the maintenance bays to temporarily store furnishings. Additional storage needed will be the responsibility of the contractor.

11. How long does the Contractor need to allow for the tenant to relocate between Phase 1 and Phase 2?

a. It should only take the tenant structure approximately two to three hours to move needed files and computers from one phased area to the other.
