SCOPE OF WORK

NV008 INSTALL SECURITY FENCING

GEORGE DUNAWAY AFRC

1. GENERAL PRE-AWARD:

1.1 The intent of this project is to provide the Government with a complete and usable product at the completion.

1.2 The Contractor shall furnish and install all plant, labor, materials; tools, equipment, and supervision necessary to provide a complete and usable project per the Scope of Work (SOW), Plans, Specifications and manufacturers recommendations. All work shall be free from defects.

1.3 The Plans and Specifications are to prescribe the details for the construction and completion of the SOW, which the Contractor undertakes to perform in accordance with the terms of the contract.

1.4 The Contractor shall visit the work site to verify the site condition. If the Contractor discovers any errors or omissions in the SOW, Plans or Specifications, the Contractor shall immediately call it to the attention of the Contracting Officer (KO) and the Contracting Officer’s Representative (COR).

1.5 Where the Specifications and Plans describe portions of the work in general terms, but not in complete detail, it is understood that all work and materials will be of the highest standard using generally accepted industry practices.

1.6 The Contractor shall not interrupt the service function or disturb the support of any utilities without prior coordination with the COR/Area Facility Operations Specialist (AFOS). If any utilities are disturbed or damaged, the Contractor shall bear costs of repair or replacement.

1.7 The Contractor shall be responsible for and repair any damage to the grounds and structures caused by the Contractor or his/her sub-contractors during the performance of this project.

1.8 Any said work in the Plans and Specifications and not in the written SOW or in the SOW and not in the Plans or Specifications shall be as though shown or mentioned in both.

1.9 The Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction.

1.10 Prior to bidding, the Contractor shall provide to the KO and COR a written list of all exclusions, omissions, and any other work that he/she considers not in the scope of work that would prevent this from being a complete and ready-to-use product. If the Contractor does not provide a list of exclusions or omissions, it will be considered that all work is be completed to provide a complete and ready to use product.

1.11 The Contractor shall provide a project manager and alternate that is able to read, write, speak, and understand English.

1.12 The Contractor shall perform all the services of this contract during the normal operating hours of 7:30 A.M. to 4:30 P.M. (0730 to 1630) Monday-Friday. Facilities will be closed on all Federal Holidays.

1.12.1 Federal Holidays are as follows;

New Year’s Day – January 1 Martin Luther King Jr. Birthday – third Monday of January Washington’s Birthday – third Monday of February Memorial Day – final Monday of May Independence Day – July 4 Labor Day – first Monday of September Columbus Day – second Monday of October Veterans Day – November 11 Thanksgiving Day – fourth Thursday of November Christmas Day – December 25

1.12.2 Actual day observed for the following holidays is subject to change when the holiday date falls on a weekend; New Year’s Day, Independence Day, Veterans Day and Christmas Day.

1.13 The Contractor shall provide signs, barriers, and barricades to provide a safe working area.

Requirements of Occupational Safety and Health Act, latest edition and U.S. Army Corps of Engineers "Safety and Health Requirements Manual", latest edition, shall be strictly enforced and adhered to at all times at the job site.

1.14 The Contractor shall comply with Army Regulation (AR) 600-63, Army Health Promotion, for controlling smoking in Government buildings and facilities. In general NO SMOKING is allowed within building or within 50’ of any exit or door. Facility personnel can direct personnel to authorized smoking areas.

1.15 The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. This can include storm water permits, US Army Corps of Engineers permits, state water resources permits, US Fish and Wildlife permits, etc.

1.16 Antiterrorism (AT) Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days of contract award or prior to submission of final invoice and within 45 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil.

1.17 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Antiterrorism Officer. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR.

This training shall be completed within 30 calendar days of contract award or prior to submission of final invoice and within 30 calendar days of new employees commencing performance with the results reported to the COR no later than 45 calendar days after contract award.

1.18 Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy.

In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.18.1 Contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a Department of Defense (DoD) facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

1.18.2 For contractors that are not eligible for CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.19 The contractor employees must be adequately trained in the handling and disposal of hazardous waste, in particular, lead paint and asbestos. Hazardous materials must be handled and disposed of appropriately by the contractor. Disposal is at contractor’s expense. The contractor must comply with all local, state, and federal environmental laws, regulations, and policies prior to final approval of work completed. National Environmental Policy Act (NEPA) documents must be completed prior to award of the contract or notice to proceed.

2. GENERAL POST AWARD:

2.1 Where any conflict occurs between the requirements of federal, state, and local laws, codes, ordinances, rules and regulations, the most stringent shall govern.

2.2 The Contractor shall, at all times, keep the premises free from accumulation of waste material and rubbish caused by his work, or his subcontractors. At the completion of work, the Contractor shall thoroughly clean the work site. All debris, rubbish, and waste material shall be removed from the property at the Contractor’s expense and disposed of in an official disposal site.

2.3 The Contractor shall make no changes or deviate from the approved design of this project without written permission from the KO. In the case where a change is required, the Contractor will notify the COR of the requirement and shall not proceed with the change until such time as a modification to the contract is issued by the KO.

2.4 Prior to ordering any materials, the Contractor shall submit to the COR for approval submittals on all new items being installed on this project. Submittal may be shop drawings, diagrams, catalog cut-sheets, samples, and any other related material.

2.5 The Contractor shall submit a written construction schedule of work for this project to the KO and COR prior to the start of the project.

2.6 The Contractor shall be responsible for the conditions of the job site, including safety of all persons, and property during performance of the work. Safety shall conform to all applicable Federal, State, local laws, codes and regulations established by the city of Las Vegas, Clark County, and State of Nevada.

2.7 All work shall be in compliance with the current applicable federal, state and city codes.

2.8 All work shall be completed within 120 days upon receipt of Notice To Proceed (NTP).

3. SUBMITTALS:

3.0 Prior to ordering any materials, the Contractor shall submit to the COR for approval submittals for all new items being installed. Submittals may be cut sheets, samples, spec sheet, so long as it is clear and easily readable. Submittals must be e-mailed, faxed or sent directly to the office of the COR using Engineer Form 4025-R, dated March 2012, as the coversheet.

3.1 All materials used for this project will be subject to UFC 1-200-02 Section 2-6.1 for recycled content, biologically-based products, other green products, and ozone depleting substances, and Section 2-5.3.3 for low-emitting materials. Projects will also comply with applicable requirements for the purchase of water efficient (e.g., WaterSense), Energy Star or FEMP-designated (or an "A" or better European Union Energy Label, EU energy efficiency class), and Electronic Product Environmental Assessment Tool (EPEAT) designated products. In addition, project materials will comply with the requirements in ASHRAE 189.1-2014 Section

9.4.1.2 (Regional Materials). Submittal requirements packages will clearly outline the applicable sustainable materials being used. The owner reserves the right to reject any product that does not meet the requirements of the specification list in the SOW.

4. SITE WORK:

4.1 Excavate the area as shown on the drawings for retaining wall. The area to be excavated is approximately one foot (1’) wide by one hundred feet (100’). The material being excavated will be removed from site to a depth of twelve inches (12”). The Sub Base will be compacted to a 95% density of the contractor established proctor curve. The retaining wall will be on the north side of the project. Wall will be installed to encompass the fence posts on the north side of area to retain possible erosion from the storm drain holding pond adjacent to the security fence. See details for location.

4.1.2 Once the sub-base has been properly prepared, a new base course will be placed using approved Aggregate Base Course (ABC) material. All ABC will consist of fractured face aggregate with proper mixture of fines. ABC will be placed to a depth of six inches (6”) All ABC will be compacted to a density of 98% or higher.

4.1.2 Construct ASTM standard appropriate forms for above grade retaining wall measuring 100’ x 1’ x 1’.

4.1.2 Footer will be installed using two lengths of number 4 reinforcing bar, total measurement of rebar approximately 200lf.

4.1.3 Pour 4500 PSI concrete for construction of the retaining wall.

4.2 FENCING INSTALLATION

4.2 Install approximately 475 lf in length of security fencing to be constructed per design requirements for type FE7 Chain Link Fence with finished height of 8 ft. Fencing will encompass the well, pump and storage building with top and bottom rails (TBR) per USACE standard 872-90-07, Field posts diameter size to be increased from 2.375 inch OD to 2.875 inch OD for additional wind resistance consideration with installation of slats.

4.2.1 All fence posts will be set in concrete to a depth of 3 feet (3’) with a minimum of nine inch (9”) diameter augured holes. Concrete will be crowned at the top, not more than 1” above ground level to allow water to dissipate off and away from posts. All concrete for footings will be 3000psi or greater.

4.2.2 All fencing will sit flush on the ground, secured every three feet to posts, bottom, middle and top.

4.2.3 All welds, if any, will be ground smooth and coated with a galvanizing paint prior to attaching fabric.

4.2.4 Fencing fabric will meet standards for FE-7 for high–security chain link fence. Only steel ties will be used connecting the material to the fence posts. All fabric will be stretched and securely fastened every three feet to posts, top and bottom tension wire.

4.2.5 Top and bottom of fencing fabric will have FE-7 standard wire stretched between the end posts.

4.2.6 Install a three strand barb wire security system with arms on top of fencing for a finished height of 7’. Arms will be facing away from the main compound.

4.2.7 Install (2) each 24ft. double swing vehicle gates will be provided and installed and made lockable by owners provided security padlock. See drawings for location

4.2.8 Install vertical vinyl privacy slats, to include gates. Color shall be a light tan to match the surrounding area.

4.5 Clean Up

4.5 All materials, and debris developed by the contractor will be policed up and removed from the government property by the contractor daily. At no time will the contractor deposit any of his debris in any of the on-site dumpsters or garbage containers.

5. WARRANTY:

5.1 All work specified in this contract shall have a warranty of a minimum period of one full calendar year for parts and labor from the customer’s acceptance date. At the final acceptance walk-through, the Contractor shall provide to the COR a signed warranty letter.

6. QUALITY CONTROL AND INSPECTIONS:

6.1 All work shall be inspected by the contractor’s quality control person and final inspection shall be performed by the COR prior to final payment.

6.2 Contractor shall maintain a clean, clear, and safe working environment at all times.

6.3 Only qualified personnel familiar with the proper construction techniques shall be used.
