SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
QUESTIONS AND ANSWERS
Q1. Will pictures or GPS location of the site be available?
A1. Site visit was conducted and pictures could have been taken then. No other pictures or GPS location will be available.
Q2. Will weekend work be allowed?
A2. No
Q3. Reviewing the FE-7 detail sheet, I noticed the requirement for a ground rod and attachment to post. Is this to occur at every post or just one?
A3. No
Q4. Section 4.2 of the SOW specifies FE7 security fencing with TBR per USACE standard detail 872-90-07. USACE standard detail 872-90-07 is actually for FE5Chain-Link FenceGate Details. Please confirm that the new chain-link security fence is to be constructed per USACE standard detail 872-90-05, FE7 Chain-Link Security Fence Details.

Q5. No standard is referenced in the SOW for the gate(s) construction. Please confirm that the (2) chain-link fence gates are to be constructed per USACE standard detail 872-90-10, FE7 Chain-Link Security Fence Gate Details.
A5. Confirm gates are to be constructed per detail 872-90-10
Q6. Section 4.2.7 specifies (2) 24’ double drive gates which conflicts with the site plan drawing which specifies (1) 16’ & (1) 24’ double drive gate. Please clarify.
A6. Site plan correct. One (1) double gates each for both.
Q7. Section 4.2 specifies a finished height for the new fence of 8 ft. Section 4.2.6 specifies a finished height of 7 ft. Please clarify if the fence fabric is to be 7 ft. with 1 ft. for the extension arms (barb wire) resulting in a finished height of 8 ft.
A7. Finished feet height of 8 with extension arm.
Q8. Section 4.2.2 states that fence fabric will be secured every 3-feet to posts, bottom, middle and top. This does not comply with the minimum requirements of USACE standard detail 872-90-05. Please clarify.
A8. Comply with USAC standard detail 872-90-10
Q9. Section 4.2.4 specifies top and bottom tension wire which is in conflict with section 4.2 which specifies top and bottom rails (TBR). Please clarify.

Q10. Section 4.2.6 specifies a three strand barb wire security system. Type FE7 chain link security fence per USACE standard detail 872-90-05 specifies double outrigger extension arms with six strand barb wire. Please clarify.

Q11. Please clarify whether the new concrete retaining wall is to follow the existing grade.
A11. Yes
Q12. Please provide specifications for the privacy slats. At minimum the gauge and color of the privacy slats are necessary for bidding purposes.

Q13. Please confirm that the Buy American Act applies to this contract and all materials must be domestic.
A13. Please refer to FAR Clause 52.225-10 or page 8 of the solicitation.
Q14. Section 4.1.2 references an above ground retaining wall 100’x1’x1’. Please clarify if the total concrete thickness for the retaining wall is to be 18” with 6” below grade and 1’ above grade.
A14. Yes 6” below and 1” above.
Q15. The retaining wall appears to be cutting through the rip-rap drainage swale that leads to the retention basin. Please clarify how this is to be treated.
A15. Intention is to be above the rip rap.
Q16. Under The Scope of Work NV 008 Install Security Fencing at 4.2 Fencing Installation, it says that the finished height of the fence should be 8’. On the very next page, 4.2.6, it says the height of the fence is 7’ plus barb wire. What should the height of the fence be?
A16. Total of 8’ to include the wire.
Q17. What does type FE7 Chain link fence mean?
A17. See provided drawings.
Q18. Do the posts need to be American made?
A18. Please refer to FAR Clause 52.225-10 or page 8 of the solicitation.
19. Attachments received from bidders will not be viewed at this stage of the requirement.

1) This solicitation is a 100% HUBZone Small Business Set Aside under NAICS code 238990 with a size standard of $15 Million.
CONTRACTOR HUBZONE CERTIFICATION:
a. In accordance with clause 52.219-3, Notice of HUBZone Set-Aside or Sole Source Award, The Contractor, listed above, certifies that it |_| will |_| will not comply with all three of the below requirements:

A site visit is scheduled for March 20, 2018 at 10:00AM PST, Sloan, NV. Interested attendees are asked to meet at the George Dunaway ARC, 13825 Hinson St. Sloan, NV, 89054. The POC for the site visit is Alfredo Colon at 909-721-8315. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.
For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.
Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to rosalyn.l.howard.civ@mail.mil no later than Noon PST on March 27, 2018. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

In accordance with FAR 22.404-10, the contractor must post a copy of the wage determination and Department of Labor Form WH-1321 in a prominent place where employees working on federal construction contracts can easily see it. Contractors are referred to EPA’s list of EPA-designated products available at http://www.epa.gov providing products that contain recovered materials.
In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio-based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov.
VETS-4212 Registration: You shall register on the VETS-4212 site to be considered for award. https://www.dol.gov/vets/vets4212.htm if you have a Government contract or subcontract in the amount of $150,000 or more that was entered into or modified on or after December 1, 2003.
SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. a. A DUNS number is required for SAM registration. If your company does not have DUNS #, obtain one by calling 800-333-0505.
b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 238990 under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.
c. If the prospective awardee for this request for quotes is not registered in the SAM database by close of solicitation, including NAICS 238990 under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful registered offeror.
SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2014) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2014) in SAM to be eligible to receive an award for this solicitation.
PROJECT MAGNITUDE
The magnitude of this project is between $100,000 and 250,000.
EVALUATION FACTORS
The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the “Schedule of Supplies/Services and Prices/Costs. All prices bid in response to this solicitation must include all costs associated with this project, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.
BID GUARANTEE
A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.
Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.
