SUMMARY OF CHANGES
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
QUESTIONS AND ANSWERS
Q1. Will pictures or GPS location of the site be available?
A1. Site visit was conducted and pictures could have been taken then. No other pictures or GPS location will be available.
Q2. Will weekend work be allowed?
A2. No
Q3. Reviewing the FE-7 detail sheet, I noticed the requirement for a ground rod and attachment to post. Is this to occur at every post or just one?
A3. No
Q4. Section 4.2 of the SOW specifies FE7 security fencing with TBR per USACE standard detail 872-90-07. USACE standard detail 872-90-07 is actually for FE5Chain-Link FenceGate Details. Please confirm that the new chain-link security fence is to be constructed per USACE standard detail 872-90-05, FE7 Chain-Link Security Fence Details.
A4. Yes
Q5. No standard is referenced in the SOW for the gate(s) construction. Please confirm that the (2) chain-link fence gates are to be constructed per USACE standard detail 872-90-10, FE7 Chain-Link Security Fence Gate Details.
A5. Confirm gates are to be constructed per detail 872-90-10
Q6. Section 4.2.7 specifies (2) 24’ double drive gates which conflicts with the site plan drawing which specifies (1) 16’ & (1) 24’ double drive gate. Please clarify.
A6. Site plan correct. One (1) double gates each for both.
Q7. Section 4.2 specifies a finished height for the new fence of 8 ft. Section 4.2.6 specifies a finished height of 7 ft. Please clarify if the fence fabric is to be 7 ft. with 1 ft. for the extension arms (barb wire) resulting in a finished height of 8 ft.
A7. Finished feet height of 8 with extension arm.
Q8. Section 4.2.2 states that fence fabric will be secured every 3-feet to posts, bottom, middle and top. This does not comply with the minimum requirements of USACE standard detail 872-90-05. Please clarify.
A8. Comply with USAC standard detail 872-90-10
Q9. Section 4.2.4 specifies top and bottom tension wire which is in conflict with section 4.2 which specifies top and bottom rails (TBR). Please clarify.
A9. Comply with USAC standard detail 872-90-10
Q10. Section 4.2.6 specifies a three strand barb wire security system. Type FE7 chain link security fence per USACE standard detail 872-90-05 specifies double outrigger extension arms with six strand barb wire. Please clarify.
A10. Comply with USAC standard detail 872-90-10
Q11. Please clarify whether the new concrete retaining wall is to follow the existing grade.
A11. Yes
Q12. Please provide specifications for the privacy slats. At minimum the gauge and color of the privacy slats are necessary for bidding purposes.

Q13. Please confirm that the Buy American Act applies to this contract and all materials must be domestic.
A13. Please refer to FAR Clause 52.225-10 or page 8 of the solicitation.
Q14. Section 4.1.2 references an above ground retaining wall 100’x1’x1’. Please clarify if the total concrete thickness for the retaining wall is to be 18” with 6” below grade and 1’ above grade.
A14. Yes 6” below and 1” above.
Q15. The retaining wall appears to be cutting through the rip-rap drainage swale that leads to the retention basin. Please clarify how this is to be treated.
A15. Intention is to be above the rip rap.
Q16. Under The Scope of Work NV 008 Install Security Fencing at 4.2 Fencing Installation, it says that the finished height of the fence should be 8’. On the very next page, 4.2.6, it says the height of the fence is 7’ plus barb wire. What should the height of the fence be?
A16. Total of 8’ to include the wire.
Q17. What does type FE7 Chain link fence mean?
A17. See provided drawings.
Q18. Do the posts need to be American made?
A18. Please refer to FAR Clause 52.225-10 or page 8 of the solicitation.
19. Attachments received from bidders will not be viewed at this stage of the requirement.
Q20. Q4 response confirms that the new security fence is to be constructed per USACE standard detail 872-90-05, FE7 Chain-Link Security Fence Details for Non-Sensored Fence; however Amendment 0002 includes USACE standard detail 872-90-07, which is for FE8 Chain-Link Security Fence Details for Sensored Fence. There is a considerable cost difference between FE7 security fencing and FE8 security fencing. Due to the sizeable difference in cost between the two types, it is essential that this item be clarified ahead of the bid.
A20. This is non sensored fence use FE7 fence detail STD 872-90-05
Q21. Q8 is in regards to the chain link security fence, the A8 response refers to USACE standard detail 872-90-10 which is for chain linkgates not chain link security fencing. Please confirm the contractor is to install FE7 chain link security fencing secured per USACE standard detail 872-90-05, FE7 Chain-Link Security Fence Details. The A4 response addresses this matter as well.
A21. Use STD 872-90-05
Q22. Q9 is in regards to the chain link security fence, the A9 response refers to USACE standard detail 872-90-10 which is for chain linkgates not chain link security fencing. Please confirm the contractor is to install FE7 with top and bottom rails as specified in the scope of work and per USACE standard detail 872-90-05, FE7 Chain-Link Security Fence Details. The A4 response addresses this matter as well.
A22. Install top and bottom rail.
Q23. Q10 is in regards to the chain link security fence, the A10 response refers to USACE standard detail 872-90-10 which is for chain linkgates not chain link security fencing. Please confirm the contractor is to install FE7 with barbed wire as specified in the scope of work and per USACE standard detail 872-90-05, FE7 Chain-Link Security Fence Details as noted in A4. Amendment 0002 provided a drawing for FE8 Chain-Link Security Fence that includes double loop concertina razor wire, not barbed wire strands. As previously noted, there is a significant cost increase from FE7 security fencing to FE8 security fencing, thus it is critical to establish clearly which of the two (FE7 or FE8) security fence systems is to be included in the contractor’s pricing.
A23. STD 872-90-10 is for both 7 and 8 Fence. Install FE7 with barbed wire as specified in the scope of work and per USACE standard detail 872-90-05.
Q24. A17 references the amendment 0002 provided drawings. What was provided however is USACE standard detail 872-90-05 for FE8, not FE7. Please clarify if the scope has been changed from the originally specified FE7 to FE8? This clarification is essential to preparing and submitting an accurate proposal due to there being a significant cost difference between FE7 and FE8 security fencing.
A24. SOW has not been changed FE7 is still the standard. 872-90-05 is being provided.
Q25. USACE standard detail 872-90-05 which is specifically for FE7 Chain Link Security Fence, which is what the scope of work references multiple times. The 872-90-07 USACE detail provided with Amendment 0002 is for FE8 security fencing and is considerably different than the FE7 security fencing.
A25. Use FE7 Detail which can be found in the updated drawing W911SA-18-B-2008 Drawing 05_fe7fen1
Q26. In the solicitation, 1st it states that a bid bond is needed then several pages after that it states that it is not needed if the amount does not exceed $150,000 and later on it states that a bid security is needed. Is a bid security needed?
A26. A bid guarantee is needed only if the bid is over $150,000.00. If awarded and the contract is over $150,000.00, FAR 52.228-15 applies. If awarded and the contract is under $150,000.00, FAR 52.228-13 applies. Please see page 4 of the solicitation.
Q27. Where exactly do we send the bid to for this project and where can I get the drawings from.
A27. Please see solicitation pages 4-5 and see attachments on FBO for drawings and additional information.
