Q: What is the threshold to be considered a small business? Is it revenue or number of employees?

A: Revenue

1. The same basic line items appear to be repeated 5 times and a 12-month performance period is referenced. Would you please clarify the number and frequency of surveys to be performed?

A: 1 full survey of each Cathodic system per year is required; a total of 20 each year, including any CP sections inside tank. Please see TE-2 for full list of systems to be surveyed annually.

2. Items 0004, 0005, 0007,1004,1005,2004, 2005, 3004, 3005, 4004, 4005 concern repair services. Are these items intended to be lump sum estimates or Not to Exceed amounts to repair deficiencies discovered during the surveys?

A: Not to Exceed amounts to repair deficiencies discovered during the surveys.

3 Item 0006 states that 2 reference electrodes are to be replaced and test stations installed to house the reference electrode lead wires. Are the test stations flush-grade type or post type test stations?

A: Refer to TE-2 for J15048 specifics. Prior work notes include “Tank J15048 is an ICCP system”

4. Item 0007 states to repair a test station. Do you have any information on the type of test station (post or flush grade)?

A: Refer to TE-2 for J84178 specifics. Prior work notes include: “Tank J84178 has a galvanic CP system with a fink style test station (TS) installed at grade”

5. Item 0008 states internal visual inspection (6 tanks). Are these 6 tanks included in the 19 to be tested and inspected? If so, are these scheduled to be drained for inspection? Do you know the schedule?

A: There is no current plan to drain tanks. Some of the 19 tanks in contract may have CP components inside the tank, and a complete inspection may require entering tank to inspect entire

CP system specifics, especially if the system is broken. Details of entire systems are necessary to complete a reliable recommendation survey.
