ADDENDUM TO FAR PROVISION 52.212-1, INSTRUCTIONS TO OFFEROR-COMMERCIAL

ITEMS (NOV 2021)

1. General

1.1 This acquisition will be conducted utilizing the procedures of FAR Part 12.

1.2 The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the terms and conditions of the Request for Proposal (RFP) and concurrence with the Performance Work Statement (PWS) and contract type. Noncompliance with the RFP requirements may hamper the Government's ability to properly evaluate the proposal and may result in the proposal's elimination from further consideration for contract award.

1.3 The Government intends to evaluate the offers and award a contract without discussions with Offerors. Therefore, the Offeror's initial offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

1.4 All reference documents for this solicitation are available on the System for Award Management website at https://sam.gov/. Potential Offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

2. Site Visit and Pre-Proposal Conference

2.1 The Government will hold a site visit and pre-proposal conference, if needed/requested, at the Department of Public Works, Building 810, Yakima, Washington 98901 at 11:00AM PST, 5 March 2026. Attendance is at the Offeror's expense. All interested firms may attend with a limit

2.2 Offerors are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable, and to attend the pre-proposal conference. The purpose of this site visit and the conference is to eliminate any possible misunderstandings of the terms of the solicitation. Technical questions will not be addressed during the pre-proposal conference and/or site visit. If the Government responses to technical questions affect the PWS requirements or any other portion of the solicitation, an amendment to the solicitation will be issued. All questions must be submitted in writing unless, the solicitation is amended in writing it will remain unchanged.

2.3 In no event shall failure to inspect the site constitute grounds for a claim or adjustment after contract award.

2.4 To gain access to Yakima Training Center (YTC), if you do not have a contractor's badge, you must obtain a visitor's pass from the Visitor Control Center (VCC), Building 101, located adjacent to the main gate, prior to proceeding onto the boundaries of YTC. At the Visitor's Center service window, state that you need a one (1)-day pass to attend a meeting at the Department of Public Works, Building 810. For a one (1)-day pass, no prior arrangements are necessary and have not been made.

At the VCC, reception clerks will verify that the vehicle driver has a valid license, registration and proof of insurance and that all passengers, 16 and over, have either a driver's license or other form of photo ID. Note: YTC is in compliance with the REAL ID Act of 2025. This means visitors presenting driver's licenses and identification cards stating "Not Valid for Federal Purposes" or "Federal Limits may Apply" will need to provide supplemental documentation to prove identity to be issued a temporary installation pass. 2.5 If no RSVPs are received, the pre-proposal conference/site visit will be canceled. No other site visits or pre-proposal conferences will be scheduled or authorized.

3. Solicitation Questions and Comments

3.1 If an Offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the Offeror shall notify the Government point of contract via email with supporting rationale.

3.2 Any other questions regarding the solicitation or its attachments shall be submitted via email to diana.c.neff.civ@army.mil no later than 12:00PM PST, 10 March 2026.

3.3 All questions and comments relating to this requirement must be submitted using Attachment L1, "Questions Submission Form" and must be submitted electronically to Diana Neff at diana.c.neff.civ@army.mil. To the maximum extent practicable, submit all questions and comments on one form, in one email. Subject to the email should include the solicitation number and title "YTC Ground Maintenance."

4. Proposal Preparation Instructions

4.1 Proposal shall be submitted electronically via email to diana.c.neff.civ@army.mil and Cc'd jason.d.mccormick4.civ@army.mil prior to the closing date and time identified on block 8 of the SF1449. Offerors shall submit their proposals in Adobe Portable Document (PDF), Microsoft Word, or Microsoft Excel format. PDF files shall be searchable and shall allow the Government to copy and paste as text to another document.

4.2 Offerors are responsible for ensuring and confirming that the contracting office received the electronic proposal submission prior to the deadline. Late proposals will not be accepted, except as set forth in FAR 52.212-1(f), and will be retained in the file unread.

4.3 In order to be considered complete, the Offeror's proposal shall consist of two separate volumes. Failure to submit a required volume or portion of a volume may result in an offer being ineligible for award.

4.3.1<font> Volume 1 - General and Price: Offerors shall include:

4.3.1.1<font> Solicitation, Offer and Award. The SF 1449 shall be submitted fully completed.

The Offer is cautioned that the SF 1449 must contain an original signature in block 30a of the form; and, ensure the following blocks are completed:

17a - Contractor/Offeror (include DUNS number, CAGE code, Tax-ID number, and address) 17b - If applicable 30a - Signature of authorized company official (must contain an original signature) 30b - Printed name and title of signer 30c - Date signed

4.3.1.2<font> Amendment of Solicitation. The contractor shall acknowledge any amendments to the RFP in accordance with the instruction on the SF 30; and, ensure the following blocks are completed:

8 - Name and address of Contractor/Offeror 15a - Printed name and title of signer 15b - Signature of Contractor/Offeror (original signature required) 15c - Date signed

4.3.1.3<font> SF 1449 Section B - Completion of the CLIN schedule will constitute the Offeror's price proposal.

4.3.1.3.1<font> Fill in the unit price and extended price for each CLIN. All extensions of unit prices will be subject to verification by the Government. In the event of a mathematical discrepancy between the unit price and extended price, the unit price will govern.

4.3.1.3.2<font> Submit prices out to a maximum of two (2) decimal points. If prices are proposed to more than two (2) decimal points, the Government will round the number to two (2) decimal points.

4.3.1.3.3<font> Complete the CLIN total table at the end of the CLIN schedule. All CLIN totals will be subject to verification by the Government. In the event of a mathematical discrepancy between the unit price and extended price, the unit price will govern.

4.3.1.3.4<font> CLIN prices cannot be left blank. If the Offeror does not intent to charge for a specific CLIN, indicate such by entering "NSP" (not separately priced) in the extended price of the CLIN.

4.3.1.3.5<font> The Government reserves the right to require the submission of Other than Certified Cost or Pricing Data as deemed necessary to determine a fair and reasonable price.

4.3.1.4 Representations and Certifications. These representations and certifications shall be completed in the System for Award Management (SAM) database to the maximum extent practicable. If the representations and certifications are completed in SAM, the Offeror need only state so in its proposal, and does not need to submit the representation and/or certification with the proposal. If any representation or certification cannot be completed in SAM, fill in the provision provided in the solicitation and submit with the proposal.

4.3.1.5 Acknowledgement of proposal acceptance period of 90 days (Addendum to FAR Clause 52.212-1(c)).

4.3.1.6 Cover letter

4.3.1.6.1 Submit a cover letter on company letterhead, signed by an officer of the company, stating the authorized representative(s) (along with the title, telephone number and other contact information such as e-mail) who can obligate your company contractually, negotiate, sign the proposal, and sign other contract actions.

4.3.1.6.2 The letter shall acknowledge an extended acceptance period of 90 days from the date specified for receipt of offers.

4.3.1.6.3 The letter shall state the Offeror's UEID number, CAGE Code, Tax-ID number, and address.

4.3.1.6.4 The letter shall identify and explain any exceptions or deviations the Offeror takes with the solicitation. Additionally, any assumptions used in the proposal preparation must be identified.

4.3.2 Volume II - Technical Experience

4.3.2.1 In order to demonstrate technical experience, the Offeror shall submit no more than three (3) Technical Experience Form ( ). If an Offeror submits Attachment #3) (Attachment #7 more than three (3) forms, the Government will only review the first three (3) forms received.

4.3.2.2 Technical Experience Forms shall be submitted for work performed (in full or in part) within five (5) years from the closing date of the solicitation that demonstrates the Offeror's understanding, ability, and capability of performing the services in accordance with the Performance Work Statement (PWS).

4.3.2.3 Offerors shall provide enough information in the Technical Experience Forms to demonstrate past technical experience, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this solicitation. The Technical Experience Forms shall include rationale supporting offerors' assertion of relevance.

Offerors are required to explain what aspects of the past experience is deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. Demonstrated experience should include involvement in projects that contain at least some of the following elements:

Grounds maintenance services (mow; edge; trim; debris removal; weed/fertilize; planter /rock beds; leaves and storm debris) Mulch Damage/lawn renovation repair Prune, remove trees and stumps Prune, remove hedges and plants Trim weeds/crack grass on paved surfaces Service fire break areas

4.3.2.4 If an offeror proposes to subcontract at least 10% of the cost of work for this requirement, the offeror may submit a technical experience form for the subcontractor;

however, any forms submitted for a subcontractor will count towards the three (3) form limit.
