Question 7 Whether the site visit began prior to the scheduled 11:00 a.m. time Contracting Officer Representative (COR) waited until 11:10 AM to begin the briefing and an additional 10 minutes after the briefing for the site visit. Mr. Zimmer also waited outside for another 10 minutes to escort any late arrivals. Three companies that RSVP'ed arrived on time.

All bidders have access to the same information.

Question 10 Is there any chance you can allow him to get another opportunity to visit the property? Unfortunately, we will not be able to accommodate another site visit.

Question 11 I am attempting to submit a question but am unable to locate the L1 Questions Submission Form attachment. Would it be acceptable to submit the question via email? Yes

Question 12 Are we able to get the sign in sheet for the site visit conducted on march 5th? No Question 13 If we are unable to request that our COR provide us with a Technical Evaluation form, could we respectfully ask whether it would be permissible to submit our most recent annual performance evaluations (e.g., CPARS reports, Contractor Performance Assessment Reporting System entries, or equivalent government-provided evaluations/ratings) in lieu of one or more of the required Technical Experience Forms?

These evaluations would provide objective, third-party documentation of our current performance on the identical scope of work, directly demonstrating our understanding, capability, and successful execution in accordance with the PWS elements (mowing, edging, trimming, debris removal, weed/fertilize, mulch, lawn renovation, tree/hedge pruning/removal, paved surface weed control, fire break servicing, etc.).

We remain fully committed to complying with all solicitation requirements and would appreciate any guidance or clarification on this matter at your earliest convenience.

Based on our review, the solicitation contains a minor administrative error. While Section 4.3.2.1 on page 81 incorrectly references "Attachment #3", the "List of Contract Documents" on page 70 correctly identifies the "Technical Experience Proposal Form" as Attachment 7.

Per the instructions in Section 4.3.2, "Volume II - Technical Experience" (page 81 of the solicitation), this form is to be completed by the offeror. The purpose of the form is for the offeror to describe their own past technical experience and demonstrate its relevance to the requirements in the Performance Work Statement. The solicitation does not require this form to be completed or signed by a Contracting Officer's Representative (COR) or any other government official.

Because the offeror is responsible for completing the form, the submission of alternate documents, such as CPARS reports, is not permissible. To be considered technically acceptable, offerors must complete and submit up to three (3) "Technical Experience Proposal Forms" (Attachment 7) as part of their proposal.
