The contractor must comply with ANSI and ISO 14001 environmental standards, support federal sustainability policies including pollinator protection and water conservation, minimize hazardous materials, divert waste to designated sites, and obtain approval from the Installation Pest Management Coordinator for all pest control operations.
The contractor shall accomplish mowing, trimming, edging, and general debris removal on an as-required basis to maintain standards, with lawn areas remaining free of skips, scalping, and rutting. Tree pruning must follow ANSI A300 and ANSI Z133.1 standards and be completed within 24 hours for urgent requests or five days for routine requests following COR/ACOR authorization. Additional unscheduled services such as leaves and storm debris removal shall be priced by the acre and completed within 72 hours of notification. The contractor must submit monthly reports to the COR/ACOR and KO by the fifth working day of the following month, detailing all services rendered, hours worked, green recycled material in pounds, pesticides and herbicides applied, and all associated costs in Microsoft Office 2007 or compatible format. All work must meet Capability Level 3 standards as specified in the Work Capability Level table, which defines minimum frequency requirements for each task type.

1.0 General Information.
1.1 Overview.
The Contractor shall inspect, service, maintain, and landscape grounds of Joint Base Lewis-McChord-Yakima Training Center (JBLM-YTC). See TEs 1-4 and Work Capability Levels. The contractor shall provide commercially established grounds maintenance services in two classifications: Improved, and Fire Break areas located on JBLM-YTC.
These services include mowing, trimming, edging of lawns and vegetation, servicing planter beds and Irrigation start up and winterizing, prune trees and shrubs, pickup and diversion of green debris, tumble weeds and leaves, season long weed control and seasonal long control of firebreaks/Bare grounds and special/additional services.
2.0 Description of Services.
2.1 Scope.
The contractor shall service Improved, and Fire Break Grounds as identified in this Attachment. Location of areas are shown on TE 1-4. JBLM-YTC operates under the American National Standards Institute (ANSI) and International Organization for Standardization (ISO) 14001, Environmental Management System. The contractor’s service delivery shall conform to the JBLM-YTC Environmental Policy (http://www.lewis- McChord.army.mil/publicworks/sustainability/EMS/environ_policy.html), environmental laws, and JBLM-YTC regulations so that JBLM-YTC may remain in compliance with ANSI and ISO 14001. In addition, contracting officials should review and conform to EMS-235 at http://www.lewis-mcchord.army.mil/publicworks/sustainability/EMS/tierII/EMS235.pdf JBLM-YTC EMS conforms to the criteria defined in the international standard, ISO 14001:2004 Environmental management systems – Requirements with guidance for use. In accordance with EMS procedures, the contractor shall be familiar with the JBLM-YTC environmental policy and shall ensure that this information is considered and incorporated into this project. Additional information regarding the JBLM-YTC EMS is available from the installation EMS Coordinator (253-966-6470). The contractor’s service delivery shall:
(1) Support compliance with grounds-related requirements in the most current Unified Facilities Criteria 1-200-02 and Assistant Secretary of the Army for Installations, Energy, and Environment (ASA IE&E) Sustainable Design and Development (SDD) Policy [e.g., potable water use reduction via plant selection, xeriscaping, soil health and structure, etc], as feasible given other requirements under this contract.

(5) Ensure the amount of hazardous and toxic materials used and/or stored are minimized to the maximum extent practicable; that all pest control operations conform to Department of Defense requirements and the JBLM-YTC Integrated Pest Management Plan (IPMP) and are coordinated with and approved by the Installation Pest Management Coordinator (IPMC); and that all hazardous materials are authorized by the JBLM-YTC Pollution Prevention Program prior to use or storage on JBLM-YTC.
(6) Divert waste to the maximum extent practicable. This includes recycling of packaging, empty containers, to be disposed of at site designated by the COR.
2.2 Improved Areas.
2.2.1 Mowing.
The contractor shall mow improved grounds to look well-manicured by mowing grass when it reaches a height of 4 inches and mow it to a height of 2 inches. The contractor shall be required to pick up leaves and debris, natural and manmade, prior to mowing any improved area. This service shall include removal of twigs, tumble weeds, leaves and branches from adjacent sidewalks, building entrances, outdoor sport courts.
Responsibilities shall include, but not be limited to, the removal and disposal of all natural debris, (i.e,-tree limbs, dry brush, leaves, rodent habitats, dead animals) and divert all material to the JBLM-YTC yard waste disposal area. The designated area located 200 feet S.W. behind facility 105. Debris shall not be run over with mowing equipment. All lawn areas within the improved areas shall be mowed or trimmed by the Contractor according to the standards listed in this Attachment and all areas where the ground is covered with vegetation of any type. Paved areas and walkways shall be free of lawn clippings/debris the same day the service is performed. The Contractor shall remove visible grass clippings after mowing, before leaving work area. The lawn shall be uniform in appearance, free of skips, gaps, rutting, scalping, look clean, neat, and professional appearance. The Contractor shall be responsible for any damage incurred as a result of grass cutting operations.
2.2.2 Edging.

The Contractor shall edge perimeters of landscaped beds, sidewalks, driveways, street edges, curbs, and other concrete (except against asphalt edges) located in the improved areas to present a neat appearance. Edging includes the removal of all grass or weeds sprouting from sidewalks, pavement, curb and gutter joints. Grass, vegetation and ground cover shall be trimmed to no more than ½-inch from the surface edge, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting. The use of post-emergent herbicides by the Contractor, for edging purposes, is limited to grass/weeds in cracks and shall not be used to edge the entire area. The Contractor shall remove all edging debris the same day that edging is performed.
2.2.3 Trimming.
The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumpers, boulders, and all other fixed objects that project above the ground. The contractor shall remove all tumbleweeds and brushy encroachment growing through, over and at the base of the fences. Trimming shall also include removal of all vegetation from cracks in sidewalks, driveways, curbs and gutter joints. The contractor shall trim away from sidewalk/curb edges to control excessive growth. The use of herbicides by the Contractor shall be limited to post-emergent crack grass/weeds in cracks and the base perimeter fence line. The vegetation shall be trimmed to the same height as the adjacent mowed grass. Trimming work shall be performed concurrently with mowing operations, but may be required separately if vegetation growth exceeds standards. Grass and vegetation shall be trimmed to no more than ½-inch from the surface edge, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
The Contractor shall repair any damages to trees and shrubs caused by trimming. If a plant damaged by trimming dies or becomes unhealthy, the Contractor shall replace the damaged plant with a plant of the same size and type at no additional cost, to the Government. Plant replacement shall be performed within 15 days of the date the Contractor is notified to replace the plant. The Contractor shall remove all trimming debris from sidewalks and driveways the same day that trimming is performed.
2.2.4 Debris.
The contractor shall perform daily patrols and pick up limbs/branches on improved grounds. This service shall include removal of limbs/branches from adjacent sidewalks, building entrances, outdoor sport courts, parking lots and driveways.
2.2.5 Weed and Fertilize High-Visibility Improved Grounds.
The contractor shall implement a weed eradication program on high-visibility improved grounds. The contractor shall identify and perform pest/weed control during performance of grounds maintenance services. The Contractor shall apply commercial fertilizer, herbicide or other soil amendments on high-visibility improved grounds at a sufficient rate to sustain a healthy green lawn and control excessive weed infestation. Approved products shall be applied in accordance with the manufacturer’s recommendation. The contractor shall not allow weed infestation in lawns to exceed 5% to maintain a professional appearance and shall restore grounds made barren where weeds are removed to the level of care of the surrounding area at no additional cost to the Government. Season long herbicide application shall be limited to improved grounds identified on TE 1-4.
2.2.6 Planter Beds.
The contractor shall keep beds free of all grass, weeds, involuntary seed growth and natural/manmade debris without removing or stripping existing mulch to reveal bare dirt.
Contractor will use least evasive method and care to ensure rocks remain in beds during service and are not thrown into the street, grass from equipment. The Contractor shall edge/trim grounds cover in beds to present a well-manicured appearance by having perimeters displayed by a neat and visible line at the interface of surrounding grassy areas. Service shall also include removal of all vegetation from cracks in sidewalks, curbs and gutter joints. Pre and post-emergent herbicide for weed control is authorized by the contractor, but areas must be approved by the COR/ACOR prior to herbicide application, see TE 1-4.
2.2.7 Leaves and Storm Debris High-Visibility Grounds.
The contractor shall remove leaves and storm debris from high-visibility improved grounds to present a neat and unsullied appearance. Leaves and storm debris shall not be run over with mowing equipment. The contractor shall remove leaves/storm debris from sidewalks, building entrances, outdoor sport courts, parking lots and driveways.
Fallen leaves and storm debris shall be removed from high-visibility improved grounds areas indicated in TE 1-4.
2.2.8 Irrigation Program.
2.2.8.1 Program and Operate.
During the months of April through October, the contractor shall irrigate improve grounds to maintain the health of the vegetation ensuring no ponding of water or excessive runoff. This includes lawns, plants, flowers, landscaped areas, and all areas requiring watering. The contractor shall be responsible for day-to-day operation of irrigation systems listed on TE 4. All irrigation systems will be 100% programmed and operating by April 30, 2020. Irrigation systems shall be inspected for proper operation on an ongoing basis such that all irrigation systems are checked each month. Contractor shall notify COR of any malfunctioning systems/components within one business day.
Methods of detection include: visual sightings of water on associated hardscape and property, soil probing, meter monitoring, specific line observations and customer complaints. Contractor shall be responsible for hand watering areas identified on TE-4.
All hoses, sprinklers will be provided to the contractor.
2.2.8.2 Start-up/Winterization.
The Contractor shall perform start-up procedures on all irrigation systems IAW manufacturer’s specifications during the month of April and have all systems operating by April 30th. The Contractor shall perform winterization procedures on all irrigation systems IAW manufacturer’s specifications/industry standards during the month of October and have all systems winterized by October 31.
2.2.9 Broad Leaf Weed Control.
The Contractor shall comply with WSDA Pesticide licensing requirements found at paragraph 2.5.4.1. Application shall be limited to turf areas as shown in TE 1-4. The Contractor shall provide season long control of broadleaf species within designated areas (approximately 79 acres). Sample target species for control include but are not limited to common kochia (Kochia scoparia), diffuse knapweed (Centaurea diffusa), Russian thistle (Salsola kali), puncture vine (goathead) (Tribulus terrestris L.), purple mustard (Chorispora tenella) and Russian 6 knapweed (Acroptilon repens). The Contractor’s efforts shall result in maintaining control of all designated species within control areas with no off target impacts to surrounding area vegetation or off-post properties. Broadleaf control areas are illustrated at the maps found at TE 1-4. The Contractor’s efforts shall prevent the growth and seed production of target species throughout the performance period. Control of such species shall be accomplished in a manner as to provide the highest level of control with the least impact on non-target species. All work to be performed to a minimum performance threshold of no more that 5% valid deficiencies.
2.2.10 Leaves and Storm Debris.
The contractor shall remove leaves and storm debris from grounds to present a neat and unsullied appearance. Leaves and storm debris shall not be run over with mowing equipment. This service shall include removal of leaves storm debris from sidewalks, building entrances, outdoor sport courts, parking lots, fences and driveways. Fallen leaves and storm debris shall be removed from grounds indicated in TE 1-4. The contractor shall not proceed with work until receiving written authorization from the COR/ACOR. Pricing for this unscheduled service will be by the acre and completed within 72 hours after services are ordered.
2.2.11 Tree Maintenance.
2.2.11.1 Service/Maintain Trees.
The Contractor shall be responsible for pruning trees identified by the Government within the JBLM-YTC cantonment area. Trees shall be pruned away from buildings, fences, sidewalks, curbs, street lights, fire hydrants, under windows, around ground lighting to allow light usage for its intended purpose or raise the canopy to improve appearance and promote growth under tree. When urgent tree pruning is required, the Contractor shall accomplish pruning within 24 hours of notification by the COR/ACOR. Pruning shall be accomplished IAW ANSI A300 (Part 1)-2001, Tree, Shrub, and Other Woody Plant Management – Standard Practices (Pruning) and ANSI Z133.1-2006, Arboricultural
Operations – Pruning, Trimming, Repairing, Maintaining, and Removing Trees and Cutting Brush – Safety Requirements, or the most current approved update. The contractor shall use these established industry standards to:
Clean: Selective pruning to remove one or more of the following parts, dead, diseased and/or broken limbs.
Raise: Raising the canopy to promote growth and allow for equipment maneuverability/safety. Selective pruning of limbs with a minimum clearance of 14 feet over streets, parking lots, and driveways; 8’ feet over walk areas; 4’ feet over buildings and 3 feet from buildings/streetlights.
The contractor shall accomplish tree pruning only through issuance of a task order from the KO and authorization from the COR/ACOR. Contractor will have 5 days after notification to complete the service.
2.2.11.2 Tree and Stump Removal.
The contractor shall only cut down trees identified by the COR/ACOR. The contractor shall fell, cut, and drop trees in a direction that will not strike surrounding trees, buildings, or infrastructure(s). The contractor shall remove all timber generated from the performance of this task from project sight. The contractor shall remove the stump and perimeter roots by completely cutting and grinding all growth to a minimum of 8 inches below grade. The contractor shall grind the stumps and roots within five working days of the tree removal date. The contractor shall remove all chips and debris the same day the contractor performs grinding. The contractor shall repair any holes, depressions, or lawn damage generated by the removal of the trees and stump(s). The ground will be even with existing finished grade when service is complete. The contractor shall only accomplish tree and stump removal through coordination with COR/ACOR. When urgent tree and stump removal is required, the Contractor shall accomplish the action within 24 hours of notification by the COR/ACOR. Logs, stumps, roots, brush, limbs and other organic based debris from the clearing and grubbing of land, except for salable timber, shall be diverted to a site designated by COR. When economically possible, landfill disposal shall be the last option. Diversion and disposal shall be at the contractor's expense. Trees identified for removal shall be considered within the following categories: large, medium, small, and sapling, which is determined based on diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the grade. Trees with multiple trunks shall be measured as follows: (1) all trunk diameters measured, (2) the largest trunk diameter shall be recorded, and (3) each remaining trunk diameter shall be halved.
All values will then be added together to obtain the final tree diameter.
Tree sizes are described below.
Saplings: Diameter 4.5 inches and smaller.
Small Trees: Diameter greater than 4.5” to less than 24”, remove within five (5) workdays from authorization from the COR/ACOR.
Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from authorization from the COR/ACOR.
2.2.12 Hedge and Shrub Maintenance.
2.2.12.1 Hedge / Shrub / Plant Pruning.
The contractor shall prune shrubs, hedges or plants identified by the KO or the COR/ACOR. The Contractor shall employ established pruning techniques, to remove dead branches, thin out shrub density, simplify shrub structure, or reduce shrub size.
Shrubs and other plants shall be pruned away from buildings, sidewalks curbs, fire hydrants, under windows, around ground lighting to allow light usage for its intended purpose and shall be pruned to maintain a minimum of six (6) inches clearance from buildings, sidewalks, or other obstructions. Species include, but are not limited to dwarf spruce, lilac, roses, and box wood species. Report to the COR any pest problems (e.g., insect, rodent, or plant disease issues) noticed during maintenance activities. The Contractor shall keep areas beneath shrubs and hedges free of all grass, weeds, vegetation, and debris. The Contractor shall remove all pruning debris from beds, lawns, and adjacent paved surfaces before leaving the work area. Contractor will have 5 days after notification to complete the service.
2.2.13 Additional Services.
Due to unforeseen circumstances, the Contractor may be required to service locations within the JBLM-YTC cantonment area beyond the normal grounds maintenance.
2.2.13.1 Additional Services.
Additional services will occur that may require the Contractor to service pre-identified locations within the Improved and firebreak areas utilizing the normal grounds maintenance tasks listed in this Attachment. Pricing for this unscheduled service will be by the acre and the contractor shall accomplish services within 72 hours of notification by the COR/ACOR. Should the Contractor be required to deviate from its schedule to meet requirements, the Contractor shall do so at no additional cost to the Government.
The Contractor shall be authorized/entitled one (1) additional duty day to return to its normal operations; furthermore, the Contractor shall not be held accountable for any unsatisfactory performance results, on a quality assurance inspection or complaint, due to Government directed schedule change(s), until such point when the Contractor resumes normal operations.
2.2.14 Fire Breaks / Ranges / Ammunition Supply Post (ASP).
Contractor work within the Ammo Supply Point (ASP) shall be coordinated by contacting facility managers located in Building 1093. The above ground magazines, bunkers shall be kept clear of all readily combustible material, such as dry vegetation. A 50 foot fire break will be maintained around all magazines, bunkers, operating buildings, outdoor storage site, and other ready explosive facilities as shown on TE 1-4. Contractor shall maintain a 10 foot firebreak interior and exterior ASP perimeter fences. Contractor shall maintain and a 30 foot fire break along JBLM-YTC interior perimeter fences/roads as shown on TE 1-4. Control of vegetation in these areas shall be accomplished by manual or approved chemical means per IPM principles. Removal of vegetation material by burning is not authorized on YTC.
2.2.15 Invoicing and Reports.
The contractor shall provide a monthly report of work performed to the COR/ACOR and the KO. The contractor shall submit this consolidated monthly report prior to invoicing and not later than the fifth (5th) working day of the following month in which the contractor performed services. The report shall have a description of all services rendered, total hours worked, pounds of green recycled material, a description of work performed including pesticides/herbicides applied and the locations with all CLIN (Contract Line Item Number) costs included and shall be in Microsoft Office 2007 or compatible program.
