The following have been added by full text:
ADDENDUM TO FAR 52.212-2
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.
The following factors will be used to evaluate offers:
1) Technical Capability/Experience
2) Price
The Government intends to award a single contract to the offeror that is deemed responsible in accordance with FAR Subpart 9.1, whose proposal conforms to the solicitation, and whose proposal represents the lowest-priced offer with an Acceptable rating for the Technical Capability factor.
(b) Proposals will be evaluated for compliance with the following submission requirements, detailed in the Addendum to FAR 52.212-1, paragraph D. Incomplete proposals that do not contain completed submissions and conform to the solicitation requirements may be deemed ineligible for award.
(c) The Government will evaluate the offerors’ Technical Capability/experience to which the offerors’ provided current elevator mechanics licenses and certifications by the state of Washington. Technical experience will be evaluated to determine the level to which the offerors’ submitted past experience (which may include past experience of proposed subcontractors) was for work of a like and similar magnitude, scope and complexity as this solicitation. Specifically, the Government will evaluate the offerors’ past technical experience in at least the first six of the following elements, all seven preferred:
Inspect and Service Vertical Transportation Equipment (VTE) for at least 65 units located at multiple locations on a monthly basis
Repair and service VTE according to requirements by the ASME A17 from various manufacturers Adjust, clean, and lubricate VTE that include traction, hydraulic, roped hydraulic, and screw drive units Over and above work (not routine work) to include alterations/modernizations Annual Fire Alarm Testing, annual (CAT-1) and Five year (CAT-5) Testing Prepare reports of the services performed along with all the findings Emergency calls response time within two (2) hours
The Government will evaluate technical experience submissions (Submitted on the Technical Experience Forms provided as Attachment L1). If an offeror fails to provide an acceptable past experience narrative the offeror may be ineligible for the award. The Government will determine the acceptability of offeror’ technical experience based on the following ratings:
Technical Capability Ratings
Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
(d) The Government will not score or rate offerors’ price proposals. Proposed prices will be evaluated for reasonableness and balance. To be eligible for award, an offeror’s technical capability must be rated “Acceptable,” the total price proposed must be determined reasonable, and all CLINs must be determined balanced, unless the Government determines that the lack of balance does not pose an unacceptable risk to the Government.
Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including base and option periods) is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses a significant risk to the Government.
Price analysis will be performed on the total proposed amount (base and option period). The existence of adequate price competition is expected to support a determination of reasonableness; however, other price analysis techniques may be used to further validate price reasonableness.
The Government will evaluate its option to extend services (FAR Clause 52.217-8) by adding one-half of the offerors’ proposed price for the option period to the total proposed amount. Thus, the offerors’ total price for the purpose of evaluation will include the 58- month contract term and one half of the last option period. Offerors will not propose a cost for the six-month period. The extension of services clause will be exercised only if necessary, utilizing the negotiated rates of the preceding period.
Evaluation of the option(s) shall not obligate the Government to exercise the option(s).
(End of 52.212-2 addendum)
The following have been modified:
ADDENDUM
ADDENDUM TO FAR 52.212-1
A. GENERAL
1. This acquisition will be conducted utilizing the procedures of FAR Part 12 and FAR Subpart 13.5.
2. The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the terms and conditions of the RFP and concurrence with the Performance Work Statement and contract type.
Noncompliance with the Request for Proposal (RFP) requirements may hamper the Government's ability to properly evaluate the proposal and may result in the proposal’s elimination from further consideration for contract award.
3. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
4. All referenced documents for this solicitation are available electronically in SAM accessed through https://www.sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.
5. The Government point of contact for this acquisition is:

Offerors are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable, and to attend the pre-proposal conference. The purpose of this site visit and the conference is to eliminate any possible misunderstandings of the terms of the solicitation. Technical questions will be addressed during the course of the pre-proposal conference. If the Government responses to technical questions affect the Performance Work Statement requirements or any other portion of the solicitation, an amendment to the solicitation will be issued. All questions must be submitted in writing unless, the solicitation is amended in writing it will remain unchanged.

Take exit 120 off Interstate 5 and proceed toward the Liberty Gate. Just prior to the Liberty Gate, turn right into the Visitor’s Center parking lot.
