About this file
This document provides questions and answers regarding a federal solicitation for HVAC repair services at Building J01164 at Joint Base Lewis-McChord in Washington. The solicitation seeks bids to remove and replace existing HVAC equipment including air handling units, control cabinets, ductwork, steam piping and exhaust stacks. A pre-bid site visit will be held on May 20th and bids are due by June 11th. Questions must be submitted by May 24th. The selected contractor will be required to submit lift plans and conduct work in accordance with JBLM safety protocols. The solicitation includes responses to manufacturer questions clarifying technical requirements for new equipment including sizing of electric heating coils, filter types, control strategies and system temperatures. The Army Materiel Command Mission and Installation Contracting Command at Joint Base Lewis-McChord is the contracting agency.

W911S8-21-B-0003 HVAC Repair Bldg J01164 PPI’s
1) 1.4.2.10 indicates to connect the smoke detectors to the buildings fire alarm. Per the SOW, we are to remove and reinstall existing duct detectors. Will NICET IV-stamped shop drawings and a full system test be required upon reinstallation or are we to simply perform a functionality test on the duct detectors?
Functional test only. Stamped shop drawings not required.
2) The SOW references painting of new product numerous times, upon the site visit it was noticeable that there is numerous conduits and other items not painted. Can it be confirmed the new conduit and ducting will require painting on the interior and exterior of the building. In the event the KTR uses Galvanized material on the exterior of the building for ducting would painting of ducting be required? if the equipment manufacture factory paints the equipment would using the factory color be acceptable?
Removed the requirement to paint new conduit. Painting of all exterior components (ducting, protective covers, wall patch/repair, etc.) is required to match existing; added “as close as possible” to SOW. If equipment is painted by manufacturer, it will be acceptable if it is “as close as possible” to the existing.
3)1.4.2.2 indicates to remove the steam piping back to the nearest tee, please confirm the intent is to remove all steam traps, valves and piping back to the main line located near the steam heat exchanger
Steam and condensate shall be demoed back to the main line near steam heat exchanger. See added photos to amended Attachment #4 Pictures. Also see SOW section 1.4.2.2.
4) The Existing EU’s do not have bollards protecting them. Will new Bollards need to be installed?
Bollards are not required
5) For the new EU’s will the pavement be required to be removed for the new concrete pad?
Added statement to SOW “Contractor shall saw cut pavement as required to install new equipment pad.” SOW section 1.4.3.1
6) 1.4.3.3, can it be confirmed the exhaust stack is to be replaced on the existing EU’s?
Refer to SOW section 1.4.4.16. Contractor is to install new inlet ductwork (from wall opening to new EU). This section also states, “Contractor shall connect new fan to existing stack.”
7) The existing Stacks appear to be 18” or 20” pipe, not ducting. With one attachment to the structure.
With welded joints. Are we to match existing materials or is using SMACMA materials rated for the
System CFM and W.C” acceptable as well as adding additional supports as required to secure the new ducting?
Contractor may use SMACMA compliant materials as long as they also meet JBLM Design Standards.
New stacks do not need to match existing in material and connection type (must be supported “similar to existing”). Additional supports are permitted as long as they are similar in style to the existing. Stacks do need to meet requirements of SOW section 1.4.3.3.
8) Assuming a lift plan will be required for the installation of the new stacks, being so close to the air strip will there be time constraints when the lifting can be done?
The contractor will be required to provide a lift plan and show how they will conduct lifting operations safely via the lift plan and AHA’s. However, time constraints are not anticipated as the lift will not be conducted at elevations higher than the building’s roof line and the lift will be conducted on the street side of the hangar. McChord Air Field OPS confirms that no special plan is required. Contractor shall give the Government plenty of notice before conducting lift operations so that the Air Field can be notified.
9) Will new duct insulation be required to be painted? If the KTR elects to use duct board with and jacket in color “white” would this be acceptable in leu of painting the duct wrap?
Contractor need not paint if the facing is procured in the appropriate color per Attachment #2 (vapor retarder barrier that has a facing color of white and is a minimum of 2 mils thick).
10) 1.4.3.4 call out for the ducting to be sized per the system temperatures. Can this temperature be provided?
This temperature will be between 32F – 120F; no more than 120F.
11) 2.3.2 requires the heating outage to be minimized if air temperatures are below 45 degrees. In the event work is to be conducted during heating season will temporary heat be required and if so to what extent?
See changes to SOW section 2.3.2. KTR shall sequence work to allow one of the AHUs to operate to provide freeze protection. Steam outage is to be conducted when outside temps are above 45F.
12) Below are questions from a manufacturer regarding the proposed AHU’s and CCU’s:
• Are we to size the electric heat coil in CCU’s for the range of 20F EAT to 120F discharge temp?
Coil should be sized for 32 EAT to 120F discharge.
• If this is to be the case, then will there be (2) separate electrical connections. 1 for the fan and 1 for the electric heat?
Install electrical as required powering all equipment (SOW section 1.4.2.11).
• Are standard MERV 8 filters acceptable for both the CCU’s and AHU’s?
Yes
• Confirm that their humidification is not required in the CCU’s.
Confirmed – humidification not required on new CCUs
• Is there Glycol in the HW loop? If so then what is the %?
Glycol content of HW loop is unknown. SOW section 1.4.2.1 “take a sample of water to be discharged and estimate pH and chlorine PPM for sewage permit.” This should also tell the KTR the glycol content.
• Are both the CCU’s and AHU’s a constant speed system? If not, how should the fan be controlled?
Yes, both the CCUs and AHUs are constant speed systems. The heating is modulated via the heating coil valve position that is controlled by the DDC; but the fan speed is constant.
