The Government recognizes a few of the storm water features and planter beds may need some initial effort and will ensure the contractor has adequate time to bring the areas into standard without fault to them. Please see Attachment A of the PWS, Page 5, Para 2.2.8.

5 TE 8 and SF1449 (Pg 3 & 4) SF1449 Pg 3 & 4 What is the Workload Data for CLINs x001AA, x001AB and x001AC? As indicated on the SF1449 (W911S820R0003), CLINs x001AA, x001AB and x001AC are all Improved Grounds areas and as such would be indicated on TE 8 as Improved Grounds (discrepancy in acreage between the SF1449 and TE 8 is due to the fact that some areas are new to the contract and do not have a Workload History). The Estimated acreage in the detailed description of CLINs x001AA, x001AB and x001AC are correct.

6 Attachment A to PWS 2.2.2, 2.2.3 Pg 3 & 4 Who is responsible for crack weeds in roads, parking lots and sidewalks? The Contractor is responsible - Please see Attachment A of the PWS, Page 3, Para 2.2.2; Page 4, Para 2.2.3; Page 4, para 2.2.6; Page 5, Para 2.2.8; Page 10, Para 2.3.2; and Page 12 Para 2.3.10

7 PWS 3.2 Pg 20 Regarding the 2 week Phase in Period. How are we to price this? Project Managers only or managers plus any other personnel required? There is not a "Phase-In Period". There is a timeframe for Transition. The Government will not pay for mobilization cost. How the Contractor accounts for any cost due to participating in the transition is up to the Contractor and should be calculated into the existing CLINs. There is not a separate CLIN for these "Overhead" expenses. (remove "During phase in and" from Deliverables?)

8 PWS 3.2 Pg 20 Regarding the 2 week Phase in Period. Will we be required to perform any of the maintenance tasks in the PWS, or is this period limited to observation and orientation? There is no "Phase in Period". Contract performance will begin on the 1st day of the Period of Performance which is currently expected to be 01APR20. The purpose of the "Transition Period" as itentified in the PWS, to is to afford the incoming Contractor an opportunity to observe the outgoing contractor and coordinate the hand off of the Equipment Yard, Fence and Parking Area. As far as the Government is concerned, this Transition Period is optional as the incoming Contractor can simultaneously establish their footprint and start performing services on the first day of the POP.

9 PWS TE 1 The Storm Water Features as indicated on the maps appear to be much bigger than 22 acres. How is it determined which 22 acres of the features will be maintained? The acreage for the Storm Water Features as indicated on the maps, were measured using ArcMap; Which indicates the Storm Water Features acreage to be 22 acres. This has been re-verified as of 08JAN20.

10 SF1449 CLIN xx16 When does CLIN xx16 become applicable considering Stump Removal is required in CLINs xx12 - xx15? CLIN xx16 becomes applicable when there is a need to remove a stump (tree was already cut down)… CLINs xx12 - xx15 are for Tree and Stump removal.

11 PWS 2.8.9.1 1) Pg 18 Can we please get a copy of the IPM Plan? Yes, the IPM Plan has been added to the Solicitation Posting in FBO.

12 PWS 2.8.9.1 1) Pg 18 Aeration of turf areas is a key element for an IPM Plan. However we do not see a requirement for this. Aeration is not in the IPM Plan and is not a requirement in this contract.

13 PWS 7.1.1.22 Pg 31 Can you please explain which grass plants grow to 1" in diameter? The "1" in diameter you ask about is referring to vegetation that is other than grass or weeds. "...grasses, weeds, and other vegetation which is one inch or less in diameter (at ground level)."

14Site VisitWe noticed, at Fort Lewis, that there are lots of exposed irrigation lines.
a. Who’s responsibility is it to maintain/repair irrigation systems?DPW shop personnel maintain the irrigation systems on Lewis Main/North. However, if the Grounds Maintenance crew causes damage, they will be responsible for the cost of repairs.
b. Will the irrigation lines be buried/covered before the start of the contract?The orange and white irrigation lines are designed to be temporary and will not be covered with mulch or anything else. The systems do not work and will be removed at a later date.
c. Who will be operating the irrigation systems?DPW shop personnel maintain the irrigation systems on Lewis Main/North.
15Attachment A to PWSParagraphs 2.2.6 Planter/Rock Beds and 2.2.8 Storm Water Features of the PWsEach paragraph states that the “contractor shall completely remove blackberry bushes, poison hemlock, and scotch broom, including the roots.” During the site visit we noticed the that many of the storm water features and planter/rock beds had blackberry plants present.
a. Will these areas be brought up to contract standards prior to the start of the contract?Please refer to the response to question #4 above.
b. Will the contractor be compensated to bring these areas up to standards at the start of the contract?Please refer to the response to question #4 above.
16Attachment A to PWSParagraph 2.2.10 MulchWe noticed several types and sizes of wood mulch. What is the preferred size of mulch that will be required
for contract?Please refer to the response to question #1 above.

17 PWS Page 40, Para 7.4.1 Equipment Yard, Fence and Parking Area At the Contractor laydown facilities, will the contractor be allowed to have gas and diesel storage tanks? Yes. The contractor can place fuel tanks on the site at contractors expense. The tanks have to be attached to the concrete and properly grounded.

18TE 5At McChord there are several areas that are identified as Irrigated on the drawings:
a. Who’s responsible for the Operation and Maintenance of the irrigation systems?Irrigation systems on McChord Field are maintained by a separate contractor.
19Attachment A to PWS 2.2.4Pg 4Reference is made to paragraph 2.2.4 Debris of the PWS:
a. How far away from the contracted/identified area is the contractor to police?There is no specified distance. The Contractor is to police the debris that is in the Improved Grounds footprint and remove limbs/branches from the adjacent sidewalks, building entrances, outdoor sport courts, parking lots, and driveways. For example: if the identified area is between the sidewalk and a building, and there are branches that fell on the adjacent sidewalk, the contractor should pick those branches up. Another example: if the identified area is the area surrounding a basket ball court, and branches fell on the court, the Contractor should pick those branches up.
Example: the parking lots that are adjacent to contracted areas along Pendleton Road near Building 2044 at Fort Lewis; is the contractor responsible for daily policing of the parking lot?No, Attachment A to the PWS para 2.2.4 is only for Improved Grounds areas. The areas along Pendleton Road near Building 2044 is a Storm Water Feature, not Improved Grounds.
20Site VisitDuring the site visit we noticed moss growing in the pavers and sidewalks:
a. Is the contractor responsible for the removal of moss from hard surface cracks?No, The Contractor is not responsible for the removal of moss from hard surface cracks.
If the contractor is responsible for the removal of the moss, can the contractor chemically treat the
cracks/pavers?The Contractor is not responsible for the removal of moss from cracks/pavers.
21Attachment A to PWSParagraph 2.3.2Trimming; the last sentence states “The contractor shall trim all woody encroachment growth through, over and at the base of the fence:The Areas of responsibility for this contract are limited to the specific areas as identified on TEs 1-5. The Contractor would only be responsible for fence lines within the identified areas.
a. How high over the fence is the contractor responsible for? Along Perimeter Road at McChord we noticed
woody vegetation growing over the fence that was over 20 feet above the top of the fence.The Contractor is responsible for no more than a foot above the fence. Trees are not part of the trimming in Attachment A to PWS para 2.3.2 and will be dealt with via a separate CLIN.

22 Who is the incumbent contractor? This is a consolidation of 2 contracts (W911S8-17-D-0011 RMC/Exemplar JV and W911S8-18-D-0019 ANC Custodial)

23 What is the value of the existing contract? This is a consolidation of 2 contracts (W911S8-17-D-0011currently valued at an estimate of $2,323,849.87 as a 6 month Base Plus 2yr and W911S8-18-D-0019 currently valued at an estimate of $212,287.00 as a 12 month Base Plus 1yr)

24 Attachment A of PWS Page 4, 2.2.6 Is there a map of the rock and plant beds? The TE's call out all the different types of areas requiring service. Please refer to the Legends on TEs 1-5

25 Attachment A of PWS Page 9, 2.3.1 What does AFTF stand for? AFTF stands for: Aircraft Fire Trainer Facility. It is located on the East side of the airfield and it's all Semi (Common) grounds. PWS, para 7.1 Definitions and Acronyms? Has been updated. Please see PWS JBLM Grounds Maintenance (REV 1) 14 Jan 2020.

26 PWS TE 5 Some of the green irrigated areas on the map do not specify improved or semi-improved. Are we to assume that the green irrigated areas are considered improved? Yes. Irrigated is Improved Grounds.

27 Are there Government supplied fuel tanks on site or do we supply our own? The Government will not provide Fuel Tanks. Please also see the response to questions #17 above.

28 TE 8 Pg. 1 Per the solicitation, the total acreage to be serviced under CLIN 0001AA is 194, however TE 8 – Historical Data states there are 195 acres. Can the Government confirm the correct total acreage? The acreage in CLINs x001AA, x0001AB, x0001AC are accurate. TE8 does not reflect all acreage as some acreage is new to the contract and does not have a Workload History. Please also see the response to question #5 above.

29 SF 1449 Pgs. 3 and 4: CLINS 0001AA, 0001AB, 0001AC Can the Government provide total square footage of trimming required under the about referenced CLINS? No, the Government cannot provide total square footage of trimming required under the referenced CLINS.

30 SF 1449 Pgs. 3 and 4: CLINS 0001AA, 0001AB, 0001AC Can the Government provide total linear footage of edging required under the about referenced CLINS? See response to question 29.

31 SF 1449 and TE 8 Pg.8 and Pg. 1 Per the solicitation, the total acreage for CLIN 0009 is 50 (PWS 2.2.11), however, TE 8 lists 67 (PWS 2.2.5) and 50 (PWS 2.2.11). Can the Government clarify the total acreage to be included under CLIN 0009? Can the Government clarify if the four occurrences of weed and fertilization should include both weed control and fertilization or is this two occurrences of weed control and two occurrences of fertilization? CLIN x0009 has 50 acres of weed & Fertilize Improved Grounds that falls under Attachment A of the PWS, Para 2.2.11. CLIN x0001AA has 67 acres of weed & Fertilize High Visibility areas that fall under Attachment A of the PWS, Para 2.2.5.

32 SF 1449 Pg. 4 The PWS and TE 8 reference 45 acres of planter/rock beds. However, there is no associated CLIN. Under which CLIN would the Government like this cost to be included? The associated CLINs are CLINs x001AA, x0001AB, x0001AC as in their extended description these CLINs all reference Attachment A of the PWS, Para 2.2.6 Planter/Rock Beds

33 PWS Attachment A Pg. 4, Para. 2.2.4 Per Attachment A of the PWS, the contractor is responsible for performing daily patrols to pick up limb/branches. However, the TE 8 states there are 20 acres to be serviced. Can the Government identify which 20 acres should be included? In addition, there is no associated CLIN for this service. Should the cost be included with one of the Improved Grounds CLINS? The 20 acres mentioned in TE 8 is an estimate of how much total debris can be expected during a year within the 224.2 acres of Improved Grounds. The CLINs associated are: CLINs x001AA, x0001AB, x0001AC which in their extended description, all reference Attachment A of the PWS, Para 2.2.4 Debris.

34 SF 1449 pg. 12, CLIN 0017 Can the Government provide sizes and species of plants and shrubs to be pruned? Sizes vary (small, medium, large). Species are indigenous to the South Puget Sound area. A list of a few of the indigenous Plants and Shrubs has been added to TE 8. Please see TE 8 Workload Historical Data (REV 1) 16 Jan 2020.

35 SF 1449 and TE 8 Pg. 7 CLIN 0007 and Pg. 1 Technical Exhibit 8 states that there are 33 acres to be serviced an estimated 6 times however the associated CLIN states 75 acres in total. Which is correct? TE 8 references "Leave(s) and Storm Debris Removal" on two separate lines… the first is for 33 acres and references Attachment A of the PWS, Para 2.2.7 Leaves and Storm Debris High-Visibility Grounds and is part of CLIN x001AA. The second is for 75 acres and references Attachment A of the PWS, Para 2.2.9 Leaves and Storm Debris and is part of CLIN x007. The 75 acres is on an as ordered basis and is designed to be used outside the high visibility areas.

36 SF 1449 pg. 7, CLIN 0006 The inventory states that this CLIN consists of 10,000 LF. Is this the total linear feet of the airfield ramp cracks to be sprayed or is the contractor responsible for 10,000 LF of airfield ramp trimming that is 10,000 LF long by approximately 300 LF wide and ANY vegetation that grows within that area? If the latter, what is the area required to be sprayed? Can the Government confirm that airfield ramp trimming consists of removing vegetation from the pavement or is this trimming the perimeter of the airfield runway to eliminate encroachment of vegetation from the sides? The 10k LF is an estimated workload. The goal is to spot clean/trim the weeds at the edges of the taxi ways, runway or ramps/pavement. The service is in lieu of servicing the entire airfield because some of the weeds grow at a faster rate than the rest of the airfield.

37 SF 1449 and TE 8 pg. 3, CLIN 0001 Between what months do the estimated 38 services occur? The estimated 38 services mentioned on TE 8 Generally occur during April - September. However, this CLIN is a performance based CLIN that is invoiced Monthly (i.e. the QTY: 12 Unit: Months)… the standards in Attachment A of the PWS must be maintained throughout the entire year.

38 SF 1449 and TE 8 pg. 5 CLIN 0002 Between what months do the estimated 12 services occur? The estimated 12 services mentioned on TE 8 Generally occur during April - September. However, this CLIN is a performance based CLIN that is invoiced Monthly (i.e. the QTY: 12 Unit: Months)… the standards in Attachment A of the PWS must be maintained throughout the entire year.

39 SF 1449 and TE 8 Pg. 6, CLIN 0005 What months do the estimated 5 services occur? The estimated 5 services mentioned on TE 8 Generally occur during April - September. The gov't may order a service in the Fall as well.

40 SF 1449 and PWS Attachment A Pg. 14, CLIN 0022 and Pg. 9 Can the Government provide more detail on what exactly these services entail and what is expected of the contractor? Please refer to TE 5 "Pot Semi Improved"... There are approximately 134 acres of Potential Semi Improved Grounds around the airfield. This area consist of Scotch Broom and wild grass. All 134 acres were serviced approximately 14 months ago. The goal is to have 50 acres serviced each year on a rotational basis so that each area is serviced no less than once every three years. The service may also be used to service fence lines on Lewis Main/North (TE's 2 & 3). These fence lines were just mowed/trimmed to a height of 4 inches by DPW in Dec 2019.

41 SF 1449 and PWS Attachment A Pg. 13, CLIN 0021 and Pg. 9 Can the Government clarify that these services are for mowing, trimming, and edging of improved and semi-Improved Grounds? This CLIN would be used to order by acre additional services of CLINs x001AA, x0001AB, x0001AC, x0002. Example: Parade field was previously serviced and has not yet grown to a length requiring the Contractor to service the area, but there is a ceremony scheduled and the Government would like to order to have the area serviced to bring the length down to the lowest height required. The Contractor would still be submitting the Monthly invoice under the regular CLINs for maintaining the area, but would invoice under this CLIN for the additional services performed.

42 PWS Attachment A Pg. 10, para. 2.3.5 What is the total acreage of the Controlled Movement Area? The total acreage of the Controlled Movement Area is an estimated 60 acres.

43 N/A N/A Can the Government confirm that all green waste and refuse can be disposed of at JBLM facilities at no cost to the contractor? Yes, the Government confirm that all green waste and refuse can be disposed of at JBLM facilities at no cost to the contractor. However, Earthworks does not like a mixture of debris. Grass, leaves, branches etc.… must be kept separated from one on another.

44 PWS Attachment A Pg. 5, Para. 2.2.8 What is the average width and depth of the storm water features? Are the storm water features the same as drainage ditches? The Government does not have width and depth data. Storm water features may be called drainage ditches, but are identified as a storm water feature on this contract.

45 PWS Pg. 7, Para. 2.1.7.1 Can the Alternate Project Manager or Project Manager be the same person as the Quality Control Officer? If not, does the Quality Control Officer have to be on site at all times? Yes, the Alternate Project Manager or Project Manager can be the same person as the Quality Control Officer

Yes, the Government will allow the contractor to work on weekends. Please see PWS JBLM Grounds Maintenance.pdf, page 4, para 2.1.2.4

48 PWS Will contractors have the ability and permission to coordinate with the street sweepers when servicing high traffic areas? Gov't resources will not be allowed to assist with contract requirements.

49 PWS Attachment A 2.2.4 Debris PG 4, 2.2.7 Leave and storm Debris High-Visibility Grounds Pg 5 Does Clean up of the leaves and debris on sports courts include the ball fields and sports complex? Please see response to question # 19 above.

50 PWS Attachment W911S820R0003 JBLM Grounds Maintenance Item No. 0006 Pg 7 CLIN 0006 , can you please clarify the intent of this CLIN? Please see response to question # 36 above.

51 Historical Data N/A Can the Government provide the historical data available on frequency of service for the storm water features? Most of the storm water features were serviced 4 times in 2019, but they were on an as ordered basis. This contract has them as a maintain to the standard and invoice monthly basis. Per TE 8, the gov't has estimated 6 services per year will keep the storm water features in standard.

52 PWS 2.2.58 Storm Water Features Does Maintaining grass in storm water features to improve standards refer to areas similar to that of the Waller hall parking area? Yes, Storm Water Features ("ditches") that are grass, should be serviced to the improved standards.

53PWSDo we have any right of refusal with regards to safety or potential property damage? Sometimes rocks can be thrown from a mower and break a window. Oftentimes damage is assumed to be caused by the grounds contractor even if they were not there at the time of the incident.
To rephrase the question: Do we have any right of refusal with regards to claiming responsibility for safety or potential property damage.This question is in reference to "disclaimers" and the answer is no. Our Contractor will have insurance as required by the Solicitation and subsequent Contract.

54 PWS Can the Government disclose the contract award amounts for all the encompassed contracts Please see responses to questions #22 and #23 above.

55 Can you provide the sign in sheet for joint base landscaping site visit? Sign-in sheet will be provided.

58 Will there be lay down site location on both sites? McChord Field has a pre-identified laydown yard (PWS JBLM Grounds Maintenance.PDF, Page 40, Para 7.4.1 Equipment Yard, Fence and Parking Area) and the gov't will work with the contractor to locate an area on Lewis Main/North to place equipment.
