2.3.5 Mowing in the Controlled Movement Area (CMA). The contractor shall mow in the airfield CMA at night between the hours of 10:00 PM and 5:00 AM unless written approval authorizing daytime service is granted by AMOPS. The CMA is defined as a 100-foot wide strip of grass on each side parallel to the active runway and shall be mowed when the runway is not in use, free of aircraft and in conjunction with the airfield sweepers. Prior to any mowing, the contractor shall obtain approval of its schedule by the Airfield Manager and the DPW, Horizontal Construction Section in building 340 and 342.

2.3.6 Airfield Communications. The contractor shall be radio-equipped to maintain constant two-way radio contact with the McChord Field Air Traffic Control Tower (ATCT) and AMOPS.

The contractor shall contact AMOPS prior to entering and upon exiting the confines of the airfield. The contractor shall inform AMOPS of intended location and operation activity. The contractor must obtain permission from ATCT prior to entering CMA. The contractor shall monitor and maintain two-way radio contact and respond immediately to the directions of ATCT when operating in the CMA. Initial and subsequent airfield drivers training shall be accomplished through the McChord Field AMOPS located in Building 1172, McChord Field, JBLM. The Government shall provide all required communication equipment and transceiver frequency information for this contract. The contractor can obtain this equipment/information from the DPW Horizontal Construction section located in Building 340 and 342, McChord Field.

2.3.7 Streaked Horned Lark (STHL) Nesting Area. The STHL is an endangered species. JBLM has acted on minimizing negative effects to breeding STHL adults and young birds that nest on the airfield during the Spring and Summer. The Government is taking the following actions to protect the STHL and at the same time maintain safe airfield operations. To protect the STHL, the entire airfield will be cut to 6 inches before the end of April, immediately prior to the initiation of STHL nesting activity. Grounds will be uniform appearance in all areas, except as described in paragraphs 2.3.1 thru 2.3.9 of this Attachment. The contractor shall buffer the STHL nests by the following requirements as described in the following paragraphs of 2.3.9 until the nesting cycle of 35 days is complete or the nest fails. See TE 1-5 for semi-improved (common areas) airfield locations.

2.3.8 Airfield Coordination for STHL. The contractor shall coordinate all activities on the airfield by contacting AMOPS. The contractor shall perform mowing IAW paragraphs 2.3.1 thru

2.3.9 of this Attachment. The contractor shall not mow in areas where STHL breeding, nesting occurs or exists.

2.3.9 During the spring and summer after the April mowing, airfield vegetation should be mowed when the average height exceeds 14 inches before being mowed or cut back to 7 inches IAW AFI 91-212 Integrated Bird Aircraft Strike Hazard (IBASH) and Air Force Instruction (AFI) 91-202 requirements. When airfield services are required, the contractor shall accomplish services within 22 working days of notification by the COR/ACOR. Pricing for this unscheduled service will be an each item and the contractor shall not proceed with work until receiving written authorization from the COR/ACOR. STHL breeding activity at McChord Field airfield will be monitored through the DPW Environmental and Fish and Wildlife branch. The STHL breeding territories will be delineated and exact nest locations will be determined. AMOPS will possess updated maps depicting the STHL breeding territories, known nest locations, and the status of each known nest. AMOPS will coordinate with and provide the maps to the airfield grounds mower operator. AMOPS will direct mower operators to avoid the STHL territories with indications of active nests. When a nest exists in an area where the vegetation height exceeds 14 inches, a more precise technique such as weed-trimming shall be performed within a buffered area around the nest, the buffer area is within a 50 meter radius around the nest, leaving an untouched buffer area of 10 feet in radius around the nest. The Government may provide a biologist to be present to ensure that weed trimming areas are precisely delineated and that weather conditions are acceptable for weed trimming. Weed or vegetation cutting or trimming may require multiple visits to a specific site to complete the vegetation cutting. The contractor shall only conduct vegetation cutting or trimming when nests have nestlings and when directed by the Airfield Manager. If vegetation cutting is determined to have negative impact on the STHL, other feasible options will be determined. Any time the airfield vegetation dries up between mid-April and the end of September, mowing should cease until the vegetation reaches 14 inches in height. Any requests for changes to the mowing heights occurring between mid- April and the end of September shall be directed to the DPW Environmental and Fish and Wildlife Program staff, the KO and the COR/ACOR for approval prior to performing the mowing. Nests discovered, accidentally disturbed, or destroyed during the mowing operations by the contractor shall be reported to the Airfield Manager and in turn will be reported to DPW Environmental and Fish and Wildlife Program staff. The contractor shall not mark or otherwise demarcate any bird nests found on the ground on the airfield area.

2.3.10 Trimming Weeds in Cracks on Airfield Paved Surfaces. The contractor shall trim or cut weeds and crack grass from joints and cracks on all paved airfield surfaces (runway, taxiways, equipment storage and aircraft parking areas) to include shoulders, paved or rocked fuel/munitions storage areas, and utility enclosures. Coordination with Airfield Management Operations (AMOPS) is required to gain access to the airfield. Eradication of vegetation shall be accomplished by manual or approved chemical means per IPM principles. The removal of weeds and crack grass by burning is not authorized on JBLM. The contractor shall remove all trimming debris the same day that the contractor performs trimming. The use of herbicides by the contractor shall be limited to post-emergent crack grass, taxiway, ramp, runway edges and expansion joints. Pricing for this unscheduled service will be an each item and the contractor shall not proceed with work until receiving written authorization from the COR/ACOR.

2.3.11 Weapons Storage Area (WSA). The contractor shall allow vegetation to grow to the 10 inch height maximum before mowing to 4 inches. Mowing within the WSA(s) shall be coordinated by contacting facility managers located in Buildings 350 and 805.

2.3.12 Fire Pit Training Area. The contractor shall allow vegetation to grow to the 8 inch height maximum before mowing to 4 inches. The contractor shall coordinate mowing within the Fire Pit Training Area by contacting the McChord Field Fire Department located in Building 6 on McChord Field, JBLM.

2.4 Fire Break Areas. Fire break areas are all grounds not classified as improved or semi-improved (common areas) where mowing is to control pests, to provide erosion control, eliminate fire hazards or provide clear visibility. Areas in this classification encompass weapon ranges, training sites, road shoulders in undeveloped areas, lakes, ponds, wetlands, security zones, perimeter fence, landing approach areas and antenna sites. The contractor shall mow or cut fire break grounds twice annually – once during the month of June and once during the month of September. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any fire break area. The contractor shall mow or cut all vegetation in fire break areas to a height of 6 inches with emphasis placed on trimming all woody encroachment growing through, over and at the base of the fence lines. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumpers, boulders, and all other fixed objects that project above the ground. See TE 1-5

2.5 Invoicing and Reports. The contractor shall provide a monthly report of work performed to the COR/ACOR and the KO. The contractor shall submit this consolidated monthly report prior to invoicing and not later than the fifth (5th) working day of the following month in which the contractor performed services. The report shall have a description of all services rendered, total hours worked, pounds of green recycled material, a description of work performed including pesticides/herbicides applied and the locations with all CLIN (Contract Line Item Number) costs included and shall be in Microsoft Office 2007 or compatible program.
