Fort Leonard Wood Phase‐Out Plan

As part of our phase-out planning, AECOM will prepare the details to ensure positive identification and tracking of all operationally sensitive turnover activities. Our CDTF Project Manager will work directly with the Phase-Out Team personnel to ensure no operational activities are delayed or impacted as a result of this transition. Our plan for identifying and tracking operational handover includes, as a minimum, the following focus areas:

Transition: We will work the details and dates to ensure smooth Transition to the successor contractor.

Training: Training essential for operations is identified.

Operations: We will coordinate with the successor contractor to arrange shadowing of specific operations to be assumed, without impacting current operations.

Employee Notification. AECOM will notify all employees by establishing an all hands open house meeting set for the first week following the notification of award to a successor contractor. Each employee will also be notified of the impending transfer of contract responsibilities to the new contractor. Employee notification will also provide a packet of information regarding employee rights and opportunities within the company for relocation and transfer to other facilities requiring similar skills and capabilities.

AECOM will facilitate the placement of any displaced employees. We will prepare a close-out plan, which focuses on helping each individual to transition to other employment in the event they are not selected for employment on the subsequent CDTF contract. All employees are encouraged to update their résumés, acquire certifications that have been held or can be obtained, and learn or update their computer skills.

AECOM will work aggressively with the professional staff of local job placement centers, which provide, in addition to the services mentioned above, career assessment, counseling, unemployment claims information, retraining, and referral to other services.

Retention of Key Personnel. AECOM values its Key Personnel and will establish an aggressive search for placement of these individuals within our company at other locations where their skills in managing and directing work are required for other contracts. In the event that any key person feels he or she desires to transfer to the successor contractor, AECOM will make available performance records and other pertinent information to aid that employee in their endeavor.

Turnover of Work in Progress. AECOM will establish an interface with the successor contractor to develop a schedule for a phased turnover of work in progress and on-going long lead efforts that may span the performance period of the current contract. A copy of the master schedule as well as quarterly, monthly and weekly schedules will be provided to aid in establishing a work control and processing system to transfer responsibilities on the final day of the contract. Functional area leads and section supervisors will make themselves available as needed to answer questions relative to work requirements for specific area of the PWS as they are addressed. AECOM proprietary information on work practices and processes will not be available or subject to turnover to the successor.

Inventories and Government Properties. AECOM will ensure accountability of all inventories of government equipment and materials for the Phase-Out to the successor contractor. The Government Property Administrator will be notified of the inventory for their participation in a joint walk-down and final confirmation of the inventory.

AECOM will also provide the complete inventory to the successor contractor should it be desired.

Removal of Contractor Property. Removal of AECOM property and equipment from FLW CDTF will be accomplished as each phase of turnover and responsibility is achieved. Final removal of AECOM equipment will be conducted during the last week of the existing contract.

Data and Information Transfer. During its performance of O&M services at the CDTF, AECOM developed several databases to track, monitor, and report the completion of Service Orders, Standing Operating Orders, Individual Job Orders, as well as databases for quality control and preventive maintenance procedures required to perform all PWS functions. AECOM will make this data available to the successor contractor during the final 30 days of the current contract as specific areas are ready for turnover on a mutually agreed upon schedule. This schedule will be a coordinated effort between AECOM and the successor contractor with final approval of the Contracting Officer.

Security Debrief. AECOM Security Officer will hold security debriefings in accordance with AR 380-5, Chapter 10, for incumbent personnel holding security clearances.

Final Transfer of Operations and Responsibilities. Final transfer of CDTF O&M services will be conducted in a professional manner and ensure continuity of operations. All AECOM work areas will be in left in a clean and orderly fashion. We will work with the KO for final reconciliation and turnover to the Government and release of AECOM from the current contract O&M responsibility.
