About this file

This is a pricing matrix template for the Defense Language Institute Foreign Language Center (DLIFLC) Oral Proficiency Testing and Reporting Services contract (W911S026RA004). The template is designed for Base Year FY 2026 and includes optional years (OY1-OY4), with fully burdened cost calculations using a 58% total conversion factor, 30% fringe benefit percentage, and 10% overhead of labor as default rates.

The pricing matrix requires offerors to populate labor categories across three primary service areas: Non-IT Labor (On-Site Program Manager, Test Examiners, Test Schedulers for both OPI and Web-Based functions), IT Labor, and Bureau of Labor Statistics (BLS) labor. Each labor category requires offerors to specify wage options with documented sources (such as Department of Labor BLS or GSA), apply appropriate inflation factors using the Army's Joint Inflation Calculator, and calculate unburdened hourly rates, estimated costs by year, fringe and overhead costs, and fully burdened annual rates. The template includes columns for phase-in hours, full performance hours, and cost projections across all contract years, with automatic calculations for Contract Full-Time Equivalents (CFTE) based on direct hours divided by 2087. The instructions direct offerors to use the Army's Cost Tools Joint Inflation Calculator to derive inflation factors starting from the labor rate source year and applying them to the appropriate contract year, with emphasis that inflation factors are preset for FY 2020 base year using 2018 DoL BLS dollars but can be modified as needed.

Instructions for deriving the inflation factors:
Step 1Go to the following link:https://www.asafm.army.mil/Cost-Materials/Cost-Tools/

Step 2 Click on "Joint Inflation Calculator" and select "Save Target as" in order to save the Joint Inflation Calculator (JIC) to your desktop, not an Army shared or network drive. If you save the file to an Army network or shared drive and then attempt to use the JIC file, the macros used to run the JIC file may not work.

Step 3 Open the calculator file and click on the "Enable Content" button

Step 4 Click on the"Query" worksheet at the bottom of the JIC spreadsheet

Step 5 Item 1 - Select "ARMY" at the top of the Inflation Query Sheet

Step 6 Item 2 - Select the correct appropriation

Step 7 Item 3 - Enter the starting point year for the labor rate source, e.g. 2018 if using Bureau of Labor Statistics (DoL BLS)

Step 8 Item A - Select "Constant $ to Constant $" Inflation Type

Step 9 Item B - Enter the year that you wish to derive the inflation factor for

Step 10 Copy the Inflation factor from the Inflation Factor column into the applicable year in the summary worksheet

Step 11 If you have questions or need assistance, please contact your HQ TRADOC AMOD POC

Note: The inflation factors are currently set on the Summary Worksheet to be as if you are using DoL BLS (2018 dollars) and the Base Year is FY 20. These can be overwritten to represent the appropriate factors for your requirement.
