About this file

This is a pricing matrix template for the Defense Language Institute Foreign Language Center (DLIFLC) Oral Proficiency Testing and Reporting Services contract (W911S026RA004). The spreadsheet is designed to calculate fully burdened labor rates across multiple fiscal years by consolidating direct labor costs, fringe benefits (applied at a default 30% rate), and overhead (applied at a default 10% rate).

The pricing matrix organizes labor categories into non-IT and IT positions supporting the testing program. Non-IT labor includes an On-Site Program Manager, six Test Examiners, and two Test Scheduler positions (one OPI-focused and one Web-Based), each referenced to specific Performance Work Statement paragraphs (1.3.1 through 1.3.3). The template calculates unburdened hourly rates using wage sources such as Department of Labor Bureau of Labor Statistics (BLS) data, applies inflation factors derived from the Army's Joint Inflation Calculator tool for the base year and four optional years, and converts phase-in and full performance hours into annual costs and Conversions to Full-Time Employee Equivalents (CFTE) based on 2,087 annual hours. The file contains multiple formula errors and incomplete data entries, indicating it is a blank template requiring contractor completion with actual labor rates, hours, and inflation factors specific to their proposal for the base year and option years.

InflationFactor

Instructions for deriving the inflation factors:
Step 1Go to the following link:https://www.asafm.army.mil/Cost-Materials/Cost-Tools/

Step 2 Click on "Joint Inflation Calculator" and select "Save Target as" in order to save the Joint Inflation Calculator (JIC) to your desktop, not an Army shared or network drive. If you save the file to an Army network or shared drive and then attempt to use the JIC file, the macros used to run the JIC file may not work.

Step 3 Open the calculator file and click on the "Enable Content" button

Step 4 Click on the"Query" worksheet at the bottom of the JIC spreadsheet

Step 5 Item 1 - Select "ARMY" at the top of the Inflation Query Sheet

Step 6 Item 2 - Select the correct appropriation

Step 7 Item 3 - Enter the starting point year for the labor rate source, e.g. 2018 if using Bureau of Labor Statistics (DoL BLS)

Step 8 Item A - Select "Constant $ to Constant $" Inflation Type

Step 9 Item B - Enter the year that you wish to derive the inflation factor for

Step 10 Copy the Inflation factor from the Inflation Factor column into the applicable year in the summary worksheet

Step 11 If you have questions or need assistance, please contact your HQ TRADOC AMOD POC

Note: The inflation factors are currently set on the Summary Worksheet to be as if you are using DoL BLS (2018 dollars) and the Base Year is FY 20. These can be overwritten to represent the appropriate factors for your requirement.
