About this file
The file is a Questions and Answers document for a federal solicitation (W911S025BA0001) for grading, drainage, and pavement construction and maintenance at Fort Novosel, Alabama. Key details include a contract for providing labor, materials, and equipment to construct, repair, and maintain roads and parking lots, with task orders issued by the Directorate of Public Works. The contract is not a small business set-aside and has no DBE/WBE requirements. The guaranteed minimum is $100,000, with a maximum contract value of $5,700,000, and physical bid submissions are required.
The Q&A document addresses numerous technical clarifications, including corrections to bid schedule references, specification details, and safety requirements. Notable points include acceptance of ALDOT specifications with some FDOT references, confirmation of bid bond requirements (20% of maximum contract value), and clarification on non-pre-priced line items. The contract will involve obtaining necessary permits, providing utility location services, and submitting as-built drawings upon project completion. The contracting agency is the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis.

| QUESTION NUMBER | Question | Anwser |
Regarding the Bidding Schedule, would it be possible to get this in an Excel spreadsheet format? That would allow us to fill in the Unit Prices and Extensions more accurately. | The Attached Bid Schedule is in Excel Format
Regarding the Bidding Schedule, the Base Year and all Option Years have “Option Year 3” labeled at the top of the first page. Does this need to be corrected? | Corrected Bid Schedule will be posted to SAM.Gov
Regarding the Bidding Schedule, CLIN 0102, 0103, 0130, 0131 and 0133 (and others) state that the included reinforcement is Item 0095. Item 0095 is for concrete pavement, not reinforcement. Does that reference need to be changed? | Yes, CLIN 0102, 0103 will be changed to : Reinforcement will be paid udner separate CLIN. CLIN 0130, 0131 and 0133 will be changed to : Included reinforcement is item 0099.
Continuing Question 3 above, for the same items in the subsequent Option Years, the reinforcement is still listed as CLIN 0095. Shouldn’t that be changed to correspond with the appropriate Option Year? | Yes, will be changed to correspond to appropriate option year in accordance with #3 above.
Regarding the Bid Bond to be submitted with this offer, the Performance Work Statement requires an amount of 20% of the guaranteed minimum amount of $100,000.00, but the Solicitation lists the guaranteed minimum amount as $2,000.00. Additionally, the Solicitation paperwork (page 30 of 32) states the Bid Guarantee should be for 20% of the estimated maximum contract value of $5,700,000.00. Which is correct? This also applies to Payment and Performance bonds. | 20% of the Maximium Contract Value
Continuing Question 5 above, whichever the minimum amount is, say if it is $2,000.00, is that amount for each year or for all 5 years? | The Government will send a minimum guarantee for 100,000.00 upon award.
We are to submit our offer to the address listed in Block 7 of the solicitation and NOT via email, correct? | Yes we want physical copies.
There are several references to Small Businesses in the documents. This is not a Small Business Set Aside, is it? | See IFB Section A(e).
Will the KO provide a list of proposed bidders on this project? | A list of bidders will be post to SAM.gov after bid opening
Is there a DBE/WBE requirement for this project? | No
CLIN 220, 1220, 2220, 3220 and 4220 are listed as “Non Pre-Priced.” What is this item for? | This CLIN is used for pay items that are not pre-bid. Depending on the task order requirements the Government may request the contractor to submit pricing to complete a task not included in the CLINs. For examplle, drilling into existing concrete for dowels, demolition of a drainage structure larger than 60" , saw cutting greater than 10" depth, etc.
There are several items that refer us to UFGS specification or UFC specifications. Will these documents be made available to the Contractors? | These are available online at wbdg.org.
There are a couple of items that refer to Florida Department of Transportation specifications rather than Alabama Department of Transportation specs. Is this a mistake? | No, ALDOT does not have a standard specification for the specific items with FDOT references.
Do you know who the COR for DPW is going to be? | This is undetermined at this time.
Paragraph 1.1 of the Performance Work Statement, the Contractor must become an approved Contractor with Alabama Department of Transportation as well as Georgia Department of Transportation. Is this correct? Why the need for Georgia DOT? | This is an error from using a Fort Benning contract template.
Paragraph 1.22.1.5 (iii) requires steel toed safety boots for our workers. Can these be a composite toe or other safety toe besides steel? For our asphalt crews, the steel heats up rapidly, and workers can experience burning if the toes are steel. | Follow OSHA requirement and CORP of Engineers General Safety Requirements Manual (EM 385-1-1).
Can you confirm the guaranteed minimum? On page 2 of the solicitation it states $2,000 but in other places, specially referring to bid bond, the minimum is listed at $100,000 and $5,700,000. what amount do we need to provide a bond for? | Minimum guarantee is $100,000.00. 20% of the Maximium Contract Value required for bond.

Can you confirm if a unit price and amount are required in Section B - Supplies or Services & Prices or Costs? If so, what values is it calling for? | It is the summary of price and can be inserted in either column.
Can you confirm what information we need to provide on Section F - Delivieries or Performance in the "Address and POC" block? Will this be the bidders information or the owners information? | You do not need to provide any information. It will be provided upon award.
What reference identifier and line item do we use on Section J - List of Attachments? | Contractor does not need to provide information in those blocks.
Please confirm that the contractor must become an approved contractor with the Georgia Department of Transportation. | There should be no references to GDOT in this contract. I think there may be issues with the PWS since it was taken from fort Benning. Need to remove all references to GDOT and Fort Benning.
On "Attachment 1 Performance Requirements Summary" can you confirm the "Performance Standard" for 2. Environmental Protection Plan and 5. Waste Management Plan? The text appears to be cut off. | No. Text as presented is correct.

There are several calculation errors on the bid schedule. (for example; 067/-68, 169-180) Do they need to be corrected? | They can be corrected, but inconsequential to the CLIN bid price.
The signage items call for brown baked, but this is not the standard in the area. Will signs/posts be required to be brown baked? | This requirement will be removed.
There are several sizes for High Performance Polypropylene Pipe. Would HDPE be an acceptable alternative for this item? | No
Is any unit price and/or total price required for the non-pre priced items for each option year? | No, this line item will be priced as needed throughout the contract.
