About this file
This is a Questions and Answers document containing 30 questions and responses related to a solicitation for grading, drainage and pavement construction at Fort Novosel, Alabama. The Q&A clarifies several key details about the solicitation requirements and bidding process.
Key clarifications include: physical copies of bids are required rather than email submissions; bid bonds must be 20% of the maximum contract value of $5.7M; the minimum guarantee is $2,000 with minimum annual awards of $100K; there are no DBE/WBE requirements; GDOT approval requirements were erroneously included from a Fort Benning template; technical specifications reference UFGS and UFC documents available at wbdg.org; and non-pre-priced CLINs are included for unforeseen work items like concrete drilling and drainage structures. The document also addresses various bid schedule corrections needed and confirms there will be a public bid opening with results posted to SAM.gov after Congressional approval.

| 2 | Regarding the Bidding Schedule, the Base Year and all Option Years have “Option Year 3” labeled at the top of the first page. Does this need to be corrected? | Corrected Bid Schedule will be posted to SAM.Gov |
| 3 | Regarding the Bidding Schedule, CLIN 0102, 0103, 0130, 0131 and 0133 (and others) state that the included reinforcement is Item 0095. Item 0095 is for concrete pavement, not reinforcement. Does that reference need to be changed? | Yes, CLIN 0102, 0103 will be changed to : Reinforcement will be paid udner separate CLIN. CLIN 0130, 0131 and 0133 will be changed to : Included reinforcement is item 0099. |
| 4 | Continuing Question 3 above, for the same items in the subsequent Option Years, the reinforcement is still listed as CLIN 0095. Shouldn’t that be changed to correspond with the appropriate Option Year? | Yes, will be changed to correspond to appropriate option year in accordance with #3 above. |
| 5 | Regarding the Bid Bond to be submitted with this offer, the Performance Work Statement requires an amount of 20% of the guaranteed minimum amount of $100,000.00, but the Solicitation lists the guaranteed minimum amount as $2,000.00. Additionally, the Solicitation paperwork (page 30 of 32) states the Bid Guarantee should be for 20% of the estimated maximum contract value of $5,700,000.00. Which is correct? This also applies to Payment and Performance bonds. | 20% of the Maximium Contract Value |
| 6 | Continuing Question 5 above, whichever the minimum amount is, say if it is $2,000.00, is that amount for each year or for all 5 years? | The Government will send a minimum guarantee for $2,000.00 upon award, but will award per year at a minimum $100K |
| 7 | We are to submit our offer to the address listed in Block 7 of the solicitation and NOT via email, correct? | Yes we want physical copies. |
