L.4.3.1. The Offeror shall organize Volume III according to Table L.1 above and further defined below:

L.4.3.1.1. TAB B – Consent Letters. As part of this explanation, the Offeror shall show how these changes impact the relevance of any identified past performance efforts. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), Organization Structure Change History must be both specifically applicable to the efforts identified by the Offeror in Volume III of its proposal, and general enough to apply to efforts on which the Government receives information from other sources.

L.4.3.1.4. TAB E – Past Performance References. In Volume III, Tab E of its proposal, the Offeror shall identify three (3) recent and relevant past performance references the Offeror, and/or it’s Teaming Partner(s), performed as a Prime or as a subcontractor.

L.4.3.1.4.2. For each past performance reference, the Offeror shall provide the following information: Name of effort, contract and/or task order number, period of performance, Government point of contact responsible for monitoring performance under the contract (name, phone, email, address), Administrative Contracting Officer (name, phone, email, address), dollar value of work actually performed during the three (3) five (5) years prior to the date for receipt of offers, and the specific primary task area(s) for which the Offeror believes the reference demonstrates relevancy and quality of services performed under the reference.

L.4.3.1.4.3. The Offeror shall demonstrate why each past performance reference is recent and relevant. References must have been performed for six (6) months or longer during the three (3) five (5) years prior to date for receipt of offers. L.4.3.1.4.4.1. Past Performance Questionnaire (PPQ). For all contracts identified by the Offeror as a past performance reference, the Offeror shall forward a copy of the Past Performance Questionnaire (PPQ) and Cover Letter (Attachment 3) to the points of contact responsible for monitoring performance under such contracts. The PPQ cover letter includes instructions to return completed PPQs by electronic mail to the points of contact responsible for receiving proposal submissions identified in paragraph L.1.3. of this solicitation no later than the closing date and time identified in block 9 of the SF33. The Offeror shall identify when, and to whom (with contact information), each PPQ and Cover Letter were sent in TAB E of its proposal.

L.4.3.1.4.4.2. Performance Assessment Report. If, after receipt of proposals, the Contracting Officer determines that adequate price competition does not exist, then IAW FAR 15.403-1 the Offeror shall provide certified cost and pricing data as requested by the Contracting Officer. Similarly, if the Contracting Officer determines a fair and reasonable price cannot be established with price analysis alone, the Offeror may be asked, and shall provide, other than certified cost or pricing data IAW FAR 15.404-1(b).

L.4.5.3. TAB B – Price Narrative. The Offeror shall identify any information necessary to facilitate the Government’s evaluation of its Attachment 4 – ISRMAT Pricing Workbook submission.

L.4.5.3.1. If an Offeror identifies an error in Attachment 4 - ISRMAT Pricing Workbook, the Offeror shall correct the error and disclose the error and correction in the Price Narrative.

L.4.5.3.2. Information relating to the proposed prices must be included to the extent practical. If any indirect costs will be applied against the actual travel cost, this must be stated in the price proposal. This section shall contain all narrative explanations used in deriving calculated costs. These narratives shall clearly explain the methodologies, calculations, exceptions, and assumptions used in developing the price. The narrative should also include a list summarizing the proposed subcontractors, team members, joint-venture partners, etc. to include their CAGE code and socio-economic size standard. A workshare percentage table showing the percentage breakdown of labor costs of the SDVOSB and other contracts to assist in the assurance that the Offerors are in compliance with FAR clause 52.219-27.

L.4.5.3.3. For pricing purposes, assume an OCONUS deployment schedule consists of 12 hour days, 7 days a week. Holidays are not observed OCONUS. The length of deployment is typically 4 months, but have lasted as long as 6 months.

L.4.5.4. TAB C – Attachment 4 – ISRMAT Pricing Workbook. The purpose of the Attachment 4 - ISRMAT Pricing Workbook is to provide a uniform pricing template for evaluation of Offerors for award. The Offeror shall complete and submit all tabs in the Pricing Workbook ‘Proposal Summation’ and breakdowns for Phase-In & Base, and option years 1 – 3. In the ‘Breakdown’ tabs, the Offeror shall identify the staffing (by Labor Category, Labor Hours, Contractor Manpower Equivalents (CMEs), and their associated fully burdened rates) that will be used by the Offeror and its subcontractors/partners to perform each functions/service within the PWS. The ‘Breakdown’ tabs should be tailored as needed to provide all requested and required information. Additional tabs may be added as needed. The NTE amounts shall not be altered. The technical evaluation board will receive a copy of this document, without the associated pricing information, to assess the reasonableness of the staffing approach and the Offeror’s overall understanding of the requirement.

L.4.5.4.1. For proprietary reasons, subcontractors may provide supporting information directly to the Contracting Officer if the subcontractor chooses not to disclose this information to the Offeror. However, the total proposed price shall be reflected in the Prime's offer.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

BASIS FOR AWARD

Section M: Basis For Award And Evaluation Criteria

M.1. Basis for Contract Award.

M.1.1. This acquisition will be solicited, evaluated, and awarded using the Lowest Priced Technically Acceptable (LPTA) process conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The Government intends to make one (1) firm-fixed price contract award as a result of the solicitation to a Service Disabled Veteran Owned Small Business (SDVOSB) concern who is deemed responsible in accordance with the FAR, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation that represents the Lowest Priced Technically Acceptable offer. Any offer that is submitted by a contractor that is not an SDVOSB will not be considered for award.

M.1.2. Trade-offs between cost/price and non-cost/price factors are not permitted. Unreasonably high, unbalanced, inaccurate, or incomplete price proposals may be ground for eliminating a proposal from competition. The Government will evaluate proposed prices for reasonableness using price analysis techniques outlined in FAR 15.404.

M.2. Award for All of the Work.

M.2.1. Offerors shall provide a proposal that meets all the requirements as stated in the solicitation. Proposals failing to do so will be considered technically unacceptable and ineligible for award unless cured by discussions following inclusion in the competitive range. As set forth in FAR 52.215-1(f)(1), the Government intends to award contracts resulting from this solicitation to the responsible Offerors whose proposal represents the best value after evaluation in accordance with the factors in the solicitation. Offers received for less than the stated number of items listed in the Schedule B will be considered ineligible for award. As set forth in FAR 52.215-1(f)(4), the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint. If discussions are determined unnecessary and award is made from initial proposals, an Offeror shall be ineligible for award if (i) its proposal fails to comply with the material requirements of the solicitation (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of the solicitation); (ii) if it proposes prices that are determined to be unreasonably high, unbalanced, incomplete, or inaccurate; or (iii) if its proposal receives a rating of “Unacceptable” in any non-price factor.

M.2.2 The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Upon completion of discussions, the Government will request that any Offerors remaining in the competitive range submit a final revised proposal. If a final revised proposal fails to comply with the material requirements of the solicitation (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of the solicitation); proposes prices that are determined to be unreasonably high, unbalanced, incomplete, or inaccurate; or receives a rating of “Unacceptable” in any non-price factor it will not be considered for award. Award will be made in accordance with paragraph M.1 above.

M.3. Evaluation Criteria.

M.3.1. Evaluation criteria consist of the following four (4) factors:

Factor 1: Mission Capability Scenario Factor 2: Management and Staffing Plan Factor 3: Past Performance Factor 4: Price

M.3.2. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., may be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience. The Government will base its evaluation on the information presented in the Offeror's proposal.

M.3.3. If the Offeror’s technical approach indicates the Offeror cannot or will not meet any of the PWS requirements, provides an approach that clearly does not meet any of the PWS requirements, or includes data which prompts the Government to question the Offeror’s compliance with any of the PWS requirements, the Government may determine that the proposal is unacceptable.

M.3.4. Volume II, Mission Capability (Factors 1 – 2) evaluation provides an assessment of the Offeror’s understanding, methodology and capability to satisfy the Government’s requirements.

M.3.4.1. Factor 1 –Mission Capability Scenario. The Government’s evaluation will focus on the Offeror’s response and approach to the Mission Capability Scenario at RFP para L.4.2.3.1. The Government will evaluate the Offeror’s response to determine completeness, extent to which the Offeror has clearly demonstrated a thorough understanding of the requirements, and the extent to which the Offeror has provided a valid and practical solution to each scenario.

M.3.4.2. Factor 2 – Management and Staffing Plan. The Government will evaluate the Offeror’s proposed management and staffing plan to determine completeness, and the extent to which the Offeror has demonstrated an understanding and ability to execute the staffing and management requirements identified at RFP para L.4.2.3.2.

M.3.4.3. Rating Methodology for Factors 1 and 2. Rating methodology complies with Defense Federal Acquisition Regulation Supplemental Procedures, Guidance and Information Subpart 215.3 Source Selection Procedures and utilizes an Acceptable/Unacceptable Rating Method. Factors 1 and 2 will each receive an Acceptable or Unacceptable rating as shown in Table M.1 for each factor.

Table M1. Technical Rating Scheme Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

M.3.5. Volume III, Past Performance (Factor 3) evaluation provides an assessment of the Offeror’s probability of meeting the minimum past performance solicitation requirements.

M.3.5.1 The Government’s evaluation will focus on the Offeror’s and its teaming partner’s recent and relevant past performance to determine the Offeror’s probability of performing the solicitation’s requirements. A “Contractor team arrangement” is defined in FAR 9.601. In accordance with FAR 15.305(a)(2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. This comparative assessment of past performance information is separate from the responsibility determination required under FAR 9.1. Past Performance is assessed at the factor level after evaluating aspects of the Offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Factor 3 will be rated on an ‘Acceptable’ or ‘Unacceptable’ basis using the ratings in Table M.2 below.

M.3.5.2. Each Offeror will receive a past performance rating based on the Offeror’s recent Past Performance, focusing on performance that is relevant to the contract requirements. Past performance will be evaluated to determine whether the Offeror’s present/past performance is recent, and relevant or not relevant to the effort to be acquired. Past performance will then be evaluated to determine how well the Offeror performed on the referenced requirements.

M.3.5.3. Recency and Relevancy:

M.3.5.3.1. Recency: Recency is expressed as a time period during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information. To be recent, the effort must be ongoing or must have been performed for six (6) months or longer during the past three (3) five (5) years from the date of issuance of receipt of proposals. Past performance information that fails this condition will not be evaluated.

M.3.5.3.2. Relevancy: To be…
