1 PWS 5.1.1 32

The total number of required personnel is not clear. Specifically, it is unclear whether the “7 SMEs

(including the program manager)” are inclusive of or in addition to the 5 SMEs at CENTCOM.

Additionally, there are 8 SMEs deployed but only 7 including the

PM CONUS, leaving 6 SMEs to replace the 8 SMEs OCONUS as the PM does not deploy.

Please confirm the breakdown is as follows or provide corrected numbers to ensure all Offerors price the correct the number of personnel.

We believe the new PWS 5.1.1 requires a total of 20 personnel broken down as follows:

3 SMEs in the Arabian

Gulf/Bahrain

1 SME at the CJFACC in Qatar

2 SMEs in Iraq

2 SMEs in Lebanon

1 Program Manager

6 SMEs CONUS as the rotational pool

3 CENTCOM Trainers

2 Mission Managers

1. Does PWS 5.1.1 require a total of

20 people ?

Yes, PWS para 5.1.1 requires a total of 20 people.

PWS

5.1.1, L4.2.3.1 paragraph and

The new PWS 5.1.1 states there are “5 SMEs at CENTCOM as the

CONUS based training element

(Trainers and 2 Mission

Managers).

Section L and other PWS references demonstrate the

Mission Manager deploying

OCONUS with a team of SMEs.

For example, one Mission

Deployed with 7 SMEs and one

Mission Manager CONUS with the rotational pool of SMEs.

The location of the Mission

Manager affects pricing.

Will the Government confirm both

Mission Managers will now be CONUS positions located at CENTCOM with the 3

CONUS trainers? Or will there be one

Mission Manager deployed and one

CONUS to rotate?

No. The Mission Managers associated with the CONUS-based CENTCOM training team are separate from the Mission

Managers associated with the deploying

OCONUS team. The CONUS-based

CENTCOM training team is not part of rotating OCONUS teams.

The CONUS-based CENTCOM training team may travel occasionally to teach a course, and can be available to deploy to support training missions.

Answer to

Question

23, 22, and 21

The answer to Question 23 states that the Optional SOCEUR team is not permanently stationed in theater, and this short term requirement can be filled with our

CONUS SME rotational pool.

It is not clear if the other Optional

Support, including the PWS 5.2.1

ISR Tactical Controller Support, and 5.2.3 ISR Tactical Controller

Trainer can also be filled with the

PWS 5.1.1 CONUS SME

rotational pool, or if the

Government expects additional

SMEs if these options are exercised.

The answer to this question is critical for accurate pricing.

Does the Government expect the

Contractor to fill PWS 5.2.3 and 5.2.1

Optional support with the PWS 5.1.1 rotational pool of SMEs? Or will these be additional permanent positions?

All optional support are separate, permanent positions when exercised.

4 RFP Section 5.1.1: "Planned distribution of teams are as follows: 3 SMEs in support of operations assisting in the Arabian

Gulf, currently based out of

Bahrain; 1 SME at the CJFACC in

Qatar; 2 SMEs in Iraq; 2 SMEs in support of operations in Lebanon."

The number of SMEs cited in RFP Section

5.1.1 add up to 8 total SMEs OCONUS, but the CONUS team that rotates

OCONUS has only 7 total SMEs. It seems that the Qatar-based SME may be double counted as one of the Arabian Gulf-based

SMEs. Should the Qatar SME be counted only as one of the 3 Arabian Gulf SMEs and not separately as it currently states, so that the total OCONUS SME count is 7 to equal the CONUS team that rotates with it?

See answer to Q#5 below. The rotational teams are not always equivalent.

5 RFP Section 5.1.1: "Planned distribution of teams are as follows: 3 SMEs in support of operations assisting in the Arabian

Gulf, currently based out of

Bahrain; 1 SME at the CJFACC in

Qatar; 2 SMEs in Iraq; 2 SMEs in support of operations in Lebanon;

7 SMEs (including the program manager) in CONUS as the rotational pool"

Can the Government please confirm that both the OCONUS and CONUS rotational teams should each have 7 SME's, so that the rotational teams are equivalent?

No, rotational teams are not always equivalent.

6 RFP Section 5.1.1: "7 SMEs

(including the mission manager) in CONUS as the rotational pool"

Does citing the program manager as 1 of the 7 CONUS rotational team mean that the program manager is expected to rotate regularly to the OCONUS team?

No. The PM may occasionally go down range if there is a problem or to liaison with officials in theater, but he/she is not expected to rotate regularly with the

OCONUS team.

7 RFP Section 5.1.1: "7 SMEs

(including the mission manager) in

CONUS as the rotational pool"

Can the Government please confirm that either the CONUS rotational pool is comprised of 6 SMEs plus the program manager, or that the CONUS rotational pool is comprised of 7 SMEs and the program manager is not included in that count of 7?

The Program Manager is not included in the rotational pool quantity.

RFP Section 5.1.1: “5 SMEs at

Mission Managers).”

2 MAR 2022 Q&A question 15:

“Correct, there is 1 Program

Manager and a total of 3 CONUS based CENTCOM Trainers” number of CONUS-based training element personnel. Can the government please clarify how many individuals are on the

CONUS-based CENTCOM training team?

Are all members of the CONUS-based

CENTCOM training team considered Key

Personnel?

Manager and the 3 CONUS-based

CENTCOM Trainers comprised of the

Key Personnel, not the entire training team which consists of Mission Managers in addition to the Trainers.

9 PWS Section 5.2: "these tasks will be priced separately, based upon completed, firm fixed price amounts, and have its own contract line item in Section B of the awarded contract.

PWS Section 5.2.2: "Special

Operations Command Europe

(SOEUR) Support. Two (2)

ISRMAT SMEs on a 2-3 week rotation to the EUCOM theater to assist with SOCEUR's initiation of an ISR architecture in theater."

Can the Government please confirm that the 2 SMEs on 2-3 week rotations to the

EUCOM theater are SMEs from the

CONUS rotational team and we are not required to hire two additional SMEs with the additional incremental cost for this task?

See answer to Q#3.
