About this file
This document contains a solicitation for Intelligence Surveillance Reconnaissance Mobile Advisory Team (ISRMAT) Support services and related questions and answers. The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is seeking proposals for ISRMAT Support services through a single Firm Fixed Price contract with a 12-month base period and four 12-month option periods. The contract will be awarded to an eligible Service-Disabled Veteran-Owned Small Business. The contractor must perform in accordance with the Performance Work Statement and provide 20 personnel under the base requirements as well as additional personnel if the optional tasks under section 5.2 of the PWS are exercised. Offerors must submit proposals by March 2, 2022 at 10:00AM EST and direct any questions to the Contracting Officer by February 8, 2022.
The questions and answers section clarifies that the optional tasks under section 5.2 of the PWS, if exercised, require permanent additional personnel beyond the initial 20. This includes two additional ISRMAT SMEs for SOCEUR support and additional SMEs for the other optional tasks, but the rotational pool is unaffected. Offerors must price accordingly to ensure the government receives best value.

No Question(s) Government Responses
1 Would there be an additional CLIN added for Hazard/Uplift, should the area an ISRMAT/ITC/SOCEUR SME is supporting become a combat zone?
An additional Hazard/Uplift CLIN will not be included at this time. If necessary, a post-award contract modification will be executed to support Hazard/Uplift in the form of a Government provided not-to-exceed CLIN.
2 Should bidders assume that the need for SMEs will rise given the conflict [instability/war in Ukraine] and bid accordingly? This puts the bidder at risk due to the LPTA status.
No, the bidder should not assume that the need for SMEs will rise. Offerors shall propose in accordance with the stated requirements in the PWS.
3 Will you respectfully consider changing the contract type to a more cost-reimbursable contract type given the current situation?
The Government will not change the contract type. ISRMAT will remain as a Firm Fixed Price contract.
4 Discussion: The Amendment 0002 PWS and the Answer to Question #23 appear to be correct as it relates specifically to the 5.2.2. SOCEUR Support, however the Amendment 0003 answer to Question #2 contradicts and would require a different pricing approach.
GAO Case law supports the PWS as taking precedence where a contradiction exists, which will drive Offerors not to price additional FTEs for the 5.2.2 support, as we will
a. All references are correct. Each of the three (3) Optional Tasks defined in PWS 5.2 are separate and permanent positions when exercised. For PWS
5.2.2. SOCEUR Support, two (2) ISRMAT SMEs are
permanently designated when exercised. The rotational schedule does not mean the team is only needed for 2-3 weeks. The two (2) SOCEUR ISRMAT contract positions are positions in CONUS on a rotational basis separate from any other
No Question(s) Government Responses execute the 2-3 week short-term requirements using our CONUS ISRMAT rotational SMEs in accordance with the Amendment 0002 PWS 5.2.2.
a. Will the Government confirm which reference is correct for 5.2.2 so that all Offeror’s are pricing the same number of ISRMAT SMEs?
b. Is it the 0002 PWS, the answer and Question #23?
c. Or is the answer to Amendment 0003 Question #3 correct?
rotational team. Contractors will not be permanently assigned to positions in Europe requiring business clearances, etc.
b. See response at 4a above.
c. See response at 4a above.
5 Based on the conflicts in Question #4 above, it is unclear whether PWS 5.2.1 ISR Tactical Controller Support and PWS 5.2.3 ISR Tactical Controller Trainer require additional people in addition to the 20 personnel outlined in 5.1.1. If these positions are permanent, they will require an additional 3 ISRMAT SMEs deployed full time which would require additional ISRMAT SMEs in the rotational pool as the current 7-person pool cannot support the rotations of 17 deployed positions – this assumes both Options are exercised.
This is an important pricing factor for the Offerors and to ensure the Government obtains best value on the lowest priced, technically acceptable basis.
a. Pending the answer to question #4 above, will the Government confirm the desired approach for PWS
5.2.1 ISR Tactical Controller Support and 5.2.3 ISR
Tactical Controller Trainer?
a. Each of the three (3) Optional Tasks defined in PWS
5.2 are separate and permanent positions when exercised. All Optional Tasks are in addition to the 20 personnel outlined in 5.1.1.
b. The seven (7) ISRMAT SMEs required in the rotational pool as outlined in PWS 5.1.1 are not impacted by the Optional Tasks. Each optional task is separate from the 5.1.1 requirements. The PWS specifically identifies the type of team members required for each Optional Task.
No Question(s) Government Responses
b. If the positions are permanent if exercised, how many additional ISRMAT SMEs are required in the rotational pool?
