The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation.
L.4.4.1 Consent Letters. The Offeror shall provide Consent Letters authorizing the release of past performance information executed by each subcontractor, teaming partner, and/or joint venture partner. Past performance information concerning subcontractors cannot be disclosed to or requested from a private party without the subcontractor’s consent. Because a prime contractor is a private party, the Government requires consent before disclosing subcontractor present and past performance information to the prime contractor and/or requesting such information about the prime contractor from references. The completed consent forms shall be submitted as part of the Past Performance volume.
L.4.4.2 Past Performance References. The Offeror shall identify between three (3) and five (5) recent and relevant past performance references the Offeror, and/or its Teaming Partner(s), performed as a Prime or as a subcontractor.
L.4.4.2.1 Task orders shall be considered a separate past performance reference unless the offeror identifies IDIQ and all associated Task Order awards for same requirement, which will be counted as one past performance submission, and the Government will expect to see 1 overarching reference (CPARS or PRAQ).
L.4.4.2.2 For each past performance reference, the Offeror shall provide the following information: Name of effort, contract and/or task order number, period of performance, Government point of contact responsible for monitoring performance under the contract (name, phone, email, address), Administrative Contracting Officer (name, phone, email, address), dollar value of work actually performed during the five (5) years prior to the date for receipt of offers, and the specific primary task area(s) for which the Offeror believes the reference demonstrates relevancy and quality of services performed under the reference.
L.4.4.2.3. The Offeror shall demonstrate why each past performance reference is recent and relevant.
L.4.4.2.3.1. To be recent, the effort must have been performed for six (6) months or longer during the five
(5) years prior to date for receipt of offers. Evaluation will focus only on work experience already performed. Yet-to-be performed work, experience prior to the last five (5) years, and work performed for less than six (6) months will not be considered.
L.4.4.2.3.2 To be relevant, the effort must be similar in scope and magnitude to the services being procured under this solicitation. Scope is the measure of the services similarity to the requirements identified in the PWS. Magnitude is the measure of the similarity of the dollar value that exists between the current requirement and the past performance reference. Magnitude will be evaluated using the dollar amount of work actually performed on the past performance reference during the five (5) years prior to the date for receipt of offers.
L.4.4.2.4 The Offeror shall demonstrate the quality of work performed by the Offeror, or its Teaming Partner(s), for each past performance reference by providing the two (2) requirements described below.
Submission of CPARS or Performance Risk Assessment Questionnaires (PRAQs), or both is acceptable.
L.4.4.2.4.1 For all contracts identified by the Offeror as a past performance reference, the Offeror shall forward a copy of the Past Risk Assessment Questionnaire (PRAQ) and Cover Letter (Attachment 4) to the points of contact responsible for monitoring performance under such contracts. The PRAQ cover letter includes instructions to return completed PRAQs by electronic mail to the points of contact responsible for receiving proposal submissions identified in paragraph L.1.3. of this solicitation no later than the closing date and time identified in block 9 of the SF33. The Offeror shall identify when, and to whom (with contact information), each PRAQ and Cover Letter were sent. (*Note that once references have been submitted to the Government, they do not need to be resubmitted in response to extended RFP deadlines.)
L.4.4.2.4.2 For all contracts identified by the Offeror as past performance references, the Offeror shall provide a copy of all completed performance assessment reports from the Contractor Performance Assessment Reports System (CPARS). Teaming Partners may submit completed performance assessment reports directly to the points of contact responsible for receiving proposal submissions identified in paragraph L.1.3 of this solicitation no later than the closing date and time identified in block 9 of the SF 33.
Submission requirements of paragraph L.1 of this solicitation apply to the submission of CPARs information from Teaming Partners. The Offeror shall identify in its proposal whether CPARS for a past performance reference will be separately submitted by a Teaming Partner as described above. Failure to submit these requirements may render a reference unusable and will not count against the required number of references as the Government will not be able to consider how well the Offeror performed work on the past contract.
L.4.5 Volume V -- FACTOR 4: Price.
L.4.5.1. Reserved.
This volume shall consist of all information required to support proposed prices. The Offeror shall not include pricing information in Volumes I, II, or III of its Proposal. Certified cost and pricing data are not currently required; however, the Government reserves the right to request such data prior to award. Offerors shall use the government provided not-to-exceed estimate for ODC and Travel CLINS. The information submitted in this volume shall comply with FAR 15.408 and the requirements set forth below.
L.4.5.2. It is expected that this contract award will be based on adequate price competition. Therefore, the Offeror is not required to provide certified cost or pricing data with its proposal. If, after receipt of proposals, the Contracting Officer determines that adequate price competition does not exist, then IAW FAR 15.403-1 the Offeror shall provide certified cost and pricing data as requested by the Contracting Officer. Similarly, if the Contracting Officer determines a fair and reasonable price cannot be established with price analysis alone, the Offeror may be asked, and shall provide, other than certified cost or pricing data IAW FAR 15.404-1(b).
Pricing Narrative. The Offeror shall identify any information necessary to facilitate the Government’s evaluation of its Attachment 1a (for 8(a) SAIDIQ) or Attachment 1b (for SDVOSB MAIDIQ) – Pricing Workbook submission.
L.4.5.3. Reserved.
L.4.5.4. Attachment 1a or Attachment 1b, Pricing Workbook. In Volume V of its Proposal, the Offeror shall submit a completed Attachment 1a or Attachment 1b, Pricing Workbook in Microsoft Excel format. Offerors shall provide hours for Program Manager and Alternate Program Manager, base and loaded labor rates, and FTEs. Note that Government-provided hours are estimates for proposal purposes only. The purpose of the Workbook is to provide a uniform pricing template for evaluation of Offerors for award. The Offeror shall provide annual fully burdened labor rates for each labor category listed in the Pricing Workbook. Should a contract be issued to the Offeror, the proposed fully burdened labor rates proposed by the Offeror will become part of the contract (considered to be binding) and be the maximum rate allowable (ceiling rate) for that labor category when pricing task orders and task order modifications under the MA IDIQ contract. The proposed fully burdened hourly rates may not be adjusted except as provided by FAR Clause 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts). Therefore, Offerors are cautioned to include inflation where warranted.
L.4.5.4.2. The labor categories listed in Attachment 1a or Attachment 1b, Pricing Workbook correlate to the labor categories listed by MOS in each suite.
L.4.5.4.3. The Offeror’s price proposal shall consist of an ordering period of 5 years.
L.4.5.4.4. The Attachment 1a or Attachment 1b, Pricing Workbook or other Excel spreadsheet submitted by the Offeror, shall not be read only or password protected. All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheet shall not contain hidden worksheets, cells, or sections. PDF or flat files will not be considered adequate. Failure to comply with these formatting requirements may result in rejection of your proposal. All final monetary extensions shall be in whole dollars only.
